11/18/1974239 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF DES PLAINES, ILLINOIS, HELD IN THE COUNCIL CHAMBERS, CITY HALL, MONDAY, November 18, 1974 CALL TO ORDER: The regular meeting of the City Council of the City of Des Plaines was called to order by Jr. Mayor Tor Johnson at 8 P.M. ROLL CALL: Roll Call taken by Jr. City Clerk Richard Detzner indicated the following aldermen present: Koplos, Kehe, Olen, Bolek, Chase, Kisslinger, Hinde, Birchfield, Erbach, Swanson, Sarlo, Meyer, Seitz, Abrams, Ward, Mayor Behrel. Absent was Alderman Szabo Also present were: City Treasurer Mahon, City Comptroller Blietz, Police Chief Hintz, Fire Chief Corey, Building Commissioner Baldaccini, City Engineer Bowen, Commissioner of Public Works Schwab, Planner Richardson, Environmental Officer Lindahl, Assistant Commissioner of Public Works Schaeffer, Deputy Fire Chief Wolf, Civil Defense Director Arthur, Health Director Branding, Sanitarian Martin, Deputy Clerk Trost, and City Attorney Hug. PRAYER & PLEDGE MINUTES: The meeting opened with prayer read by Jr. City Clerk Richard Detzner, followed by the Pledge of Allegiance to the flag. Moved by Kehe, seconded by Hinde, to approve the Minutes of the regular meeting held November 4, 1974, as published. Motion declared carried. BILLS Moved by Hinde, seconded by Swanson, to adopt the following PAYABLE resolution: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DES PLAINES THAT THE FOLLOWING BILLS ARE DUE AND PAYABLE AND THAT THE MAYOR AND CITY CLERK BE AND ARE HEREBY AUTHORIZED TO MAKE PAYMENT FOR SAME: Total $764,475.77. USE TAX Moved by Hinde, seconded by Sarlo, to adopt the recommendation of Finance and Insurance Committee to authorize City Attorney to draft necessary ordinance to impose a use tax on tangible personal property purchased at retail outside Illinois and titled or registered with an Illinois State agency. MOTION declared carried. BUDGET Jr. Alderman John Lump reported that the Finance and Insurance MEETINGS Committee has been holding budget hearings and has scheduled a meeting for November 20 at 10 a.m. to discuss requests for additional personnel. OPTIMIST Jr. Clerk Richard Detzner read the letter from the Optimist CLUB - Thank Club of Des Plaines thanking Mayor Behrel, Members of City You Council and Clerk Rohrbach for the cooperation in carrying out Youth Appreciation Week, 1974. ZONING CASE Moved by Swanson, seconded by Erbach, to adopt the recommenda- I 74-44-V tion of Municipal Development Committee that the City Attorney prepare the amendment to the Zoning Ordinance for further consideration by the Council, concuring with Zoning Board's recommendation in Case 74-44-V, Variation for 50 foot high antennas at 566 W. Algonquin Rd. and 1267 Everett Avenue. Motion declared carried. Alderman Swanson introduced Jr. Alderman Dora Castillo at this time. LOCUST ST. Parking Following the introduction of Jr. Alderman Robert Pawelko who assisted Alderman Ward, it was moved by Ward, seconded by Kehe, to adopt the recommendation of Streets and Traffic Committee to remove "No Parking" signs on Locust Street between Oakton and Riverview and authorize City Attorney to draft repealing ordinance. Motion declared carried. Moved by Ward, seconded by Olen, to adopt the recommendation of Streets and Traffic Committee that no change be made in existing regulations for parking on Oakton Streets, between the Soo Line Railroad and River Road. Motion declared carried. Moved by Ward, seconded by Kehe, to adopt the recommendation of Streets and Traffic Committee that traffic one way east bound on Henry stop for traffic on Cora, City attorney to draft ordinance. Motion declared carried. Moved by Ward, seconded by Seitz, to adopt the recommendation of Streets and Traffic Committee that traffic on Ardmore and traffic on Stratford yield' -for traffic on Princeton and authorize City At.torne'.' to draft ordinance. Motion declared carried. Moved by Ward, seconded by Meyer, to adopt the recommendation of Streets and Traffic Committee to install 4 -way stop signs at the intersection of Cornell & Drake, City Attorney to draft the ordinance. Motion declared carried. Moved by Ward, seconded by Kehe, to adopt the recommendation of Streets and Traffic Committee that no change be made for school crossing on Golf Road, east of the Traffic Circle and that children living south of Golf Road be requested to cross Golf Road at the designated crossing east of the traffic circle. Motion declared carried. Following introduction of Jr. Alderman Mary Plain, referred to Streets and Traffic Committee was the request for a 3 -way stop sign at Emerson and Meadow Lane. Moved by Erbach, seconded by Kisslinger, to adopt the