01/06/1975MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF DES PLAINES, ILLINOIS, HELD IN THE COUNCIL CHAMBERS, CITY HALL, MONDAY, January 6, 1975 CALL TO ORDER: The regular meeting of the City Council of the City of Des Plaines was called to order by Mayor Herbert H. Behrel at 8:05 P.M. ROLL CALL: Roll Call indicated the following aldermen present: Koplos, Szabo, Kehe, Olen, Bolek, Chase, Kisslinger, Hinde, Birchfield, Erbach, Swanson, Sarlo, Meyer, Seitz, Abrams, Ward. Also present were: City Treasurer Mahon, City Comptroller Blietz, Police Chief Hintz, Fire Chief Corey, Building Commissioner Baldaccini, City Engineer Bowen, Assistant Engineer Perl, Commissioner of Public Works Schwab, Assistant Commissioner of Public Works Schaeffer, Planner Richardson, Environmental Officer Lindahl, Museum Director Welch, Corporation Counsel DiLeonardi, and City Attorney Hug. Moved by Kehe, seconded by Erbach, that the Minutes of the regular meeting held December 16, 1974, be approved as published. Correction: Page 1, paragraph two, last line striking "Historical Coordinator" and inserting "Museum Director".; page six, paragraph six, line one, striking "Chrysler Plymouth" and inserting "Cass Ford". Following corrections, motion declared carried. Moved by Hinde, seconded by Swanson, to adopt the following resolution: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DES PLAINES THAT THE FOLLOWING BILLS ARE DUE AND PAYABLE AND THAT THE MAYOR AND CITY CLERK BE AND ARE HEREBY AUTHORIZED TO MAKE PAYMENT FOR SAME: Total, $303,067.26. Moved by Swanson, seconded by Koplos, to adopt the recommenda- tion of Municipal Development Committee to deny petition in Zoning Case 74 -40 -SU, property located at 2580 Dempster Street. Motion declared carried. Moved by Swanson, seconded by Hinde, to adopt the recom- mendation of Municipal Development Committee to approve Plat of Edward Grody Resubdivision, located at 570 S. Fourth Avenue and to authorize execution thereof by Mayor and City Clerk. Motion declared carried. Moved by Bolek, seconded by Olen, to adopt the recommenda- tion of License and Inspection Committee to authorize City Attorney to prepare necessary ordinance to provide that persons receiving a disability Pension under Social Security purchase vehicle licenses at a cost of $1.00 effective January 1, 1975. Motion declared carried. Referred to License and Inspection Committee were the following proposed amendments to the Liquor License Regulation 1. Posting of premises of liquor license applicants 2. License fee to new owner - $2500 3. Delay of one year between applications of same applicant 4. Liquor License applicants or 5% stockholders must be U. S. Citizens. School crossing signs be installed east of Wolf Rd., Golf Road traffic circle 2. Traffic survey at Sixth Avenue and Golf Road to determine feasibility of installing traffic signal at that intersection 3. Determine signalization of Wolf Road, Golf Road traffic circle. Moved by Kehe, seconded by Olen, to adopt Ordinance T-40-74 AN ORDINANCE AMENDING SECTION 10-7-4 OF THE CITY CODE HAVING TO DO WITH YIELDING RIGHT OF WAY BY ADDING THERETO CERTAIN STREETS AND DELETING THEREFROM OTHER STREETS. (Traffic on Henry Ave. to Yield to White; traffic on Campbell to yield to White Street; delete traffic on Henry Avenue to yield to Cora.) Moved by Koplos, seconded by Szabo, to adopt Ordinance Z-24-74, AN ORDINANCE AMENDING THE ZONING ORDINANCE OF THE CITY OF DES PLAINES, ILLINOIS, CASE No. 74-38-A, rezoning property located at the following locations to C-2 Commercial District: N. W. Corner Des Plaines Avenue and Jefferson Street, 269, 405, and 281 S. Des Plaines Avenue, and 1400, 1424, 1440 Rand Road. Upon roll call, the vote was: AYES: - 17 - Koplos, Szabo, Kehe, Olen, Bolek, Chase, Kisslinger, Hinde, Birchfield, Erbach, Swanson, Sarlo, Meyer, Seitz, Abrams, Ward, Mayor NAYS: 0 - None ABSENT: 0 - None Motion declared carried. Moved by Swanson, seconded by Hinde, that the City place warning signs at rough railroad grade crossings, and continue follow up with various railroad companies. Motion