07/02/197315 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF DES PLAINES, HELD IN THE COUNCIL CHAMBERS, CITY HALL, July 2, 1973 CALL TO ORDER:The regular meeting of the City Council of the City of Des Plaines was called toorder by Mayor Herbert H. Behrel at 8:10 P.M. The meeting opened.with prayer by Rev.. James Jackson, Associate Pastor.of United Church of Christ, followed by the Pledge of Allegiance to the Flag. III ROLL CALL: Roll Call indicated the following aldermen present: Koplos, Szabo, Kehe, Olen, Bolek, Chase, Kisslinger, Hinde, Birchfield, Erbach, Swanson, Sarlo, Meyer, Abrams, Ward. Absent was Alderman Seitz Also present Chief Hintz, Public Works City Planner DiLeonardi. MINUTES: GOL F OUTING REPORTS OF CITY OFFICIALS: CITY TREASURER City COMPTROLLER POLICE CHIEF FIRE CHIEF were: City Comptroller Blietz, City Treasurer Mahon, Police Fire Chief Haag, Assostant Engineer Perl, Commissioner of Schwab, Assistant Commissioner of Public Works Schaeffer, Richardson, Personnel Director Schaer, and City Attorney Moved by Kehe, seconded by Hinde, to approve the Minutes of the regular meeting held June 18, 1973, as published. Motion declared carried. Moved by Bolek, seconded by Kehe, to draft a resolution for approval by City Council authorizing the Golf Outing August 30th. Motion declared carried. The following reports were ordered placed.on file: Water Fund Report of Examination, Three Months. ended March 31, 1973; Monthly reports for June - Engineering Department, Building Department, Health Department, and Public Works Department; Report of Civil Defense Director during second quarter. City Treasurer submitted report re .vari.ous cash.balances in banks and expressed concern re elected officials holding. interest in certain banks in which City funds are deposited. City Comptroller Blietz reported that the City is advertising for bids for and has referred the speci 'cations for demolition of building at 1426-28 Miner - reet to Building Grounds and Parking Lots Committee. He troduced new Personnel Director, Matin Schaer. Police Chief reported no unusual incidents connected with V.F.W. Parade and recommends that residents in the formation area will be notified in advance of next year's parade. He also reported on murder,. June 2.8th of male_subject and beating of 16 yr. old female, stating that four subjects have been apprehended -in the case. Fire Chief Haag reported that the Fire Department responded to a call on June 30th at 455 Rose_. Avenue where a child .was. having trouble breathing and immediately rushed to the hospital, where later it was determined. that the boy had died of spinal menengitis, exposing police o.ffi.cer__and__firemen who administerec mouth to mouth resuscitation - medication. was prescribed for members of the departments who were exposed. BUILDING Building Commissioner Prickett submitted a report on use of COMMISSIONER buildings on thesouth side of Rand Road west of Forest. Hospital to Elk Boulevard. Alderman Koplos requested another investigation of use of property located at 1776 Rand Road. BUILDING 1522 Miner Moved by Sarlo, seconded by Olen, to rescind the temporary St.occupancy certificate issued to owner of building located at 1522 Miner Street (Old Sears Building) and further that City Offices not be moved to this location until all violations of code are rectified affecting first floor of the building. Motion declared carried. COMMISSIONER OF PUBLIC WORKS OFFICER LUETTY CASE Alderman 7/2/73 Page two 16 Commissioner of Public Schwab reported that the National Salutation Foundation in Ann Arbor, Michigan sponsored by the Environmental Protection Agency monitored andanalyzed the City's water system on June 15th. He further reported Forester Komos has completed the DED survey, finding 99 parkway trees diseased and 44 diseased trees on private property. Also reported on activities of Street, Sewer and Water Departments. Attorney DiLeonardi reported that Findings of the Arbitrator have been received in the Officer Luetty case - copies to be submitted to members of Council. Seitz arrived at this time. C & NH Coach Yards COMMITTEE-- REPORTS: OMMITTEE REPORTS: ZONING CASE 73-32-V.. 790 Lee St. SWANSON'S SUBDIVISION ROSSMAN'S SUBDIVISION Environmental Control Officer Lindahl reported on meeting held with Superintendent of Coaches. - Chicago and North Western Railway Co., stating that they rearranged the parking of the coach cars leaving an isle in the middle for engines which should reduce the noise at the Coach Yards. Moved by Swanson, seconded by.Hinde, to adopt the.recommenda- tion of Municipal. Development...Committee to concur with Des Plaines Zoning Board of App.eal.s in..Zoning Case. 73-32-V, to grant request for..variation and to.authorize. Alderman Bolek, Chairman, License and Inspection Committee reported that the request for liquor license to serve proposed new restaurant on land north of Higgins Road and West of contiguous to Soo Line Tracks was withdrawn by client of Attorney K. Meyer. Moved by Bolek, seconded by Koplos, to adopt the recommenda- tion of License and Inspection Committee to deny request of Swiss Bavarian Imports., Inc. for liquor license at Wolf and Central Roads.