recommendation of Building Control and Inspection Committee given by Jr. Alderman Susan Matkowic, that the Building Commissioner be and is hereby authorized to issue apermit for the sign for "The Tree Hut", 945 Elmhurst Road, with a maximum height of 20 feet, 142 sq. ft. per side maximum, 16 ft. maximum, and maximum height of decorative flowers, 3 feet. Motion declared carried. Prospect 83,884.04 TOTAL 217,441.26 ORDINANCE Moved by Koplos, seconded by Swanson, to adopt Ordinance Z-21-74 Z-21-74, AN ORDINANCE AMENDING ORDINANCE Z-14-73, CREATING Downtown A PLANNED UNIT DEVELOPMENT IN THE CENTRAL BUSINESS DISTRICT, PUD AS AMENDED, BY ALTERING THE TIME PERIODS SET OUT IN SECTION 2 THEREOF. Moved by Abrams, seconded by Olen, to amend Ordinance Z-21-74, Section 1 (c), by adding thereto: "Said financing to be obtained no later than March 1, 1975". Motion declared carried. YIELD Jr. Alderman David Beedy requested that traffic on Henriz yield White & Henry to traffic on White. Referred to Streets and Traffic Committee and Traffic Commission. PARAMEDIC Jr. Alderman Janet Oddi reported that the Fire Department PROGRAM expects to serve the public with the City's Paramedic Program very shortly. POLICE BLDG. Jr. Alderman Christie Sauerberg reported that the Building Grounds and Parking Lots Committee expects construction of the new Police Building to begin Monday, November 25, 1974. LICENSE & Jr. Alderman Tammy Buckingham requested that aldermen submit INSPECTION any comments or questions pertaining to Ordinance M-45-74, at the next meeting of the License and Inspection Committee SANITATION Jr. Alderman Philip Detzner stated that the Sanitation Committee has no report this evening. PRAIRIE AVE Jr. Alderman Mary Plain reported that the Prairie Avenue Sewer Improvement is completed except for clean-up and restoration. 1 CITY HALL BUILDING Jr. Alderman Sandra Grueter reported that the Library and Historical Society has received letters from the following urging that the City retain the old City Hall Building: Junior Women's Club, Democratic Women's Club, and several residents. BEAUTIFICATION Jr. Alderman Cheryl DeMichell reported that the following AND FORESTRY beautification projects have been completed: Tree planting on various streets, Flower boxes at Lee and Algonquin shopping center, Landscaping at the intersection of Lee and Miner and the northwest corner of Graceland and Miner, and 12 Welcome to Des Plaines signs at various locations. Further that the Committee has sent letters of commendation to various firms for their efforts expended to landscape �[/ their properties. 11/18/74 Page Four 242 ENVIRONMENTAL Jr. Alderman,,Randi Morrison reported that the Environmental Commission would meet November 20, 1974, at 8 P.M. COMMUNITY Alderman Olen reported that letters have been received from DEVELOPMENT three churches urging that the City of Des Plaines participate ACT in the Community Development Act, and that the Committee will report following receipt of the recommendation of Des Plaines Housing Commission SPECIAL Alderman Olen submitted a status report of the Special TRANSPORTATION Transportation Committee for review. Alderman Ward reviewed COMMITTEE the status of Des Plaines Intra City Transportation using United Motor Coach buses. JR. CITY The following Jr. City Officials were introduced at this OFFICIALS time: Deputy Clerk Eric Moberg, Police Chief Heidi Strassburge] Building Commissioner John LaPlant, Fire Chief Daniel Pocius, City Treasurer Nate Adams. ECONOMIC Jr. Comptroller Robin Downing, sees the economic activity FORECAST is definitely weaker at the present time and expects that Gross National Product adjusted for inflation will be lower in 1975. She expects that unemployment will run about 61/2% and that the Federal Reserve will follow an easier money policy fighting the recession. As a result of anti recession activities she predicts a federal deficit of 20 billion dollars in 1975. In response to City Comptroller's question, "Do you expect the recession to lower the rate of inflation currently running over 10%?", Robin reported with the large federal deficit and easier money policy she predicts the rate of inflation will continue high and run about 9.8% for 197 Jr. City Comptroller Robin Downing thinks that Treasury Bill rates will go down to about 6% and C/D's about 72%, a reduction of about 20% from the average rates of 1974. City Comptroller Blietz invited Jr. Comptroller Downing to attend the November, 1975 Council meeting and compare her predictions with the actual facts for 1975. PUBLIC WORKS Jr. Commissioner of Public Works Beth Forkins made the following progress report of the various departments of the Public