01/20/19751 263 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF DES PLAINES, ILLINOIS, HELD IN THE COUNCIL CHAMBERS, CITY HALL MONDAY, January 20, 1975 CALL TO ORDER:The regular meeting of the City Council of the City of Des Plaines was called to order by Mayor Herbert H. Behrel at 8:05 P.M. ROLL CALL: Roll call indicated the following aldermen present: Koplos, Szabo, Kehe, Olen, Bolek, Chase, Kisslinger, Hinde, Birchfield, Erbach, Swanson, Sarlo, Meyer, Seitz, Abrams, Ward Also present were: City Treasurer Mahon, City Comptroller Blietz, Police Chief Hintz, Fire Chief Corey, Building Commissioner Baldaccini, City Engineer Bowen, Commissioner of Public Works Schwab, Planner Richardson, Environmental Officer Lindahl, Museum Director Welch, and City Attorney Hug. PRAYER & PLEDGE The meeting opened with prayer by Rev. Mark Bergman, pastor of Trinity Lutheran Church, followed by the Pledge of Allegiance to the flag. BOY SCOUTS Mayor Behrel introduced Boy Scouts from Troop #60 in attendance Troop #60 at the meeting. MINUTES: Moved by Sarlo, seconded by Kehe, that the Minutes of the regular meeting held January 6, 1975, be approved as published. Motion declared carried. �3TSTORICAL_ Museum Director Welch, introduced by Alderman Chase, presented B.OQIETY __ slides and information pertaining to the progress of the PROGRESS= Des Plaines Historical Society, reciting the needs for larger quarters to house the Historical Museum. IIPROPERTY Moved by Hinde, seconded by Szabo, to adopt the recommendation ACQUISITION of Finance and Insurance Committee to authorize expenditure 760 Pearson of $27,000 from the Parking Meter Fund and to authorize this amount be included in the 1975 Parking Meter Fund Appropriation Ordinance for purchase of property located at 760 Pearson Street for a total cost of $88,417.37. Upon roll call, the vote was: AYES: - 17 - Koplos, Szabo, Kehe, Olen, Bolek, Chase, Kisslinger, Hinde, Birchfield, Erbach, Swanson, Sarlo, Meyer, Seitz, Abrams, Ward, Mayor. SIGN Moved by Erbach, seconded by Kisslinger, to adopt the recom- McDonald's mendation of Building Control and Inspection Committee to Restaurant deny permit for sign at McDonald's Restaurant, 725 Golf Road. 725 Golf Motion declared carried. LIQUOR Referred to License and Inspection Committee was the request LICENSE of Mr. Earl Yeager for a liquor license for proposed restaurant Elmhurst & at Elmhurst and the Tollroad. Tollroad LIQUOR LIC. Moved by Bolek, seconded by Olen, to adopt the recommendation REGULATIONS of License and Inspection Committee to authorize City Attorney to draft ordinance requiring the posting of both vacant property and improved property of liquor license applicants, including applicants for change of classification at least thirty days prior to hearing before said committee. Motion declared carried. 11 Moved by Bolek, seconded by Olen, to adopt the recommendation of License and Inspection Committee to authorize City Attorney to draft ordinance requiring that the fee for all new liquor licenses for the first year be $2500, including licenses issued to new owners of ftc'�-444y-. Motion declared carried. Aldermen Erbach and—Birchfield voted No. Referred to License and Inspection Committee was the request that any new applicant, including applicants assuming owner- ship of an established business, applying for a liquor license be referred to License and Inspection Committee for approval. Moved by Bolek, seconded by Meyer, to adopt the recommendation of License and Inspection Committee to authorize City Attorney to draft ordinance requiring a one year period to elapse between applications for liquor licenses by the same applicant at the same location. Moved by Hinde, seconded by Olen, to amend the motion to permit new ownership at the same location to apply for a liquor license at any time. Upon roll call the vote on the motion to amend was as follows: AYES: - 11 - Kehe, Olen, Chase, Kisslinger, Hinde, Birchfield Erbach, Seitz, Abrams, Ward, Mayor NAYS: 6 - Koplos, Szabo, Bolek, Swanson, Sarlo, Meyer ABSENT: 0 - None Motion to amend declared carried. Moved by Bolek, seconded by Koplos, to amend the amendment to require a 2/3 vote of Council be necessary to refer a liquor license application to committee of new owner at the same location. Motion to amend declared carried. Alderman Hinde, Birchfield and Erbach voted no. Motion as twice amended declared carried. Alderman Swanson voted no. Moved by Bolek, seconded by Olen, to adopt the recommendation of License and Inspection Committee to authorize City Attorney to draft ordinance requiring that stockholders of a corporation owning 5% or more of the stock must be United States citizens. Motion declared carried. VEHICLE Moved by Bolek, seconded by Chase, to adopt the recommendation LICENSE of License and Inspection Committee to allow all residents DESIGN of the City of Des Plaines to enter the Vehicle License Design contest. Motion declared carried. PARKING R-5 area CROSSING GUARD Perry & Graceland 1/20/75 Page three 265 Moved by Szabo, seconded by Koplos, to adopt the recommendation of Public Buildings, Grounds and Parking Lots Committee to authorize City Attorney to draft necessary ordinance permitting residents of the R-5 area to park on streets therein, except snow routes, upon display of registration certificate showing address of resident limiting registration certificate to one per family and restricting its use to R-5 area in vicinity of owner of vehicle. Motion declared carried. Moved by Ward, seconded by Kehe, to adopt the recommendation of Streets and Traffic Committee to deny request of Principal of North School to authorize an adult crossing guard at the intersection of Perry and Graceland, based on survey made by Police Department. Following discussion Alderman Bolek withdrew his signature from said report. Motion declared lost. Moved by Koplos, seconded by Meyer, to authorize the hiring of an adult crossing guard at the intersection of Perry and Graceland. Motion declared carried. Alderman Chase's complaint from resident at 1046 Everett Lane that five and six year olds are climbing fence erected at rear of property lines south of Oakton Street was referred to the Police Department. Alderman Kehe's request that the City adopt an ordinance requiring residents to remove snow from sidewalks, similar to Section 36-19 of Municipal Code of Chicago was referred to City Code and Judiciary Committee.