declared carried. Referred to Streets and Traffic Committee was the matter of drawing specifications for maintenance of railroad grade crossings within the City limits. Referred to Water and Sewer Committee were proposed changes in the wording of contracts for public improvements, to allow the City to hold a percentage of monies for a determined period of time following acceptance of work performed by the Engineering Department. Moved by Szabo, seconded by Koplos, to waive First Reading and place on passage Ordinance T-1-75, AN ORDINANCE AMENDING SECTION 10-7-5 OF .THE CITY CODE HAVING TO DO WITH ONE-WAY ALLEYS, BY DELETING THEREFROM THE ALLEY BETWEEN BROWN STREET AND PERRY AVENUE. Motion declared carried. Moved by Szabo, seconded by Koplos, to adopt Ordinance T-1-75. Moved by Abrams, seconded by Seitz, to authorize Mayor Behrel to prepare a letter responding to NIPC Project 74-647, Environmental assessment for the construction of the O'Hare Water Reclamation Plant in Des Plaines by the Metropolitan Sanitary District of Greater Chicago, incorporating statements of Alderman Ward, Alderman Abrams, and Corporation Counsel DiLeonardi submitted to MSD previously at the Public Hearing. Upon roll call, the vote was: AYES: - 17 - Koplos, Szabo, Kehe, Olen, Bolek, Chase, Kisslinger, Hinde, Birchfield, Erbach, Swanson, Sarlo, Meyer, Seitz, Abrams, Ward, Mayor NAYS: 0 - None ABSENT: 0 - None Motion declared carried. Moved by Abrams, seconded by Ward, that Corporation Counsel DiLeonardi be authorized to initiate litigation against Metropolitan Sanitary District of Greater Chicago, and in cooperation with City Code and Judiciary Committee to actually initiate such proceedings when deemed necessary, such litigation to involve action at the Federal and or State or Agency levels. Vazquez, President of El Sombrero Corporation for a Class E liquor license at 668 North Wolf Road was referred to License and Inspection Committee. The proposal of Messrs. Czarkowski, Rice and Self for a Police Cadet Program in the City of Des Plaines was referred to the Police Committee. The request of Dr. Ferraiolo for short term parking facilities on Ellinwood Street was referred to Public Building Grounds and Parking Lots Committee. The request of Mayor Behrel for certain changes in parking restrictions in the 1300 block of Jefferson Streetwas referred to Public Buildings, Grounds and Parking Lots Committee. Moved by Koplos, seconded by Seitz, to accept the resignation of Mr. Jared Birchfield from the Des Plaines Bicentennial Commission and to authorize Mayor Behrel to write letter of commendation. Motion declared carried. Moved by Bolek, seconded by Olen, to concur with Mayor Behrel's appointment of Mr. G. Rex Wilson to Des Plaines Mass Transit District, term to expire January 4, 1979. Motion declared carried. Moved by Olen, seconded by Sarlo, to concur with Mayor Behrel's recommendation to reappoint Mrs. Anne Evans to the Human Relations Commission, term to expire December 31, 1977. Motion declared carried. Moved by Olen, seconded by Birchfield, to concur with Mayor Behrel's reappointment of Mr. Robert Burns for a one year term to expire December 31, 1975, to the Human Relations Commission. Motion declared carried. Moved by Chase, seconded by Hinde, to concur with Mayor Behrel's reappointment of Mr. David Wolf and Mr. A. W. Seegers to the Historical Landmark Commission, terms to expire January 1, 1978. Motion declared carried. Moved by Olen, seconded by Birchfield, to concur with Mayor Behrel's appointment of Mr. Michael Glass, 2475 W. Seminary, to the Des Plaines Human Relations Commission to fill a vacancy - term to expire December 31, 1976. Motion declared carried. Moved by Bolek, seconded by Meyer, to accept the resignation of Mr. Jerry Perkins from the Human Relations Commission and authorize Mayor Behrel to write letter of commendation for service. Moved by Sarlo, seconded by Swanson, to authorize the expenditures for Alderman Abrams and Environmental Officer Lindahl to attend the Board of Directors Meeting of N.O.I.S.E. to be held in Scotsdale, Arizona.
