09/03/1974210 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF DES PLAINES, ILLINOIS, HELD IN THE COUNCIL CHAMBERS, CITY HALL, TUESDAY, SEPTEMBER 3, 1974 CALL TO ORDER: The regular meeting of the City Council of the City of Des Plaines was called to order by Mayor Herbert H. Behrel at 8:05 P.M. ROLL CALL: Roll call indicated the following aldermen present: Koplos, Kehe, Olen, Bolek, Chase, Kisslinger, Hinde, Birchfield, Erbach, Swanson, Sarlo, Meyer, Seitz, Abrams, Ward. Mark Bergman, PLEDGE pastor of Trinity Lutheran Church, followed by the Pledge of Allegiance to the Flag. MINUTES: Moved by Hinde, seconded by Kehe, to approve the Minutes of the regular meeting held August 19, 1974, as published. Correction: Page five, Paragraph five, line one following Szabo, add the following: "that the City Council adopt a Declaration of Policy". Following correction, Motion declared carried. BILLS Moved by Hinde, seconded by Sarlo, to adopt the following PAYABLE" resolution: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DES PLAINES THAT THE FOLLOWING BILLS ARE DUE AND PAYABLE AND THAT THE MAYOR AND CITY CLERK BE AND ARE HEREBY AUTHORIZED TO MAKE PAYMENT FOR SAME: Total, $347,527.16. ZONING CASE 74-35-V 1795 Oakton Moved by Swanson, seconded by Olen, to adopt the recommenda- tion of Municipal Development Committee to concur with Zoning Board's recommendation to grant variation in Case 74-35-V, 1795 Oakton Street, and to authorize City Attorney to draft ordinance for further consideration by City Council. Motion declared carried, ZONING CASE Moved by Swanson, seconded by Erbach, to adopt the recommenda- 74-34-SU tion of Municipal Development Committee in concur with 2000 Mannheim Zoning Board and Plan Commission in Case 74 -34 -SU, 2000 Mannheim Road and to authorize City Attorney to draft ordinance for further consideration by City Council, including provision for landscaping as recommended by Plan Commission. APPRECIATION VOLUNTEER FIREMEN LICENSE FEES 9/3/74 211 Page two Moved by Koplos, seconded by Meyer, to adopt the recommenda- tion of Water and Sewer Committee that the City Clerk be authorized to advertise for bids on September 16, 1974, for the Water Transmission Mains, as per plans and specifi- cations prepared by Carl Buettner and Associates, for the project known as Des Plaines Water System Improvements - Bids to be returned October 10, 1974 at 3 P.M. Motion declared carried. Moved by Koplos, seconded by Abrams, to adopt the recommenda- tion of Water and Sewer Committee that the City Clerk be authorized to advertise for bids on September 16, 1974 for the installation of one complete pumping unit for the Maple Street Pumping Station, as per plans and specifi- cations prepared by Carl Buettner and Associates, for the project known as Des Plaines Water System Improvements - Bids to be returned October 10, 1974, at 3 P.M. Motion declared carried. Moved by Hinde, seconded by Kisslinger, to adopt the recom- mendation of Finance and Insurance Committee to adopt MFT Resolution appropriating $19,000 MFT Funds to the Des Plaines Mass Transit District for payment to United Motor Coach Co. Mr. John Hanck of United Motor Coach Co. addressed the City Council, answering questions re financial status of United Motor Coach Co. Council recessed for an Executive Session from 9:15 P.M. to 9:20 P.M., Upon roll call, the vote was: AYES: - 13 - Koplos, Kehe, Olen, Bolek, Chase, Kisslinger, Hinde, Birchfield, Swanson, Sarlo, Meyer, Seitz, Mayor NAYS: 3 - Erbach, Abrams, Ward ABSENT: 1 - Szabo Motion declared carried. Moved by Koplos, seconded by Hinde, to adopt the recom- mendation of Public Building, Grounds and Parking Lots Committee to authorize Holmes and Fox to complete final plans for a portion .of the third floor of the City Hall Building to house the Fire Prevention Bureau and secure estimates of cost for construction of same. Upon roll call, the vote was: AYES: - 16 - Koplos, Kehe, Olen, Bolek, Chase, Kisslinger, Hinde, Birchfield, Erbach, Swanson, Sarlo, Meyer, Seitz, Abrams, Ward, Mayor NAYS: 0 - None ABSENT: 1 - Szabo Motion declared carried. Moved by Seitz, seconded by Sarlo, to adopt the recommenda- tion of Fire and Civil Defense Committee that the City Clerk be authorized to advertise for bids returnable at 3 P.M., October 4, 1974, for installation of a Civil Defense Warning Siren to be located near Wolf and Touhy, specifications to be drawn by Director of Civil Defense. Motion declared carried. Moved by Seitz, seconded by Sarlo, to adopt the recommenda- tion of Fire and Civil Defense Committee that the eight remaining volunteer firemen be retired as of October 9, 1974. Motion declared carried, Moved by Seitz, seconded by Hinde, to authorize Mayor Behrel to take appropriate action to secure Plaques of Appreciation or other suitable recognition for years of service by the Volunteer Firemen. Moved by Bolek, seconded by Olen, to adopt majority LUM'S recommendation of License and Inspection Committee to Elmhurst Rd. grant change of liquor license to Class E to Lum's, Elmhurst Road and authorize City Attorney to draft necessary ordinance increasing Class E licenses by one and decreasing Class H by one. Alderman Koplos gave a minority report opposing said change in liquor license classification for Lum's. STOP SIGNS Moved by Ward, seconded by Koplos, to adopt the recommenda- RITA & GOOD tion of Streets and Traffic Committee to approve three way stop signs at the intersection of Rita Road and Good Avenue - City attorney to draft ordinance. Motion declared carried. PARKING LOCUST Moved by Ward, seconded by Olen, to adopt the recommendation of Streets and Traffic Committee that (1) No Parking be allowed on Locust Street from Oakton Street to the alley south of Oakton Street and (2) that Alternate Parking be allowed from the alley south of Oakton Street to Riverview Avenue on Locust Street - City Attorney to draft ordinance and further that the parking not be changed on Bennett or Riverview. Motion declared carried. PARKING Alderman Koplos's request for alternate parking on River RIVER ST. Street, from River Road east to the end was referred to Streets and Traffic Committee PARKING FOREST AVE. Alderman Bolek's request for alternate parking, except in front of the school on Forest Avenue from Wolf Road to Lee Street was referred to Streets and Traffic Committee. PARKING Streets and Traffic Committee's request for restrictive THACKER ST. parking on Thacker Street from Mt. Prospect Road to Lee Street, was referred to Engineering Department and Police Department for traffic survey and to Mayor Behrel to contact Cook County Highway Department to seek approval for certain changes in parking. Plat of Vacation of a portion of Chicago Avenue and letter of recommendation from Plan Commission was referred to the Municipal Development Committee. Plat of Opfer's Resubdivision located on Sprucewood Avenue was referred to the Plan Commission Proposal for Insurance for Employees received from New York Life Insurance Company was referred to Finance and Insurance Committee. Letter from Zoning Administrator Richardson with suggested text amendments to the Zoning Ordinance was referred to the Municipal Development Committee. Letters from C. J. Lauer Agency, Inc. re City of Des Plaines Safety Program and City of Des Plaines Excess Liability were referred to the Finance and Insurance Committee.
