MINUTES OF THE -REGULAR MEETING

COUNCIL CHAMBERS, CITY HALL,
TUESDAY, February 19, 1974
CALL TO ORDER: The regularmeeting of the-City'Council of the City of
Des Plaines'was called to order at 8:05 P.M.by Mayor
Herbert H. Behrel
ROLL CALL:
Roll Call indicated -the following -aldermen present:
Koplos; Kehe;'Olen, Bolek;`Chase; Kisslinger, Hinde,
Birchfield, Sarlo, Meyer, Seitz, Abrams, Ward.
Absent -were: Aldermen -Szabo; Erbach, Swanson
Also present•were:. City -Comptroller Blietz; Police Chief Hintz, Fire
Chief Corey, Building-Commissioner-Baldaccini, City. Engineer. Bowen,
Commissioner of Public Works Schwab, Assistant-Commi-ssionerof.Public
Works Schaeffer, Sanitarian Weideman, Deputy Clerk Trost, and City Attorney
Bouril. Planner Richardson -arrived following Zoning Hearing.
PRAYER & The meeting opened with prayer by Rev. Keith Davis, pastor
PLEDGE of the Church'of the Master, followed by the Pledge of
Allegiance to the flag.
MINUTES: Moved by Kehe, seconded -by Birchfield, to approve the
Minutes-of*the regular- meeting--held'February 4, 1974,
aspublished: Motion' declared carried.
Alderman Szabo arrived at this time
REFUSE BAGS
Moved by-Kisslinger,.seconded by Birchfield, to adopt the
recommendation -of Sanitation Committee -to amend the ordinance
permit;qAng 2 MIL Super Strength -plastic bags as the minimum
stand/for refuse bags.in.the City, and not to_make_plastic
bags mandatory at this time, City Attorney to draft the
necessary amendment. Motion declared carried.
REFUSE Moved by Kisslinger, seconded by Seitz, to adopt the recom-
COLLECTION FEES mendation'of Sanitation Committee -to increase the fee
for refuse collection from $1.50 to $2.00 per month, City
Attorney to draft necessary amendment. Moved by Chase,
seconded by Sarlo, to table the motion. Upon roll call,
the vote was:
AYES: - 7 - Olen, Bolek, Chase, Hinde, Birchfield, 'Barlo,
Meyer
NAYS: 8 - Koplos, Szabo, Kehe, Kisslinger, Seitz, Abrams,
Ward, Mayor

LIQUOR Moved by Bolek, seconded by Olen, to adopt the recommendation
LICENSE of License and Inspection Committee -to grant Class H, Beer
Shaker's and Wine Only, Liquor License to Shakey's Pizza, Elmhurst
Pizza Road;&to authorize City Attorney -to draft necessary ordinance
increasing Class H by one and decreasing Class F by one,

TAXICAB Moved by Bolek, seconded by Koplos, to adopt the recommenda-
FARES - tion of License and -Inspection -Committee to appropriate
Persons $10,000 Revenue Sharing,Funds-to-defray costs of providing
over 65 taxicab service to Senior Citizens over 65 years of age
within the corporate limits of the City at a cost to such
person of 50 per.ride, and to authorize City Attorney to
prepare necessary agreement.with.owners of taxicabs providing
the service. Upon roll call, the vote was:

WEIGHTS & Moved by Bolek, seconded by Olen, to adopt the recommendation
MEASURES of License and Inspection Committee -to -amend the ordinance
to provide for the inspection by City Inspectors of gasoline
pumps, weight devices in food stores, and other scales
charging fees patterned to.those.presently being charged by
the Village of Niles, and furtherto authorize the purchase
of necessary equipment and provide-for.training of personnel,
at a cost not to exceed $1,000.00. Upon roll call, the vote
was:

Kisslinger, Hinde; Birchfield, Sarlo, Meyer,
Seitz, Abrams, Ward, Mayor

TREES
SNOW ROUTES
Moved by Ward, seconded by Kehe, to adopt the recommendation
of Streets, Traffic and Forestry Committee to advertise
for bids for 225 trees, specifications to be drawn by City
Forester, returnable March 18th at 3 p.m. Motion declared
carried.
Moved by Ward, seconded by Birchfield, to adopt the recom-
mendation of Streets,. Traffic and Forestry Committee to
authorize City Attorney to draft necessaryamendment to
City Code defining the snow routes. Motion declared carried.
ROGERS Moved by Ward, seconded by Sarlo, to adopt the recommendation
ENTERPRISES of Streets, Traffic and Forestry Committee to deny request
Northgate of Rogers Enterprises to use north gate of parking lot during
peak morning and evening traffic hours. Motion declared
carried.
CAMPGROUND RD Moved by Ward, seconded by Sarlo, to adopt the recommendation
NORTHWEST of Streets, Traffic and Forestry Committee to allow "Right
$IGHWAY Turn Only" from Campground Road onto Miner -Busse Highway
during rush hours, 7 a.m. to 9 a.m. and 4:30 p.m. to 6:30 p.m.
and request permission from County of Cook to post signs
on a sixty day trial basis prior to passage of ordinance.
Motion declared carried.
STOP SIGNS Moved by Ward, seconded by Meyer, to adopt the -recommendation
MARSHALL DR. of Streets, Traffic and Forestry Committee -to authorize City
Attorney to prepare necessary amendment to the ordinance
changing the following intersections at Marshall Drive from
4 -way stop intersections to two way stop intersections,
traffic stopping.for Marshall Drive: Dull es, Westmere,
Millers Road, Kathleen, and Florian. Motion declared carried.
LINCOLN LANE Referred to City Attorney for drafting of ordinance -
& SHORT TERR "No Through Traffic" on Short Terrace and Lincoln Lane.

REFERENDUM TO'BE HELD March 19, 1974. Moved by Abrams,
seconded by Sarlo.to amend Resolution R-3-74 as follows:
Add to last paragraph, "and further urge.that our State
Legislators properly amend the'RTA Act and preferably prior
to the referendum March 19, 1974, to meet the objections
raised against the present Act and particularly by the legis-
lators for the Northwest Suburban area including those
representing Des Plaines."
Add an additional WHEREAS clause.as follows:
"WHEREAS there has been general agreement as.to the need
for a regional transportation authority and there has also
been a good faith difference as to the adequacy of the present
Act particular as it affects the suburban areas outside
the City of Chicago in these areas (1) limitation of the
power of eminant domain over park and forest preserve land,
(2) clarify the power to tax private parking facilities,
(3) clarify the taxing power of the RTA Board, and (4)
increase suburban representation on the RTA Board."
