MINUTES OF THE REGULAR MEETING
OF THE CITY COUNCIL OF THE CITY
OF DES PLAINES, ILLINOIS, HELD
IN THE COUNCIL CHAMBERS, CITY HALL
MONDAY, January 20, 1975
CALL TO ORDER:The regular meeting of the City Council of the City of
Des Plaines was called to order by Mayor Herbert H. Behrel
at 8:05 P.M.
ROLL CALL:
Roll call indicated the following aldermen present:
Koplos, Szabo, Kehe, Olen, Bolek, Chase, Kisslinger, Hinde,
Birchfield, Erbach, Swanson, Sarlo, Meyer, Seitz, Abrams,
Ward
Also present were: City Treasurer Mahon, City Comptroller Blietz, Police
Chief Hintz, Fire Chief Corey, Building Commissioner Baldaccini, City
Engineer Bowen, Commissioner of Public Works Schwab, Planner Richardson,
Environmental Officer Lindahl, Museum Director Welch, and City Attorney
Hug.
PRAYER &
PLEDGE
The meeting opened with prayer by Rev. Mark Bergman, pastor
of Trinity Lutheran Church, followed by the Pledge of
Allegiance to the flag.
BOY SCOUTS Mayor Behrel introduced Boy Scouts from Troop #60 in attendance
Troop #60 at the meeting.
MINUTES:
Moved by Sarlo, seconded by Kehe, that the Minutes of the
regular meeting held January 6, 1975, be approved as
published. Motion declared carried.
�3TSTORICAL_ Museum Director Welch, introduced by Alderman Chase, presented
B.OQIETY __ slides and information pertaining to the progress of the
PROGRESS= Des Plaines Historical Society, reciting the needs for
larger quarters to house the Historical Museum.
IIPROPERTY Moved by Hinde, seconded by Szabo, to adopt the recommendation
ACQUISITION of Finance and Insurance Committee to authorize expenditure
760 Pearson of $27,000 from the Parking Meter Fund and to authorize this
amount be included in the 1975 Parking Meter Fund Appropriation
Ordinance for purchase of property located at 760 Pearson
Street for a total cost of $88,417.37. Upon roll call,
the vote was:
AYES: - 17 - Koplos, Szabo, Kehe, Olen, Bolek, Chase,
Kisslinger, Hinde, Birchfield, Erbach, Swanson,
Sarlo, Meyer, Seitz, Abrams, Ward, Mayor.

BILLS Moved by Hinde, seconded by Swanson, to adopt the following
P4YABLE: resolution: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DES PLAINES THAT THE FOLLOWING BILLS ARE DUE AND PAYABLE
AND THAT THE MAYOR AND CITY CLERK BE AND ARE HEREBY
AUTHORIZED TO MAKE PAYMENT FOR SAME: Total, $428,833.89.
Upon roll call, the vote was:

TREE Moved by Meyer, seconded by Erbach, to adopt the recommenda-
TRIMMING tion of Beautification and Forestry to authorize City Clerk
to advertise for bids for the portion of tree trimming
required for 1975, specifications to be drawn by Commissioner
of Public Works, bids returnable Friday, January 31, at 3 P.M.

7 -Eleven of Building Control and Inspection to deny permit for sign
822 S. at 7 -Eleven Food Store, 822 S. Elmhurst Road. Motion

SIGN Moved by Erbach, seconded by Kisslinger, to adopt the recom-
McDonald's mendation of Building Control and Inspection Committee to
Restaurant deny permit for sign at McDonald's Restaurant, 725 Golf Road.

LIQUOR Referred to License and Inspection Committee was the request
LICENSE of Mr. Earl Yeager for a liquor license for proposed restaurant
Elmhurst & at Elmhurst and the Tollroad.

LIQUOR LIC. Moved by Bolek, seconded by Olen, to adopt the recommendation
REGULATIONS of License and Inspection Committee to authorize City Attorney
to draft ordinance requiring the posting of both vacant
property and improved property of liquor license applicants,
including applicants for change of classification at least
thirty days prior to hearing before said committee. Motion
declared carried.

Moved by Bolek, seconded by Olen, to adopt the recommendation
of License and Inspection Committee to authorize City Attorney
to draft ordinance requiring that the fee for all new liquor
licenses for the first year be $2500, including licenses
issued to new owners of ftc'�-444y-. Motion declared carried.
Aldermen Erbach and—Birchfield voted No.
Referred to License and Inspection Committee was the request
that any new applicant, including applicants assuming owner-
ship of an established business, applying for a liquor license
be referred to License and Inspection Committee for approval.
Moved by Bolek, seconded by Meyer, to adopt the recommendation
of License and Inspection Committee to authorize City Attorney
to draft ordinance requiring a one year period to elapse between
applications for liquor licenses by the same applicant at
the same location. Moved by Hinde, seconded by Olen, to
amend the motion to permit new ownership at the same location
to apply for a liquor license at any time. Upon roll call
the vote on the motion to amend was as follows:
AYES: - 11 - Kehe, Olen, Chase, Kisslinger, Hinde, Birchfield
Erbach, Seitz, Abrams, Ward, Mayor
NAYS: 6 - Koplos, Szabo, Bolek, Swanson, Sarlo, Meyer
ABSENT: 0 - None
Motion to amend declared carried.
Moved by Bolek, seconded by Koplos, to amend the amendment
to require a 2/3 vote of Council be necessary to refer a
liquor license application to committee of new owner at
the same location. Motion to amend declared carried. Alderman
Hinde, Birchfield and Erbach voted no. Motion as twice
amended declared carried. Alderman Swanson voted no.
Moved by Bolek, seconded by Olen, to adopt the recommendation
of License and Inspection Committee to authorize City Attorney
to draft ordinance requiring that stockholders of a corporation
owning 5% or more of the stock must be United States citizens.
Motion declared carried.
VEHICLE Moved by Bolek, seconded by Chase, to adopt the recommendation
LICENSE of License and Inspection Committee to allow all residents
DESIGN of the City of Des Plaines to enter the Vehicle License
Design contest. Motion declared carried.

