06/17/1974181 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF DES PLAINES, HELD IN THE COUNCIL CHAMBERS, CITY HALL, MONDAY, June 17, 1974 CALL TO ORDER :The regular meeting of the City Council of the City of Des Plaines was called to order by Mayor Herbert H. Behrel at 8:00 P.M. ROLL CALL: Roll Call indicated Koplos, Szabo, Kehe Birchfield, Erbach, Absent was Alderman the following aldermen present: Olen, Bolek, Chase, Kisslinger, Hinde, Swanson, Sarlo, Meyer, Seitz, Ward. Abrams. Also present were: City Treasurer Mahon, City Comptroller Blietz, Police Chief Hintz, Fire Chief Corey, Building Commissioner Baldaccini, City Engineer Bowen, Assistant Engineer Perl, Assistant Commissioner of Public Works Schaeffer, Planner Richardson, Environmental Officer Lindahl, Forestor Komos, Corporation Counsel DiLeonardi, and City Attorney Bouril. PRAYER & PLEDGE MINUTES The meeting opened with prayer by Rev. Bernhard Johanson, pastor of First Presbyterian Church, followed by the Pledge of Allegiance to the flag. Moved by Kehe, seconded by Hinde, to approve the Minutes of the regular meeting held June 3, 1974, as published. Correction: Page Three, Paragraph three, line four, strike "Ellinwood" and insert "Miner". Following correction motion declared carried. FIRE STATION Deferred motion from meeting of June 3, 1974, to advertise #2 Floor for bids for Apparatus Floor for Fire Station No. 2 brought to the floor. Moved by Szabo, seconded by Hinde, to hold recommendation in Fire and Buildings, Grounds and Parking Lots Committee and to authorize Mayor and Building Commissioner to investigate mehtods of correcting Fire Station #2 floor and report to the Committees. Alderman Meyer withdrew motion to adopt the recommendation Speed Limit of Streets and Traffic Committee re 20 miles per hour speed limit, deferred at meeting of June 3, 1974 50/;50 Sidewalk Replacement ZONING CASE 74-21-R Seegers Rd. ZONING CASE 74-27-A Home Rule ELLINWOOD PARKING DECK Benj. & Lang Alderman Ward announced that the City will not accept applications for the 50/50 Sidewalk Replacement Program after July 5, 1974 Deferred motion re Zoning Case 74-21-R, deferred June 3, 1974, was brought to the floor. POLICE DEPT Mobile Offices LEASE NMDC Municipal DEMOLITION 6/17/74 182 Page two Moved by Szabo, seconded by Koplos, to adopt the recommenda- tion of Building Grounds and Parking Lots Committee to waive the usual bid procedures and rent two mobile offices from Williams Mobile Offices, Inc., Elkgrove Village, at a cost of $145.00 per month for each office, plus $75.00 installation fee, for a period of one year, renewable at the end of the twelve month period. Moved by Szabo, seconded by Koplos, to adopt the recommenda- tion of Building Grounds and Parking Lots Committee Bldg.to enter into lease agreement between the City of Des Plaines and Northwest Municipal Data Center, for rental of 1,450 square feet of space in the City Hall for the purpose of operating the computer service center, at a rental of $5.50 per square foot and $15.00 per parking space for each of three (3) parking spaces. MOVING SPECS BILLS PAYABLE ORDINANCE M-23-74 B-3-74 ORDINANCE M-23-74 SEWAGE TREATMENT PLANTS Moved by Szabo, seconded by Koplos, to adopt the recommenda- tion of Building Grounds and Parking Lots Committee to advertise for bids returnable July 12, 1974, for the demolition of building at 1418 Miner Street, the re- location of Emergency Generator and Relocation of Air Conditioning Equipment. Motion declared carried. Moved by Szabo, seconded by Swanson, to adopt the recommenda- tion of Building Grounds and Parking Lots Committee to authorize City Comptroller to prepare necessary specifica- tions for advertising for bids for moving various offices to new municipal building, returnable date to be left open at this time. Moved by Hinde, seconded by Birchfield, to adopt the following resolution: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DES PLAINES THAT THE FOLLOWING BILLS ARE DUE AND PAYABLE AND THAT THE MAYOR AND CITY CLERK BE AND ARE HEREBY AUTHORIZED TO MAKE PAYMENT FOR SAME. Total, $436,306.04. Following the Questioning of Department Heads and Finance Committee's progress report on meetings held with Des Plaines Insurance Broker's Association, Alderman Olen requested a recess. Council recessed from 9:20 P.M. to 9:28 P.M. PETITIONS With the permission of City Council, Mr. Robert Sullivan Superblock addressed the City Council regarding the proposed Superblock Development and Construction of Parking Facilities and presented copies of petitions requesting the City to cease from constructing any parking facility related to the Superblock building on the south side of Miner Street and further to request developers of the Mall Project to provide off street parking and further to urge the City SUPERBLOCK Statistical Information ORDINANCE M-27-74 Vacation of Public Streets & Alleys ORDINANCE M-25-74 ORDINANCE M-26-74 6/17/74 104 Page four to construct Parking Garage north of Miner Street, west of Pearson and South of Park Place. Motion declared carried. Alderman Erbach's request for load limit signs on Chestnut Street between Howard and Fargo in the 2000 to 2100 blocks was referred to Streets and Traffic Committee.
