12/02/1974245 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF DES PLAINES, ILLINOIS, HELD IN THE COUNCIL CHAMBERS, CITY HALL, MONDAY, December 2, 1974 CALL TO ORDER: The regular meeting of the City Council of the City of Des Plaines was called to order by City Clerk Rohrbach at 8 P.M. • ROLL CALL: 1 Roll Call indicated the following alderman present: Szabo, Kehe, Olen, Bolek, Chase, Kisslinger, Hinde, Birchfield, Erbach, Sarlo, Meyer, Seitz, Abrams, Ward. Absent was Alderman Koplos and Alderman Swanson Also present were: City Comptroller Blietz, Police Chief Hintz, Fire Chief Corey, Building Commissioner Baldaccini, Assistant Engineer Perl, Commissioner of Public Works Schwab, Planner Richardson, Environmental Officer Lindahl, Deputy Fire Chief Wolf, Corporation Counsel DiLeonardi, and City Attorney Hug. PRAYER & PLEDGE CHAIRMAN PRO -TEM MINUTES: PARAMEDIC STATE CERTIFICATION CERTIFICATES YOUTH APPRECIATION ESSAYS BILLS PAYABLE 1 COMMUNITY DEVELOPMENT ACT OF 1974 The meeting opened with prayer by Rev. Lloys Wolters, pastor of First Christian Reformed Church, followed by the Pledge of Allegiance to the flag. In the absence of Mayor Herbert H. Behrel, City Clerk Rohrbach requested nominations for Chairman Pro -Tem. Alderman Bolek nominated Alderman Szabo. Then moved by Olen, seconded by Bolek to elect Alderman Szabo as Chairman Pro -Tem for this meeting. Motion declared carried. Moved by Kehe, seconded by Sarlo, to approve the Minutes of the regular meeting held November 18, 1974, as published. Motion declared carried. Dr. Stanley Zydlo of Northwest Community Hospital presented the following Des Plaines firefighters with State of Illinois Paramedic Certification Certificates: James Boko, Roland Rossi, Jeffrey Claus, Charles Harris and Arnold Torkelson. Alderman Sarlo presented the following with prizes for Youth Appreciation Essays entitled "Our City". John Lump, 5th place; Dora Costillo, 4th Place, Randi Morrison, 3rd place, Cindy Burgstrom, 2nd place and Nate Adams, 1st place. Moved by Hinde, seconded by Kehe, to adopt the following resolution: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DES PLAINES THAT THE FOLLOWING BILLS ARE DUE AND PAYABLE AND THAT THE MAYOR AND CITY CLERK BE AND ARE HEREBY AUTHORIZED TO MAKE PAYMENT FOR SAME: Total, $195,532.74. Upon roll call, the vote was: AYES: - 14 - Szabo, Kehe, Olen, Bolek, Chase, Kisslinger, Hinde, Birchfield, Erbach, Sarlo, Meyer, Seitz, Abrams, Ward. Moved by Hinde, seconded by Olen, to adopt the recommendation of Health and Welfare and Finance Committees to authorize the Mayor to direct the Zoning Administrator to take the preliminary steps to implement Phase I of the Community Development Act of 1974. City Council recessed from 8:41 to 8:48 to discuss the Weller Creek Stabilization contract. Kennedy Construction Company, in the amount of $133,557.22 (City of Des Plaines portion) and appropriate $68,000 from Revenue Sharing Funds in the 1975 budget for said project, subject to the approval of said contract by the Village of Mt. Prospect for their portion. Mayor Moved by Seitz, seconded by Sarlo, to adopt the recommendation of Fire and Civil Defense Committee to enter into a contract with Elk Grove Rural Fire Protection District for a period of one calendar year ending December 31, 1975, at a cost of $30,000 to provide fire protection services, City Attorney to draft necessary contract and resolution. Motion declared carried. Moved by Erbach, seconded by Bolek, to adopt the recommendation of Building Control and Inspection Committee to approve the sign request of Chicago Savings and Loan Association at 1065 Oakton Street and authorize Building Commissioner to issue necessary permit. Motion declared carried. Moved by Hinde, seconded by Erbach, to adopt the recommendation of Municipal Development Committee to concur with Zoning Board of Appeals in Case 74-38-A, property located at northwest corner of Des Plaines Avenue and Jefferson St., 269, 405, and 281 S. Des Plaines Avenue, 1400-1424-1440 Rand Road, and authorize City Attorney to draft necessary ordinance for further consideration by Council. Motion declared carried. Moved by Hinde, seconded by Birchfield, to adopt the recommendation of Municipal Development Committee to approve the Plat of Dedication for portion of Prairie Avenue between Lee Street and Center Street, approve Plat of Dedication of portion of Prairie Avenue between Center Street and Pearson Street and to approve Plat of Dedication for small portion of Center Street, and authorize execution thereof. Motion declared carried. Moved by Hinde, seconded by Meyer, to adopt the recommendation of Municipal Development Committee to annex dedicated Gregory Street at the City's northern boundary and to authorize drawing of necessary ordinance by City Attorney. Motion declared carried. Moved by Ward, seconded by Kehe, to adopt the recommendation of Streets and Traffic Committee that traffic on Henry yield to traffic on White and traffic on Campbell yield to traffic on White, City Attorney to draft necessary ordinance. Motion declared carried. Moved by Ward, seconded by Seitz, to adopt the recommendation of Streets and Traffic Committee to install a three way stop at Meadow Lane and a three way stop at Ironwood and Emerson, following approval of Maine Township Supervisor, City Attorney to draft necessary ordinance. Motion declared carried. Moved by Kehe , seconded by Erbach, to adopt Ordinance M-46-74, AN ORDINANCE AMENDING SECTIONS 1-8-1, 1-8-2, 1-8-3, 1-8-4, and 1-8-5 OF THE CITY CODE HAVING TO DO WITH THE COMPOSITION AND OBLIGATIONS OF THE LEGAL DEPARTMENT. Moved by Abrams, seconded by Kisslinger, to amend Section 1 (1-8-2) of the Ordinance, line three following the word "City", insert "with the City being his only client". Moved by Erbach, seconded by Birchfield, to waive First Reading and place on passage Ordinance Z-22-74, AN ORDINANCE GRANTING A VARIATION UNDER THE ZONING ORDINANCE OF THE CITY OF DES PLAINES, ILLINOIS, CASE NO. 74-44-V, property located at 566 W. Algonquin Rd. and 1267 Everett Avenue to install a 50 foot high antenna. Motion declared carried. Moved by Erbach, seconded by Chase, to adopt Ordinance Z-22-74. Alderman Seitz's request for push button traffic signals at SCHOOL CROSSING the school crossing for Chippewa Jr. High School and Cumberland School children was referred to Streets and Traffic Committee, Traffic Commission, and to Mayor Behrel to contact State Highway requesting permission to install traffic signal on Golf Road, east of traffic circle. ��N 12/2/74 250 Page Six OFFICE OF Alderman Erbach's request for study and report of possible MAYOR legislation to require that the Mayor designate a person to act in his behalf when he is absent from the City for a period of time, particularly in the event of emergencies, was referred to City Code and Judiciary Committee.