Works Division: Street Department: Our Leaf Program is in its final stage -- to date we picked up over 7,000 cubic yards of leaves. Also, w have a new chemical that is going to be spread on the leaves which will hasten the decomposigij process of the leaves. By using this chemical we will be able to return the leaves back to the residents, in compost form, by May or June of 1975. All trucks are being prepared for the winter operations... we had a small sample of winter, and used approximately 11 tons of salt. We also completed our Survey of Streets to be repaired in 1975, under the MFT Program. Forestry Department: Mr. Hendricksen, our tree trimmer, has finished trimming in the 5th Ward. The Fall Tree Planting Program has been completed...approximately 400 trees were planted. Also the Forestry Department is in the process of removing stumps. We have two Beautification Programs which remain to be completed, one at the section near the Northwestern Railroad tracks and the other at the Golf/Wolf/State Road Circle. We have eight more City of Destiny signs to be installed... these will be installed as time permits. Water & Sewer Department: The final MSD Downspout Inspections have been completed. STREET LIGHTS Jr. Commissioner of Public Works Forkins reported that the survey on the street lights (middle of the block) has been completed and we have come up with a total of 339 street lights (7800 Lumens type) and the cost would be $5.00 per month, per light, or a total of $1,695 per month. Survey was referred to Streets and Traffic Committee SANITARIAN Sanitarian Martin introduced Jr. Sanitarian Julie Claus. JR. He said that he does not know as much about his local government at home as he does about the City of Des Plaines. He thanked the Optimist Club of Des Plaines for arranging the program and the Mayor and City Officials for their contributions and wished them luck with next year's program. Placed on First Reading was Ordinance M-44-74, AN ORDINANCE VACATING A PORTION OF CHICAGO AVENUE, NORTH OF RIVER STREET AND EAST OF RIVER ROAD (DES PLAINES AVENUE) Placed on First Reading was Ordinance M-45-74 AN ORDINANCE AMENDING ARTICLE V OF THE DES PLAINES CITY CODE HAVING TO DO WITH BUSINESS REGULATIONS BY ADDING THERETO A NEW CHAPTER REGULATING AND ESTABLISHING FEES FOR BUSINESS REGULATION CERTIFICATES. Placed on First Reading was Ordinance M-46-74, AN ORDINANCE AMENDING SECTIONS 1-8-1, 1-8-2, 1-8-3, 1-8-4, and 1-8-5 OF THE CITY CODE HAVING TO DO WITH THE COMPOSITION AND OBLIGATIONS OF THE LEGAL DEPARTMENT. Letter from Mr. Patrick Esposito, 460 N. Fourth Avenue recommending restricted parking on Fourth Avenue, north of Rand Road was referred to the Traffic Commission and Streets and Traffic Committee. Moved by Sarlo, seconded by Kehe, to adopt A RESOLUTION INDICATING THE INTENT TO PARTICIPATE WITH OTHER LOCAL GOVERNMENTS IN THE NORTHEASTERN ILLINOIS AREA IN A JOINT PLANNING PROCESS TO DEVELOP AND IMPLEMENT A PLAN RESULTING IN A COORDINATED WASTE TREATMENT MANAGEMENT SYSTEM FOR THE AREA. Motion declared carried. Moved by Bolek, seconded by Erbach, to authorize and direct Corporation Counsel to defend the City in the appeal of Circuit Court decision in the Church of the Three Crosses VS City of Des Plaines suit. The recommendation of Des Plaines Bicentennial Commission that a board be formed to represent the Historical Society, Des Plaines Park District, the City of Des Plaines, and a consensus of Community Organizations fot the administration of the Old City Hall for the citizens and the community for the future be formed was referred to the Library and Historical Society Committee. Petition signed by residents of Woodland Avenue requesting that Ordinance T-28-74 which prohibits parking on either side of Woodland Avenue between River Rd. and Grove be repealed was referred to Streets and Traffic Committee, Traffic Commission and City Engineer for examination and possible solution to the problem. Moved by Birchfield, seconded by Hinde, to concur with Mayor Behrel's appointment of Mr. Douglas K. Larsen, 1001 W. Cypress Drive, Arlington Heights, Illinois, to the Environmental Commission to fill the vacancy of Mr. Tabatt, term to expire March 31, 1976.. Motion declared carried. CHICAGO & The letter from Chicago and Northwestern Railway Co. requesting NORTHWESTERN the City to join in defense of certain actions by Cook County RR Suit relating to noise was referred to City Attorney and City Code and Judiciary Committee. Mayor Behrel was requested by Council to direct a letter to President George Dunne of the Cook County Board of Commissioners to request cooperation between Cook County and City of Des Plaines relating to City's Noise Ordinance.
