COMMONWEALTH EDISON COMPANY
August 5, 1974 - 7:30 P.M.
The public hearing before the City Council of the City of Des
Plaines on a proposed written Pre -annexation Agreement between the
City of Des Plaines and Commonwealth Edison Company commenced at
7:30 P.M. Present were: Mayor Herbert H. Behrel, Aldermen Kehe, Olen,
Bolek, Chase, Hinde, Erbach, Swanson, Seitz, Abrams, and Ward.
Attorney for Commonwealth Edison Company, Mr. Geoffrey A. Anderson,
detailed the proposed Annexation Agreement. There being no questions
from the Corporate Authorities and no comments from the public, the
hearing closed at 7:42 P.M.

CALL TO ORDER: The regular meeting of the City Council of the City of
Des Plaines was called to order by Mayor Herbert H. Behrel
at 8:00 P.M.

Roll call indicated the following aldermen present:

Also present were: Assistant Comptroller Raycraft, Police Chief Hintz,

The meeting opened with prayer by Rev. James Jackson,
pastor of Christ Church, followed by the Pledge of Allegiance
to the flag.
Moved by Kehe, seconded by Erbach, to approve the Minutes
of the regular meeting held August 5, 1974, as published.
Correction - Page Three, last paragraph, striking "Health
and Welfare Committee" and inserting "Building Control
and Inspection Committee". Following correction, motion
to approve declared carried.
Moved by Hinde, seconded by Swanson, to adopt the following
resolution: BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF DES PLAINES THAT THE FOLLOWING BILLS ARE DUE AND
PAYABLE AND THAT THE MAYOR AND CITY CLERK BE AND ARE

for installation of sidewalks on double frontage lots
where the property owner has installed the sidewalks at
the front property line; the City assumes 100% Public
Benefit for sidewalks classified as crosswalks at the
intersections; and the City assume 30% Public Benefit
for sideyard or front yard sidewalks where the City deems
their installation to be of benefit to the Public.

In reply to Alderman Koplos, City Engineer Bowen stated
that the Slurry seal program would begin following curb
and gutter repair and replacement and patching and would
take about three or four days to complete.
In reply to Alderman Kisslinger, Building Commissioner
Baldaccini stated that a meeting is schedule with the
developer Mr. Jack Schuepfer re complaints in the Kingsberry
Development. In reply to Alderman Kisslinger, the Mayor
stated that the railroads have been requested by Mr. Schwab
to repair crossings and that the State Highway Department
has requested the railroad to remove the Spur Line tracks
now abandoned on Rand Road. Referred to the Corporation
Counsel and City Planner was Alderman Szabo's request for
investigation of use of Rio Rand Hotel for apartments in
a Commercial District. Alderman Meyer requested that
Mayor request a reduced speed limit on Central Road between
River Road and Wolf Road. Alderman Seitz reported that
a meeting has been held with Elk Grove Fire Protection
District re increased tax levy. Referred to the Streets
and Traffic Committee was letter from River Rand Home
Owners re Parking on Woodlawn Avenue. Referred to Mayor
Behrel was Alderman Koplos's request to eliminate dog litter
at Menominee Park.

and City Clerk to execute Annexation Agreement between
the City of Des Plaines and Commonwealth Edison Company
relating to property located at the southside of Rand Road.

Alderman Szabo's request for study of Elmhurst having
used Bond Referendum method of financing for an overpass
was referred to Mayor Behrel for study and report.
Alderman Koplos's request to make the alley between
Brown Street and Perry Avenue one way going east between
Western Avenue and Graceland was referred to the Streets
and Traffic Committee.
Moved by Bolek, seconded by Hinde, to adopt Resolution
R-19-74, expressing the City Council's condolences to
the family of Mr. James Paroubek who was accidentally
killed in an automobile accident and honoring him for
his invaluable service to the City of Des Plaines in
connection with the city's redevelopment. Motion declared
carried.
