CALL TO ORDER: The regular meeting of the City Council of the City of

Des Plaines was called to order by Mayor Herbert H.
Behrel at 8:05 P.M.
Roll Call indicated the following aldermen present:
Koplos, Szabo, Kehe, Olen, Bolek, Chase, Kisslinger,
Hinde, Birchfield, Erbach, Swanson, Sarlo, Meyer, Seitz,
Abrams, Ward. Absent was Alderman Szabo who arrived
during Presentation by Des Plaines Park District Board
of Commissioners.
Also present were: City Treasurer Mahon, City Comptroller Blietz, Police
Chief Hintz, Fire Chief Corey, Building Commissioner Baldaccini, City
Engineer Bowen, Commissioner of Public Works Schwab, Planner Richardson,
Environmental Officer Lindahl, Deputy Clerk Trost, and Charles Hug.

The meeting opened with prayer by Rev. A. Fedder, pastor
of Immanuel Lutheran Church, followed by the Pledge of
Allegiance to the flag.
Mr. Ed Keane, Board Commissioner of Des Plaines Park
District addressed the City Council conveying the needs
of Des Plaines Park District, stating that to replace
the present facility on Pearson Street would require
$300,000 to $400,000 with no enlargement, and believes
the City should compensate the Des Plaines Park District
at least $300,000 for the present Pearson Street property
owned by said Park District. Upon invitation, the City
Council will meet with the Commissioners of Des Plaines
Park District at 8 P.M., October 15th, to discuss the
acquisition of the Pearson Street property.
Mr. Joseph DiJohn, Executive Director of NORTRAN, discussed
with City Council the City's joining NORTRAN, North
Suburban Mass Transit District, in accordance with
proposal dated August 21, 1974.
SPECIAL Mayor Behrel appointed the following to the Special
TRANSPORTATION Transportation Committee: Alderman Olen, Chairman,
COMMITTEE Alderman Ward and Alderman Seitz.

the sale of $1,300,000 Municipal Building Bonds for the

Placed on First Reading was Ordinance M-41-74, AN ORDINANCE
AUTHORIZING AND PROVIDING FOR THE ISSUE OF %525,000
Pledged Available Surplus Water Revenue Bonds, Series
of 1974, of the City of Des Plaines, Cook County, Illinois,
for the Purpose of Defraying Part of the Cost of Improving
and Extending the Waterworks System of Said City, Prescribing
all the Details of said Bonds, and Providing for the
Collection Segregation and Distribution of the Revenues
of the Waterworks System of said City.
Movdd by Szabo, seconded by Koplos, to adopt the recommenda-
tion of Buildings Grounds and Parking Lots Committee to
authorize Benjamin and Lang to prepare the necessary
documents for the sale of $1,300,000 bonds for necessary
funding in connection with the construction of Des Plaines
Civic Center - Police Building. Motion declared carried.
Moved by Szabo, seconded by Meyer, to approve the Official
Statement relating to the sale on October 21, 1974, of
$1,300,000 City of Des Plaines, Illinois Municipal Building
Bonds, and to authorize and direct Benjamin & Lang to
advertise the sale of bonds in the Wall Street Journal
and The Weekly Bond Buyer, and mail copies of said Official
Statement to prospective bidders. Upon roll call, the

AUTHORIZED TO MAKE PAYMENT FOR SAME. Total, $480,067.04.

Alderman Hinde, Chairman of Finance and Insurance Committee,
reported that due to storm damages some months ago to the
new Municipal Building, amounting to approximately $17,000
the City's Builder's Risk insurance covered the amount
completely, said insurance purchased upon the advice of
Des Plaines Brokers Insurance Association.
Moved by Abrams, seconded by Kehe, to adopt the majority
report of City Code and Judiciary to sometime after the
next election adjust the pay of the City Treasurer to
approximately $3,000 per year, to serve as an elected
part time Treasurer. Alderman Chase gave a minority
report wherein he recommended that the Office of City
Treasurer be abolished and duties presently being performed
in the Office of Treasurer be assumed by the Comptroller's
Office. Considerable discussed followed. Upon roll call

of Algonquin Road Bridge over Des Plaines River, as per
their proposal, in an amount not to exceed $1,950.00.

for Bulk Gasoline to Standard Oil Division of Amoco,
in the amount of 32.34 per gallon for unleaded gasoline
and in the amount of 30.79 for regular gasoline.

ft. basis, and licensing all food, service, retail and
wholesale, and industrial businesses under Home Rule,
upon finding that the costs of inspections by Department
are as follows: Police, $22,100; Fire, $125,500; Building,
$12,200; Health $26,600; Finance, $8,000; and Planning and
Zoning, $500., for a total of $194,900. Total income from

Alderman Chase reported that the Historical Society has
withdrawn their request for a clerk typist to be supplied
by the City.
Request for No Parking - 7 a.m. to 9 a.m. on the south
side of Oakton Street, Monday thru Friday between the
Soo Line Railroad and River Road was referred to Traffic
Commission and Streets and Traffic Committee.
Alderman Ward announced that the Engineer's Office and
Office of Commissioner of Public Works is developing a
five year program for resurfacing of streets, with curbs
and gutters and needs the Aldermen in each ward to
communicate with these office regarding needs of the ward.

The Des Plaines Historical Society proposal to use City
Hall Building as a Museum Site was referred to the Historical
Society and Public Buildings and Grounds Committee.

Alderman Meyer's request for certain traffic controls
at the intersection of Northwest Highway, Seegers Road
and Broadway, particularly for traffic going from Seegers
Road onto Northwest Highway was referred to the Traffic

Alderman Seitz's request for 4 -way stop signs at Cornell
and Drake Lane was referred to Traffic Commission and Streets
and Traffic Committee.
Alderman Seitz's request for possible stop or yield signs
at the intersection of Ardmore and Princeton and at the
intersection of Stratford and Princeton was referred to

suggestions for improving the school crossing of children

O'Hare Airport supporting Attorney General Scott and the People of the
