MINUTES OF THE REGULAR MEETING
OF THE CITY COUNCIL OF THE CITY
OF DES PLAINES, HELD IN THE
COUNCIL CHAMBERS, CITY HALL,
MONDAY, May 20, 1974
CALL TO ORDER: The regular meeting of the City Council of the City of
Des Plaines was called to order by Herbert H. Behrel at
8:03 P.M.
ROLL CALL:
Roll Call indicated the following aldermen present:
Koplos, Szabo, Kehe, Olen, Bolek, Chase, Kisslinger, Hinde,
Birchfield, Erbach, Swanson, Sarlo, Meyer, Seitz, Abrams,
Ward.
Also present were: City Treasurer Mahon, City Comptroller Blietz, Police
Chief Hintz, Fire Chief Corey, Building Commissioner Baldaccini, City

The meeting opened with prayer by Rev. Ernest Grant,
associate pastor of First Congregational Church, followed
by the Pledge of Allegiance to the flag.
Moved by Birchfield, seconded by Meyer, to approve the
Minutes of the regular meeting held May 6, 1974.
Corrections: Page four, paragraph five, line four following
the word "Funds", add "waiving the usual bid procedures"
Page five, Paragraph one, line 10, add (Ritchel's Inc)
following Slurry, and line 11, following Program, add
"Joint Venture of Allied Chemical Corporation and".
Following correction, motion declared carried.
Moved by Meyer, seconded by Sarlo, to adopt the recommenda-
tion of Beautification and Forestry Committee to award the
bid for Trailer Mounted Tree Sprayer to Permalawn, Inc.
for the sum of $5,626.25, the low bidder. Upon roll call,

tion of. Beautification and Forestry Committee to reject all
bids for Truck Mounted Aerial Tower and readvertise for
bids returnable June 5th at 3 P.M. Motion declared carried.
BEAUTIFICATION Moved by Meyer, seconded by Sarlo, to adopt the recommenda-
Phhse III tion of Beautification and Forestry Committee to authorize
the Mayor to negotiate with Chicago and Northwestern Railway
Co. officials for the removal of three all -day spaces on
Parking Lot #8 on the south side of Miner Street, west of
Graceland Avenue, and further to authorize the Public Works
Department to complete Phase III 1974 Beautification Program,
at a total cost of $1,627.00, waiving the usual bid procedures
following receipt of approval from Chicago and Northwestern
Railway Co. Upon roll call, the vote was:

recommendation of Environmental Controls Committee that the
City hire youth volunteer organizations with an adult leader,
to supervise the Recycling Center on a trial basis thru
the month of August, limiting opening hours to Wednesdays.
Saturdays and Sundays, - Wednesdays and Saturdays from0.,
8 a.m. to 8 p.m. and on Sunday from 1 p.m. to 8 p.m. 14

PATCH DESIGN Commission presented James Schmidt a United States Savings
CONTEST Bond for submitting the winning entry for the Environmental
Patch Design Contest.

Attorney to draft necessary amendment to the ordinance
to increase fees for first year liquor licenses, including
change of classification, by 211 times the fee presently
being charged, excluding those license, applications now

Underground Fuel Tanks, City Attorney to draft necessary
ordinance for further review by Fire Committee and Fire
Prevention Bureau. Motion declared carried.

of Buildings Grounds and Parking Lots Committee to award
the contract for carpeting of new Municipal Building to
the low bidder, Just Carpet, of Wheeling, Illinois, for
