Behrel Roll Call indicated the following aldermen present: Koplos, Kehe, Olen, Bolek, Chase, Kisslinger, Erbach, Swanson, Sarlo, Meyer, Seitz, Abrams, Ward. Absent were Szabo, Hinde, Birchfield. Also present were: City Treasurer Mahon, City Comptroller Blietz, Police Chief Hintz, Fire Chief Corey, Building Commissioner Baldaccini, City Engineer Bowen, Assistant Commissioner of Public Works Schaeffer, Planner Richardson, Environmental Officer Lindahl, Forestor Komos, and Corporation Counsel DiLeonardi. PRAYER & PLEDGE MINUTES: BICYCLE PATH LAKE OPEKA BILLS PAYABLE FIRE DEPT. AUTOMOBILE WATER Edmor Leasing & Enterprises, Inc. WATER SYSTEM IMPROVEMENTS The meeting opened with prayer by Rev. Lloyd Wolter, pastor of First Christian Reformed Church followed by the Pledge of Allegiance to the flag. Moved by Kehe, seconded by Seitz, to approve the Minutes of the regular meeting held June 17, 1974, as published. Motion declared carried. Moved by Swanson, seconded by Erbach, to adopt the recommenda- tion of Finance and Insurance Committee to advertise for bids returnable July 25, 1974, for Lake Opeka Service Drive Improvement - 1974 (Bicycle Path), costs to be shared by City and Park District, City Engineer to draw specifications. Motion declared carried. Moved by Swanson, seconded by Seitz, to adopt the following resolution: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DES PLAINES THAT THE FOLLOWING BILLS ARE DUE AND PAYABLE AND THAT THE MAYOR AND CITY CLERK BE AND ARE HEREBY AUTHORIZED TO MAKE PAYMENT FOR SAME. Total, $117,926.11. Upon roll call, the vote was: AYES: - 14 - Koplos, Kehe, Olen, Bolek, Chase, Kisslinger, Erbach, Swanson, Sarlo, Meyer, Seitz, Abrams, Ward, Mayor NAYS: 0 - None ABSENT: 3 - Szabo, Hinde, Birchfield Motion declared carried. Moved by Seitz, seconded by Sarlo, to adopt the recommenda- tion of Fire and Finance Committees to award the bid for new automobile for the Fire Department to the low bidder, Van Goethem Lincoln Mercury, Inc., in the amount of $3,789.86. Moved by Koplos, seconded by Erbach, to adopt the recommenda- tion of Water and Sewer Committee to deny request of Edmor Leasing & Enterprises to tap on Watermain prior to annexation of property located at 225 W. Higgins Road. At time of annexation and water tap on, property is subject to all applicable conditions of Water Recapture Agreement between City and Rock Road Construction Co. and Al Martin Curtis. Motion declared carried. Moved by Koplos, seconded by Kisslinger, to adopt the recom- mendation of Water and Sewer Committee to advertise for bids returnable July 19, 1974, at 3 P.M. for Water System Improvements - Reservoir and Pumping Station per specifi- cations prepared by Carl Buettner & Associates. Moved by Swanson, seconded by Meyer, to adopt the recommenda- tion of Municipal Development Committee to approve Plat of First Addition to Jeannette Avenue Resub division and and to authorize execution thereof. Motion declared carried. Moved by Swanson, seconded by Kehe, to adopt the recommenda- tion of Municipal Development Committee to concur with recommendation of Zoning Board of Appeals in case 74-26-R, and to authorize City Attorney to draft amendment to Zoning Ordinance for further consideration by Council. Motion declared carried. Moved by Swanson, seconded by Erbach, to adopt the recommenda- tion of Municipal Development Committee to concur with Zoning Board of Appeals in Case 74-28-R, property located at Rand & Seegers owned by Commonwealth Edison Company, and to authorize City Attorney to prepare necessary Zoning and Annexation Ordinances for further consideration by City Council. Motion declared carried. Referred to License and Inspection Committee was request of Vanguard Drum and Bugle Corps for reduction in vehicle license fees for non-profit organizations. Following recess of City Council from 8:30 p.m to 8:37 p.m. it was moved by Meyer, seconded by Sarlo, to adopt the recommendation of Beautification and Forestry Committee to enter into contract with Robert W. Hendricksen to spray 2,400 Maple Trees for Cottony Maple Scale, at a cost of $1.45 per tree, totalling, $3,480.00. Moved by Abrams, seconded by Olen, to adopt the recommenda- tion of City Code and Judiciary Committee that the City Code be amended to allow Las Vegas type events under very limited circumstances e.g. by charitable organizations, by permit nor more than twice a year, and without cash prizes or the use of currency and that the City attorney be authorized to prepare an appropriate ordinance and submit same to this committee for approval prior to submission to Council. Motion declared carried. Alderman Abrams announced that City Code and Judiciary Committee is referring proposed amendment to Liquor License Ordinance re 100' from church or school to License and Inspection Committee and that responses from churches and schools will be referred to License and Inspection Committee. Placed on First Reading was Ordinance M-29-74, AN ORDINANCE AMENDING TITLE II, CHAPTER TEN (10) OF THE CITY CODE HAVING TO DO WITH THE ESTABLISHMENT AND DUTIES OF THE ARCHITECTURAL COMMISSION. 