08/19/1974204 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF DES PLAINES, ILLINOIS, HELD IN THE COUNCIL CHAMBERS, CITY HALL, MONDAY, August 19, 1974 CALL TO ORDER: The regular meeting of the City Council of the City of Des Plaines was called to order by Mayor Herbert H. Behrel at 8:05 P.M. ROLL CALL: Roll call indicated the following aldermen present: Szabo, Kehe, Olen, Bolek, Hinde, Birchfield, Erbach, Swanson, Sarlo, Meyer, Seitz, Abrams, Ward. Absent were Aldermen Koplos, Chase, Kisslinger Also present were: City Treasurer Mahon, Assistant Comptroller Raycraft, Police Chief Hintz, Fire Chief Corey, Building Commissioner Baldaccini, City Engineer Bowen, Planner Richardson, Assistant Commissioner of Public Works Schaeffer, Environmental Officer Lindahl, and Corporation Counsel DiLeonardi PRAYER & The meeting opened with prayer by Rev. Ernest Grant, PLEDGE pastor of First Congregational Church, followed by the Pledge of Allegiance to the flag. MINUTES: Moved by Kehe, seconded by Meyer, to approve the Minutes of the regular meeting held August 5, 1974, as published. Correction: Page Four, paragraph Six, line three, add Telemahos Psyhogios and Costas Sizopoulos as owners of proposed restaurant at 2300 S. Mannheim Road. Following correction, motion declared carried. BILLS Moved by Hinde, seconded by Sarlo, to adopt the following PAYABLE: resolution: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DES PLAINES THAT THE FOLLOWING BILLS ARE DUE AND PAYABLE AND THAT THE MAYOR AND CITY CLERK BE AND ARE HEREBY AUTHORIZED TO MAKE PAYMENT FOR SAME: Total, $440,350.64. Moved by Kehe, seconded by Hinde, to adopt the recommenda- Patrol Cars tion of Police and Finance Committee to authorize the payment of $450.00 to Des Plaines Chrysler -Plymouth, representing adjustment for poor condition of the trade in of six patrol cars. Moved by Koplos, seconded by Abrams, to adopt the recommendation of Water and Sewer Committee to accept the contribution of School District 26 in the amount of $12,850.00 and to authorize the City Engineer to add the proposed ten inch watermain along River north to Gregory Street to the project known as the Des Plaines Water System Improvements now being prepared by Carl Buettner & Assoc. Moved by Szabo, seconded by Koplos, to adopt the recommenda- tion of Building Grounds and Parking Lots Committee to enter into contract with Central Telephone Company of Illinois for rental of equipment for the new Police Building at a monthly charge of $422.20. Motion to adopt the recommendation of Streets and Traffic Committee re policy to assume public benefit for the installation of sidewalks, deferred at meeting of August 5, 1974, was brought to the floor. Motion declared carried and Corporation Counsel authorized to draft necessary ordinance or resolution. Moved by Ward, seconded by Seitz,to adopt the recommendation of Streets and Traffic Committee to reject all bids received for Bulk Gasoline and to authorize City Clerk to readvertise for bids, specifications to include request for quotation for lead-free gasoline, returnable date to be set by City Clerk. Moved by Ward, seconded by Kehe, to adopt the recommendation of Streets and Traffic Committee to authorize Del Ricco Brothers Construction Co. to adjust 17 additional catch basins at bidded unit price, totaling $1,326.00 in connection with the 1974 Maintenance Program MFT. Motion declared carried. Alderman Swanson voted no. Environmental Officer Lindahl reported that 67 tons of paper has been collected from May 1st to date at the Recycling Center for which the City can expect a reimburse- ment of $405.00, which is approximately the cost of manning the center during that period and further that the contract with Cleveland Corporation will be discussed in the near future.
