MINUTES OF THE REGULAR MEETING
OF THE CITY COUNCIL OF THE CITY
OF DES PLAINES, HELD IN THE
COUNCIL CHAMBERS, CITY HALL,
MONDAY, March 4, 1974
CALL TO ORDER: The regular meeting of the City Councilof the City of
Des Plaines was called to order by City Clerk Rohrbach
at 8:00 P.M.
ROLL CALL:
Roll Call indicated -the -following aldermen present:
Koplos, Kehe, Olen,-Bolek,Chase,,.Kisslinger, Hinde,
Birchfield, Erbach;-Swanson; Sarlo, Meyer, Seitz, Abrams.
Absent were Szabo and Ward.
Also present were: City Comptroller Blietz, City Treasurer Mahon, Police
Chief Hintz, Fire Chief Corey, Building Commissioner Baldaccini, City
Engineer Bowen, Commissioner of Public Works Schwab, Assistant Commissioner
of Public Works Schaeffer, Planner Richardson, Environmental Officer
Lindahl, Corporation Counsel DiLeonardi, and City Attorney Bouril.
PRAYER & The meeting opened with prayer by Rev. Bill McClellan,
PLEDGE pastor of Des Plaines Church of Christ, followed by the
Pledge of Allegiance to the flag.
CHAIRMAN Moved by Hinde, seconded by Kehe; to -nominate Alderman
PRO -TEM Koplos Chairman Pro -Tem. Moved by Olen, seconded by
Birchfield, to nominate Alderman Erbach Chairman Pro -Tem.
Moved by Hinde, seconded by Kehe, that nominations for
Chairman -Pro -Tem be -closed. Motion.declared carried.
Moved by Olen, seconded -by Kehe,-that-vote for Chairman
Pro -Tem be by show of hands. Motion -declared carried.
Alderman Koplos received seven votes and Alderman Erbach
received seven votes. Moved by Koplos; seconded by Abrams
to nominate Alderman Kehe Chairman Pro -Tem. Moved by Olen
seconded -by -Seitz; to•nominate AldermanrErbach Chairman
Pro -Tem; -Mo+ued-byt_:Meyerc. seconded by Birchfield that
nominations for Chairman Pro -Tem be closed. Motion declared
carried. By show of hands, Alderman Erbach received nine
votes and Alderman.Kehe five votes: Alderman Erbach was
declared elected to serve.as-Chairman-Pro-Tem of this
evening's -meeting -in the -absence -of -Mayor Herbert H. Behrel.

Alderman Erbach introduced the Cadet Girls Scouts from
Troop #877, and their leader, Mrs: Barbara Jacks.
Moved by Kehe, seconded by. Birchfield, to approve the
Minutes of the meeting held February 19, 1974, as published.
Motion declared carried.
REFUSE Moved by Kisslinger, seconded by Seitz, to table motion
COLLECTION to increase the fee for refuse collection from $1.50 to
FEES $2.00 per month, deferred at meeting held February 19, 1974.
Motion declared carried.
LIQUOR Moved by Bolek, seconded by Olen, to reconsideration motion
LICENSE to adopt the recommendation of License and Inspection
CAMELOT Committee to deny request of owners of Camelot Restaurant,
Elmhurst Road, for Class J. Liquor Licensekvel�otion declardd
carried. Moved by Bolek, seconded by Olen, to adopt the
recommendation of License and Inspection Committee to grant
Class J Liquor License to Camelot Restaurant, Elmhurst Road,
Moved by Abrams, seconded by Meyer, to defer action until
next meeting.

Moved by Koplos, seconded by Seitz, to name Mr. Martin R.
Schaer, Personnel Administrator, as the authorized agent
of the City of Des Plaines for the Illinois Municipal
Retirement Fund. Motion declared carried.
The Clerk notified the City Council that bids would be
received March 20, 1974, at d. p.m. for Car Wash, Maintenance
and Body and Fender Maintenance of City Fleet of Municipal
Autos and New Combination Sweeper and Loader.
The letter from Environmental Commission re City's recycling
program and the contract with Cleveland Corporation was
referred to the Environmental Control Committee.

program for updated street lighting throughout the entire

Alderman Ward's request for two or three year program for
street resurfacing, sidewalks; curbs and gutters was
referred to Streets and Traffic Committee, City Engineer

Alderman Erbach's request for program -on a voluntary basis
with gasoline station owners -to stagger open hours was
referred to Mayor Behrel.
Alderman Olen's requestfor status report from Lochner, Inc.
having to do with soil borings, cost analysis, and structural
drawings was referred to. Mayor Behrel to request same and
inform members of City Council.
Alderman Ward requested a comparison study of Park Place
site and Ellinwood site relative to cost and type of structure
which was referred to Mayor Behrel for investigation.