1 1 7/1/74 189 Page Three ORDINANCE Moved by Erbach, seconded by Olen, to waive First Reading M-30-74 of Ordinance M-30-74, AN ORDINANCE CREATING STANDARDS FOR Fence Reg. GRANTING A FENCE PERMIT WHEN A FENCE IS NOT OTHERWISE PERMITTED BY THE PROVISIONS OF TITLE VI, CHAPTER SEVEN (7) OF THE CITY CODE OF THE CITY OF DES PLAINES. Motion declared carried. Moved by Erbach, seconded by Olen to adopt Ordinance M-30-74. FENCE PERMIT Moved by Erbach, seconded by Kisslinger, to adopt the 1086 Prospect recommendation of Building Control and Inspection Committee to authorize Building Commissioner to issue a permit for fence at 1086 Prospect Lane, as requested allowing variation for fencing along one side of lot to public walk and subject to all other requirements of the fence ordinance Motion declared carried. FENCE PERMIT Moved by Erbach, seconded by Sarlo, to adopt the recommenda- 1946 White ST. tion of Building Control and Inspection Committee to grant variation to allow fence to parkway on the south side of lot located at 1946 White Street, and to authorize Building Commissioner to issue a permit subject to all other fence ordinance requirements. FENCE PERMIT 2172 A Chestnut St. Moved by Erbach, seconded by Swanson, to adopt the recommenda- tion of Building Control and Inspection Committee to grant variation to allow fencing beyond the 25' building set back line at 2172 A Chestnut Street, and to authorize Building Commissioner to issue permit for fence as requested, subject to all other pertinent requirements of the fence ordinance. Municipal Development Committee. Mannheim Rd. FIRST ADD'N Plat of First Addition to Wedgewood located at 1457 and WEDGEWOOD 1461 Wedgewood was referred to the Plan Commission. LIQUOR LIC. Request of Palumbo Enterprises, Inc. for a Class E Liquor Lum's License to serve Lum's Restaurant on Elm hurst Road was Elmhurst Rd. referred to License and Inspection Committee. I BIDS City Clerk announced that bids for Bulk Gasoline, Metallic Plates and Tags and Maintenance of Heating and Air Condition- ing will be received at 3 P.M., July 18th. Further that Bids for MFT Section 103 CS - Forest Avenue will be received at 3 P.M., July 26th. BICENTENNIAL Moved by Koplos, seconded by Seitz, to concur with Mayor COMMISSION Behrel's appointment of Mr. Jordan Minerva, Jr. to the Des Plaines Bicentennial Commission to fill vacancy caused by resignation of Mr. Arthur Weiss, term to expire January 31, 1976. Motion declared carried. The letter from United Motor Coach Co. for additional funds from the City was referred to Finance and Insurance Committee. arrived at the meeting at this time. Letter received from Mayor Martin J. Butler of Park Ridge expressing their appreciation for the efforts of Environmental Officer in connection with noise problem from O'Hare Field operations stating that Mr. Philip Lindahl has been invaluable, was read and placed on file. Letter of Resignation from James Bouril, City Attorney was read and placed on file. Resignation effective July 5, 1974. Letter from Military Commemorative Committee of Des Plaines requesting financial support to construct the Memorial Pavilion at Lake Opeka was referred to the Finance and Insurance Committee. Alderman Bolek's request for stop signs at the intersection of Walnut and Webster Lane was referred to the Streets and Traffic Committee Alderman Bolek's request that necessary steps be taken to require the installation of sidewalks on Walnut at Webster Lane and on Oakwood at Webster Lane was referred to Streets and Traffic Committee and City Engineer to draw estimate of cost. Alderman /Erbach's request for stop signs, Everett to stop for Ash Street traffic was referred to the Streets and Traffic Committee. Alderman Abrams reported on recent meeting he attended of N.O.I.S.E. as a newly elected member of the Board, praising highly the activities and membership of N.O.I.S.E.
