CALL TO ORDER: The regular meeting of the City Council of the City of Des
Plaines was called to order by Herbert H. Behrel at 8 P.M.
ROLL CALL:
Roll Call indicated -the following aldermen present:
Koplos, Kehe, Olen, Bolek, Chase, Kisslinger, Hinde,
Birchfield, Erbach, Swanson; Sarlo, Meyer, Seitz, Abrams,
Ward. Absent -was Alderman Szabo.
Also present were: City*Comptroller-Blietz, City Treasurer Mahon, Police
Chief Hintz, Fire Chief Corey, -Building Commissioner-Baldaccini, City
Engineer Bowen, Commissioner of Public Works Schwab, Planner Richardson,
Environmental Officer Lindahl, Personnel Director Schaer, Corporation
Counsel DiLeonardi, and City Attorney Bouril.
PRAYER & The meeting opened with prayer by Rev. Thomas Adams, pastor
PLEDGE of First Baptist Church, followed by the Pledge of Allegiance
to the flag.

Mayor Behrel introduced Boy Scouts from Troup #13 and their
leaders, Mr. D. Biddeson, Mr. Carl Olson, Mr. Ralph
Deffenbau, Mr. Warren Bell, and Mr. Fred Proxmire.
MINUTES: Moved by Kehe, seconded by Swanson, to approve the Minutes
of the regular meeting held'March 4, 1974, as published.
Correction, Page one, Paragraph "Liquor License Camelot"
by adding the following to line four following the word
License "due to improper notification of the meeting to

CARPETING Moved by Koplos, seconded by Hinde, to -adopt the recommenda-

with Department -of- Public?Health,-State-of Illinois, to

Mayor and City Clerk to execute said agreement. Upon roll

Environmental Officer Lindahl, in reply to question, announced
the Chicago and Northwestern Railway Co. will install
mufflers on 57 engines, 20 by April 1, 20 by May 1 and the
remainder in June.
ALDERMAN Alderman Meyer read the following statement, requesting that
MEYER'S it become part -of the record:
STATEMENT "During the -past week and a half there have been sever al
articles in the -local newspapers -concerning the Plan -Commission
and Environmental Control -Commission; statements on the
proposed Ellinwood parking Garage and the Superblock development.
My name has been brought out in reports of Mayor Behrel's statements
at his news conferences, and in the main charge. that I have been in some
way responsible for the reports of the two commissions.
I feel compelled to issue a statement concerning these charges and
would also like to refer to the statements made by the -two commissions.
I talked to Mayor Behrel last Friday and stated to him that I have
not in any way influenced these commissions nor have I attempted to
manipulate their opinions, nor do I have any knowledge of any other alder-
man's attempt to do this. These facts could have been obtained by direct
communication with the chairmen of these commissions, by the Mayor, or the
press.
I believe that it is vital that any commission -of the City of Des Plaines,
should maintain its right to make an indipendent-judgement-on-a particular
matter, without fear of reprisal. The men and women that serve on these
commissions are sincere citizens, desiring to serve the best interests of
the city. Even if a report is not a popular one with respect to the chief
administrator, they have a right and duty to express their opinion. The
City Council than can accept or reject their findings. While I would condemn
any attempt to try to use any commission for personal -ends, I doubt very
much, knowing the independent thinking of these people, that this would
ever occur.
I believe that both the Environmental Commission and Plan Commission
members that signed those reports spoke their own convictions, and instead
of condemning their reports, they should be commended for having the interest
in the city to make them in the first instance. The fact that Mr. Tabbatt
authorized a report that was contrary to the opinions of Mayor Behrel is I/

