10/21/1974L 228 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF DES PLAINES, ILLINOIS, HELD IN THE COUNCIL CHAMBERS, CITY HALL, MONDAY, October 21, 1974 CALL TO ORDER: The regular meeting of the City Council of the City of Des Plaines was called to order by Mayor Herbert H. Behrel at 8 P.M. IIROLL CALL: Roll Call indicated the following aldermen present: Koplos, Kehe, Olen, Bolek, Chase, Kisslinger, Birchfield, Erbach, Swanson, Sarlo, Meyer, Seitz, Abrams, Ward. Absent were Aldermen Szabo and Hinde. Alco® present were: City Treasurer Mahon, City Comptroller Blietz, Police Chief Hintz, Fire Chief Corey, Building Commissioner Baldaccini, City Engineer Bowen, Commissioner of Public Works Schwab, Planner Richardson, Environmental Officer Lindahl, Deputy Clerk Trost, Assistant Engineer Perl, Deputy Fire Chief Wolf, Corporation Counsel DiLeonardi and Charles Hug, Attorney. Mr. Irv. Geisler, Youth Coordinator for the 1974 Summer Program, submitted a report of the Des Plaines Summer Youth Activities, stating the total cost to the City to be approximately $3,400. Moved by Swanson, seconded by Sarlo to adopt the following resolution: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DES PLAINES THAT THE FOLLOWING BILLS ARE DUE AND PAYABLE AND THE MAYOR AND CITY CLERK BE AND ARE HEREBY AUTHORIZED TO MAKE PAYMENT FOR SAME: Total, $607,636.97. Motion to authorize certain change orders in connection with construction of the Municipal Building, totalling $41,050.78, deferred at meeting held October 7, 1974, was brought to the floor. GOVERNMENT Moved by Abrams, seconded by Koplos, to adopt the recommenda- Office of tion of Chairman of the City Code and Judiciary Committee City Clerk that the Council sometime after the next election adjust the pay of the City Clerk to be - part time level in order of approximately $3000 so that the person elected for such office in 1977 will be elected for a part time position. Report of Alderman Kehe was requested by Council, as follows: That the position of Clerk remain full time elected. Report of Alderman Chase was requested by Council, as follows: That the Clerk should be appointed by the Mayor with consent of City Council, and full time. Moved by Ward, seconded by Olen, to substitute the report of Alderman Chase, therefore amending the motion, that the Clerk be full time appointed. Alderman Koplos took the chair to allow Mayor Behrel to debate the question. Following discussion, the motion that the position of City Clerk be appointed by the Mayor with consent of City Council and the matter be placed on the ballot for referendum at the election in 1975 was declared lost. Vote on the motion that the City Clerk be part time following election 1977 was declared lost. Moved by Kehe, seconded by Birchfield to retain the position of City Clerk as a full time elected office. Moved by Abrams, seconded by Koplos, to amend the motion that the question of whether or not the City Clerk should be full time or part time and whether the City Clerk should be appointed or elected be submitted to the voters at the next election. Motion to amend declared lost. Mayor Behrel presented Alderman Chase with the Distinguished Service Award for his work in connection with United Nations Day in Des Plaines. The revised resolution proposed by the Northwest Municipal Conference re housing was referred to Health and Welfare Committee. SR. CITIZENS Mayor Behrel announced that it is necessary for the City HOUSING BLDG. Council to recommend to the Housing Authority of the County Naming of Cook a name for the Senior Citizens Housing building in Des Plaines, and would welcome suggestions. CITY OF DES PLAINES Plane 3 -WAY STOP Prospect & White ADJOURNMENT: Mayor Behrel announced that a plane has been named for the City of Des Plaines by the United States Navy, in honor of Mr. Russel Currer's graduation from a 21 month training course - Mr. Currer, Lt. Jr. Grade, being a resident of the City of Des Plaines - and further that the plane will land at Pauwaukee Airport tomorrow for ceremonies in connection therewith. Alderman Swanson's request for three way stop signs at the intersection of Prospect Avenue and White Street was referred to the Traffic Commission and Streets and Traffic Committee. Alderman Swanson submitted petitions signed by residents in the area.
