MONDAY, December 16, 1974
CALL TO ORDER: The regular meeting of the City Council of the City of
Des Plaines was called to order by Mayor Herbert H. Behrel
at 8:02 P.M.
ROLL CALL: Roll Call indicated the following aldermen present:
Koplos, Szabo, Kehe, Olen, Bolek, Chase, Kisslinger,
Erbach, Swanson, Sarlo, Meyer, Seitz, Abrams, Ward,
Absent was Hinde and Birchfield.
Also present were: City Treasurer Mahon, City Comptroller Blietz, Police
Chief Hintz, Fire Chief Corey, Building Commissioner Baldaccini, City
Engineer Bowen, Assistant Engineer Perl, Commissioner of Public Works
Schwab, Assistant Commissioner of Public Works Schaeffer, Planner

the regular meeting held December 2, 1974, be approved
as published. Correction: Changing all roll call votes
to indicate Swanson absent - not Ward. Following correction,

Moved by Swanson, seconded by Erbach, to adopt the following
resolution: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DES PLAINES THAT THE FOLLOWING BILLS ARE DUE AND PAYABLE
AND THAT THE MAYOR AND CITY CLERK BE AND ARE HEREBY
AUTHORIZED TO MAKE PAYMENT FOR SAME: Total, $850,827.72.

Moved by Szabo, seconded by Koplos, to adopt the recommenda-
tion of Building Grounds and Parking Lots, to approve
the Change Orders for Des Plaines Civic Center, Municipal
Building, increasing the cost to Fredrick Quinn Construction
Company in the amount of $4,479.21 and to Wigdahl Electric
in the amount of $1,231.21. Upon roll call, the vote was:

tion of Health and Welfare and Finance and Insurance
Committees to adopt Resolution R-28-74, A RESOLUTION OF
THE CITY COUNCIL OF THE CITY OF DES PLAINES, ILLINOIS,
ESTABLISHING A COMMUNITY DEVELOPMENT TASK FORCE AND
PROVIDING FOR ITS COMPOSITION, PURPOSE AND DURATION.
Moved by Abrams, seconded by Koplos, to amend Resolution
R-28-74 to add two members to the Community Development
Task Force - one from Mt. Prospect Park District who is
a resident of Des Plaines and the other Mr. Harold Harvey,

Motion to adopt R-29-74 declared carried.
Moved by Olen, seconded by Ward, to adopt the recommendation
of Special Transportation Committee that the City of Des
Plaines not join Nortran at this time. Considerable
discussion followed and the Committee explained their draft
letter to Nortran to request that the present 11 bus routes
within the City of Des Plaines be increased to 12 routes
in accordance with map prepared encompassing a larger area.
Motion not to join-Nortran was declared lost.
Moved by Szabo, seconded by Swanson, that the City of
Des Plaines participate with Nortran and authorize City
Attorney to draft necessary ordinances or resolutions to
annex to North Suburban Mass Transit District - total dues
$17,417.00 plus the possibility of funding an additional
$13,024.00 in order to maintain bus service is RTA funding
is not immediately forthcoming. Upon roll call, the vote
was:

Letter from Plan Commission regarding Zoning Case 74 -46 -SU,

Alderman Kehe, reported to Council that - is unable to deliver nine new marked police cars within
the 45 day period which expired December 10th, due to
plant shut down and it has therefore been necessary for the
City to incur considerable maintenance costs on the cars
scheduled for trade-in. Referred to City Attorney was
review of contract for purchase of nine cars.
Referred to City Attorney was the drafting of necessary
repealing ordinance to eliminate one way alley between
Perry and Brown - Ordinance T-24-74, at request of Alderman
Szabo.
Referred to License and Inspection Committee was a study
of the possibility of amending ordinance to provide vehicle
stickers to persons receiving disability pensions.
Petitions submitted by Alderman Seitz signed by residents
requesting that immediate steps be taken regarding the
school children crossing Golf Road east of traffic circle
was referred to Traffic Commission and Streets and Traffic
Committee.
At the request of Alderman Bolek, City Clerk and City Attorney
instructed to prepare necessary amendment to the ordinance
to redistrict certain portions of the City lying south of
Oakton Street to create straight boundary lines.
Moved by Bolek, seconded by Swanson, to authorize Alderman
Ward and Alderman Abrams to speak in behalf of City Council
presenting arguments for the City before the Metropolitan
Sanitary District of Greater Chicago Public Hearing, Dec.
19th on the Environmental Assessment Statement for proposed
projects within the Upper DesPlaines Service Basin. Motion
declared carried. Said arguments were heard by City Council
at this time.

of the City Council adjourn. Motion declared carried.