not a judtifiable reason not -to reappoint- Mr. - Tabbatt-to- the Environmental
Control Commission.
I fear that if a member -of -any commission. -would-be denied re -appointment
because of expressing his -sincere and honest opinion, unpopular-tho it may
be, one could only -conclude that this action -itself -would constitute an
attempt to manipulate -and influence the commission.
I do hope that-Mayor-Behrel will reconsider his -reported stand not
to reappoint -Mr. Tabbatt-as-chairman-of the -Environmental Control Commission,
since I have heard only praise from those who have worked with him in the
past."
Mayor Behrel ordered that the above statement be accepted and spread upon
the Minutes of this meeting.
Alderman Sarlo requested that.the following statement -be -placed upon the
record: "I have been mentioned in the newspapers -as -an alderman who has
voted repeatedly.against Super Block, this I do not deny. I serve as an
alderman voting on strong convictions -conveyed tome by -my constituency.
But several remarks in the news articles have made -it appear that I have
not conducted myself properly. I have.always tried to conduct myself
with propriety befitting my office. If there are any charges on your
part, I ask you now to make these charges public before -this -council and
public body so that -I may have the. opportunity to answer them. The above
statement was addressed -to Mayor Behrel who -replied -that -he has never
stated that Alderman-Sarlo has -not conducted himself property, but has
stated that he votes:repeatedly'against Superblock,-which was admitted
in the statement. Mayor Behrel ordered the statement -become -part of the
Minutes of the meeting.

Alderman -Chase= reported. that -the -Annual -Report of the Library
Board was=distributed-to-members'of-City Council this evening
and further reported-thatthe addition -to -the Library is
expected to -be -completed June 1st.
Alderman -Meyer announcedthat-DesPlaines Clean Up will begin
April 8th -and -continue for•five successive weeks.
ENVIRONMENTAL Alderman Ward's letter re Environmental -laws and regulations
LAWS for treatment works was referred to City Code and Judiciary
Committee.

ONLY ONE HOUR METERED -PARKING ON THE -SOUTHERLY PORTIONS OF
BOTH LOTS SIX (6) AND TWELVE (12).
Moved by Swanson, seconded by Hinde; to -adopt Resolution
R-4-74, opposing Senate Bill 1161 in its present form (The
New Election Code). Upon roll call, the vote was:

and letter from -Plan -Commission was -referred to Municipal
Development Committee.
Moved by Bolek, seconded -by Olen, to concur with Mayor Behrel's
appointment -of Mr. Roger Lietzau, General Contractor, to
Des Plaines Housing Commission, term to expire March 18,
1976. Motiondeclared carried.
Petition -of Annexation -to the City of Des Plaines, filed
by Niedert Terminals, Inc. to annex -lands -lying north of
tollway access road, on the west side of Mt. Prospect Road,
was referred to the Municipal Development Committee.
Environmental Officer Lindahl's evaluation and recommendations
of City's Recycling Center were referred to the Environmental
Controls Committee.
The request of Mr. Henry G. Schure, Jr. for Class J Liquor
License at southeast corner of Rand & River Roads was referred
to License and Inspection Committee.
The request of Messrs. T. Kourtis and J. Droulias for a
Class E liquor license -for River Oak Restaurant, 1640 River
Road was referred to License and Inspection Committee.
The letter from Dennis W. LeBlang, representing clients
interested in purchasing -the -Franzen -property located at
1702 Mill Street inquiring as..to'plans for River Road overpass
was referred to Streets and Traffic Committee.
Proposed agreement between the Village of Mt. Prospect and
the City of Des Plaines relating to future boundaries was
discussed. No Action taken. Mayor Behrel was requested to
contact corporate authorities of Mt. Prospect to discuss
the Oakton Street boundary andrequeststatement as to zoning
of 10 -acre parcel on the west side of Elmhurst Road.
Moved by Kehe, seconded by Meyer, to authorize. Board of Police
and Fire Commissionto immediately certify five patrolmen,
one detective and one communications clerk to the Police
Department. Motion declared earried.
Alderman Koplos's request for three hour parking on Laurel,
Arlington, and Parsons, north of Prairie Avenue was referred
to Streets and Traffic Committee.
Moved by Sarlo, seconded by Swanson that the regular meeting
of the City Council adjq,urn. Motion declared arried.
