OF DES PLAINES, HELD IN THE
COUNCIL CHAMBERS, CITY HALL,
July 16, 1973
CALL TO ORDER: The regular meeting of the City Council of the City of Des
Plaines was called to order by City Clerk B. E. Rohrbach
at 8:pp P.M. The meeting opened with prayer by Father
Martin Farrell of St. Mary's Church, followed by the Pledge
of Allegiance to the flag.

Roll Call indicated the following aldermen present:

MAYOR PRO -TEM Moved by Hinde, seconded by Kehe to nominate Alderman Swanson
Mayor Pro -Tem. Motion declared carried. Moved by Olen,
seconded by Chase to nominate Alderman Erbach Mayor Pro -Tem.
Motion declared carried. Moved by Kehe, seconded by Koplos
that nominations close for Mayor Pro -Tem. Motion declared
carried. Having received the highest number of votes cast
by ballot, Alderman Swanson was declared elected Mayor
Pro -Tem for this meeting.

Moved by Kehe, seconded by Meyer to approve the Minutes of
the meeting held July 2, 1973, as published. Corrections:
Page one, paragraph 8, second line - change "vehicle license
applications" to "Pressure sensitive decals"; Page three,
paragraph 8, change "Building Control and Inspection" to
"Building Grounds and Parking Lots". Following corrections,

The Department of Police Second Quarter report was ordered
. placed on file.
City Clerk announced that bids will be received August 6,
1973, for Truck Mounted Mobile Aerial Tower and on July 30,
1973 for Fire Hose.
City Treasurer Mahon submitted report of Police and Firemen's
Pension Fund for 1973. City Treasurer's request that City
Council set Bid Procedure Standards was referredcto the
City. Code. and' Judiciary and Finance Committees.
POLICE EQUIP. At request of City Comptroller, the Police Department's
SLIDE request to purchase a slide projector was referred to
PROJECTOR the Police Committee.

Deputy Fire Chief Corey reported that the Pumper has been
delivered and further that Lt. Clark has been appointed by
the Board of Police and Fire Commission to the Office of
Captain, effective July 18.
Building Commissioner Prickett reported that most of the
items in the building at 1522 Miner Street are substantially
corrected and recommends that the temporary occupancy certifi-
cate be re -issued. Moved by Hinde, seconded by Ward to
authorize Building Commissioner to issue a temporary occupancy
certificate for building at 1522 Miner Street when in his
opinion the necessary corrections have been completed.

that MFT Maintenance Work should begin July 23rd, with seal
coating beginning August 6th and completed by October 1st.
He further reported that Rossetti Contracting Co. has com-
pleted landscaping work and recommends release of Voucher.
Corporation Counsel DiLeonardi reported that the appeal
in the Rand -Central Zoning Case was filed last week. Further
that Suit for Injunction against Forest Hospital for zoning
ordinance violations was filed.

of Municipal Development Committee to concur with Zoning
Board of Appeals in Case 73-41-R, rezoning of property
located at 1419 Redeker Rd. to M-1 District, and to authorize
City Attorney to draft necessary amendment to the ordinance
for further consideration by Council. Motion declared
carried.
Moved by Szabo, seconded by Kehe, to adopt the recommendation
of Municipal Development Committee to concur with Zoning
Board of Appeals in Case 73-40-R, rezoning of property
located at 1372 Redeker Road to M-1 District, and to authorize
City Attorney to draft necessary amendment to the ordinance
for further consideration by Council. Motion declared
carried.
The motion to adopt the recommendation of Municipal Develop-
ment Committee to concur with Zoning Board of Appeals in
Case 73-29-V, and to authorize City Attorney to draft necessary
ordinance for further consideration by the Council was brought
to the floor. Moved by Abrams, seconded by Ward, to Table
the motion. Upon roll call, the vote was:

City Planner was directed to contact property owner re
proposed Special Use of property.
Moved by Seitz, seconded by Olen, to adopt the recommendation
of Fire Committee to authorize City Attorney to prepare
necessary resolution to enable Cites to participate with
State of Illinois Fire Protection Personnel Standards and
Education Commission. Motion declared carried.
LIQUOR Moved by Bolek, seconded by Szabo, to adopt the recommendation
LICENSE of License and Inspection Committee to grant a Class H.
Ace Foods,Inc. Liquor License to Ace. Foods Inc. upon passage of ordinance
increasing Class H (Beer and Wine Only) licenses by one,
City Attorney authorized to prepare necessary amendment.
Motion declared carried. Aldermen Sarlo and Abrams voted No.

Moved by Ward, seconded by Kehe, to adopt the recommendation
of Streets, Traffic and Forestry Committee that the City
pay 100% in areas where property owners of residential
double frontage lots would not ordinarily be required to
install sidewalks and public safety and/or inaccessibility
are dominant factors - Committee to review list of =Areas
compiled by engineering department and to authorize City
Attorney to prepare necessary amendment to the ordinance
for further study and review. Motion declared carried.
Moved by Ward, seconded by Kehe, to contract with North
Shore Cement Co. to replace 1,846 lineal feet of curb and
gutter in conjunction with street maintenance program, at
a total cost of $10,854.48, waiving usual bid procedures.

tion of Water and Sewer Committee to award the contract for
the Graceland Avenue Alley Storm Sewer to Blackmore Sewer
Construction, Inc., in the amount of $19,294.00. Upon roll

of the City Code as recommended by City Planner and to
authorize City Attorney to prepare necessary ordinance.

Moved by Ward, seconded by Kehe, to reject bid received for
Tar and Asphalt Kettle, and readvertise for bids returnable
August 6, 1973. Motion declared carried.
Moved by Olen, seconded by Meyer, to remove from the table
the motion to addpt the recommendation of Health and Welfare
Committee to refer the allocation of $3,487.98 to the North-
west Opportunity Center to the Finance Committee and City
Comptroller to determine available funding. Upon roll call,
the vote was:

from "Up to 250 feet" to "100 feet maximum". Upon roll call