Moved by Szabo, seconded by Koplos, to adopt the recommendation
of Public Buildings, Grounds and Parking Lots Committee to
authorize City Attorney to draft necessary ordinance permitting
residents of the R-5 area to park on streets therein, except
snow routes, upon display of registration certificate showing
address of resident limiting registration certificate to
one per family and restricting its use to R-5 area in vicinity
of owner of vehicle. Motion declared carried.
Moved by Ward, seconded by Kehe, to adopt the recommendation
of Streets and Traffic Committee to deny request of Principal
of North School to authorize an adult crossing guard at the
intersection of Perry and Graceland, based on survey made
by Police Department. Following discussion Alderman Bolek
withdrew his signature from said report. Motion declared
lost. Moved by Koplos, seconded by Meyer, to authorize the
hiring of an adult crossing guard at the intersection of
Perry and Graceland. Motion declared carried.
ORDINANCE Moved by Erbach, seconded by Swanson, to adopt Ordinance
Z-1-75 Z-1-75, AN ORDINANCE AMENDING THE ZONING ORDINANCE OF THE
200 W. CITY OF DES PLAINES, ILLINOIS, CASE No. 74-49-R, rezoning
Jarvis property located at 200 W. Jarvis to M-2 Manufacturing District.
Upon roll call, the vote was:

Kisslinger, Hinde, Birchfield, Erbach, Swanson,

Sign CITY CODE HAVING TO DO WITH SIGN REGULATIONS BY DELETING
Inspections THEREFROM THE PROVISIONS CONCERNING THE ANNUAL INSPECTION
FEE TO MAINTAIN A SIGN. Moved by Erbach, seconded by Sarlo
to amend Ordinance M-3-75, Section 1: 4-5-8 to read as follows:
"4-5-8: INSPECTION: The Building Inspector may inspect at
such times he deems necessary, each sign or other advertising
structure regulated by this Chapter for the purpose of
ascertaining whether the same is secure or insecure, and whether
it is in need of removal or repair.". Motion to amend
declared carried. Upon roll call, the vote on Ordinance
amended was:

1. Restrictive parking - Graceland Ave., south of Soo Line RR
2. Left turn signals at Wolf and Oakton Sts.
3. Parking Restrictions - Thacker St. between Mt. Prospect Rd.
and Lee Street
4. Installation of sidewalks - nine specific areas
5. Traffic signal device - Maine West Drive
6. Deposit of bonds by contractors using construction
vehicles to defray cost of maintenance and repair of streets.
7. Intersection of Lee and Oakwood - improved signaling

9. Parking - Lee Street from Howard to Touhy

Alderman Sarlo's request for a study of Corporation Counsel's
summary regarding the need for a second full-time City Attorney
was referred to City Code and Judiciary Committee.
Moved by Bolek, seconded by Seitz, to waive First Reading of
Ordinance T-2-75 and place on passage, AN ORDINANCE AMENDING
SECTION 10-9-4 OF THE CITY CODE HAVING TO DO WITH VEHICLE 2:0_:
LICENSE FEES BY PROVIDING THAT PERSONS RECEIVING A DISABILITY
PENSION THROUGH SOCIAL SECURITY BE ALLOWED TO PURCHASE A
LICENSE FOR ONE DOLLAR PER YEAR. Motion declared carried.

INDUSTRIAL USES BY ESTABLISHING REGULATIONS THEREFOR AND
PROVIDING A PROCEDURE FOR COLLECTION OF THE AMOUNT DUE AND FOR
A LIEN.
Plat of Lucille Donovan Resubdivision approved by Plan
Commission located at Approx. 2200 Sprucewood Avenue was
referred to Municipal Development Committee.
Moved by Koplos, seconded by Szabo, to concur with Mayor
Behrel's appointment of Mr. G. Rex Wilson as the City's
representative to the Board of Directors of NORTRAN.

Alderman Chase's complaint from resident at 1046 Everett Lane
that five and six year olds are climbing fence erected
at rear of property lines south of Oakton Street was
referred to the Police Department.
Alderman Kehe's request that the City adopt an ordinance
requiring residents to remove snow from sidewalks, similar
to Section 36-19 of Municipal Code of Chicago was referred
to City Code and Judiciary Committee.
Moved by Szabo, seconded by Sarlo, that the regular meeting
of the City Council adjourn., Motion declared carded.
