CALL TO ORDER: The regular meeting of the -City Council of the City of Des
Plaines -was -called -to -order -by- Herbert -H: Behrel at 8:07 P.M.
ROLL CALL:
Roll Call indicated -the following aldermen present:
Koplos;-Szabo;"Kehe, Olen Bolek; Chase;" Kisslinger,
Birchfield,-Erbach, Swanson, Sarlo, Meyer, Seitz, Ward.
Absent were Aldermen Hinde, and Abrams.
Also present were: City Treasurer Mahon, City -Comptroller Blietz, Police
Chief Hintz, Deputy Fire Chief Clark, Building Commissioner Baldaccini,
City Engineer Bowen, Assistant Commissioner of Public Works Schaeffer,
Planner Richardson, Environmental Officer Lindahl, Sanitarian Martin,
Forestor Komos, Corporation Counsel DiLeonardi, and -City Attorney Bouril.
PRAYER & The meeting opened with prayer by Rev. GarryScheuer II
PLEDGE pastor of the First Congregational Church,followed by
the pledge of allegiance to the flag.

ACTIVITY $3,200 to hire-a-coordinator-and-adult'supervisors for
eight youth -activities which have -been -tentatively planned

tion of Building Grounds and Parking. Lots Committee to
authorize architects, Holmes and Fox'to complete the plans
and specifications within ninety days for the Police
Building, including estimate of cost - bid date to be
announced at a later date. Upon roll call, the vote

tion of Building Grounds and Parking Lots Committee to
authorize Building Commissioner to draw specifications
for demolition of Municipal Building Annex in preparation
of building new Police Building. Motion declared carried.
MOVED by Bolek, seconded by Olen, to adopt the recommenda-
tion of License and Inspection Committee to conduct a
contest for design of vehicle stickers for 1975 and 1976,
entries to be submitted no later than May 31, 1974 for
1975 sticker and no later than April 30, 1975 for 19:76
sticker, and further to award a $100 U. S. Savings Bond
to the winner for the 1975 Vehicle Sticker selected by
the BiCentennial Committee. Upon roll call, the vote was:

tion of License and Inspection Committee to implement the
Sr. Citizen Taxicab Rate program April 26, 1974, at a cost
of 50G per person over 65 years of age, City to reimburse
taxicab companies at the rate of $1.00 per person for
service within the corporate limits...applications to be
available at the Office of the City Comptroller. Motion
declared carried.
Moved by Chase, seconded by Meyer, to adopt the recommenda-
tion of Library and Historical Society Committee to purchase
a Security System in the amount of $995.00 plus $50 for
twenty-four hour monitoring services, to be wholly owned
by the Historical Society. Moved by Szabo, seconded by
Swanson to defer action.
Moved by Koplos, seconded by Kisslinger, to adopt the re com
mendation of the Water and -Sewer Committee that the Mayor
and City Clerk be authorized to execute the agreement with
the firm, Alstot, March & Gillou, Inc. of Des Plaines,
Illinois for all. necessary engineering services in connection
with the.Weller Creek Erosion Control Project, and also
that Mayor and City Clerk be authorized to sign the schedule
of agreement to be entered into by Division of Waterways,
State of Illinois, Village of Mt. Prospect and City of
Des Plaines. Upon roll call, the vote was:

Moved by Birchfield, seconded -by Sarlo, to adopt the
recommendation -of Environmental -Controls -Committee that the
contract -with Cleveland- Corporation -having- to do with the
Recycling Center, be terminated; and -Mayor and Commissioner
of Public Works be authorized'to-negotiate contracts for
the pick up and sale of paper, glass, and cans per
recommendations -of Environmental Officer Lindahl. Moved by
Szabo, seconded by Bolek, to defer action and request further
negotiation with Cleveland Corporation.
Moved by Swanson, seconded by Szabo, to adopt the recommenda-
tion of Municipal Development Committee to approve Plat of
Dedication of 33' on the south side of Forest Avenue located
in front of lots 7aand 8 of Wm. Lagerhausen's Division
of lot 7 in Carl Lagerhausen's Estate Division, and to
authorize execution thereof. Motion declared carried.
Moved by Swanson, seconded by Koplos, to adopt -the recommenda-
tion of Municipal Development Committee to authorize City
Attorney to prepare necessary ordinance for text amendment
to Zoning Ordinance requiring 12 month period between filing
of identical zoning relief requests, Case 74-14-A., for
further consideration by the City Council. Motion declared
carried.
Moved by Swanson, seconded-by•Kisslinger, to adopt the
recommendation -of Municipal Development Committee to concur
with Zoning -Board of Appeals -in -Case 74-15-V, and to
authorize City Attorney to draft -necessary ordinance granting
variation--for-further consideration by the City Council.
Motion declared carried. Aldermen Olen, Bolek, Chase,
Birchfield, Sarlo, and Meyer voted no.
Moved by Ward, seconded -by Kehe, to -adopt the recommendation
of Streets and-Traffic'Committee-to award the contract for
the -1974 Sidewalk 50/50 Reconstruction Program to the low
bidder, Schroeder.& Schroeder, in the amount of $47,435.00.
