MINUTES OF THE REGULAR MEETING
OF THE CITY COUNCIL OF THE CITY
OF DES PLAINES, ILLINOIS, HELD
IN THE COUNCIL CHAMBERS, CITY
HALL, MONDAY, JUNE 1, 1970
CALL TO ORDER: The regular meeting of the City Council of the City of
Des Plaines was called to order by Mayor Behrel at 8:08
P.M. The meeting opened with prayer by Rev. Albert
Weidlich, pastor of Grace Lutheran Church, Prospect
Heights, followed by the Pledge of Allegiance to the
flag.
ROLL CALL: Roll Call indicated the following aldermen present:
Koplos, Szabo, Sherwood, Bolek, Leer, Figard, Hinde,
Czubakowski, Wagner, Swanson, Thomas, Bonaguidi,
Shillington, Michaels. Absent were Aldermen Prickett,
and Seitz.
Present also were: Police Chief Hintz, Fire Chief Haag, City Comptroller
Blietz, City Engineer Bowen, and, City Attorney DiLeonardi. Also
Building Commissioner Schuepfer.
There being a quorum present, the meeting was in order.

SOUND"
MINUTES:
Shown at this time was the film "Unwanted Sound" on loan
from the Village of Hempstead, New York, relating their
problems surrounding the noise eminating from jet airplanes
at the John F. Kennedy Airport.
It was moved by Alderman Shillington, seconded by Alderman
Swanson, that the minutes of the regular meeting held
May 18, 1970, be approved as published. Motion declared
Carried.
REPORTS OF Placed on file were the monthly reports of the Health
CITY OFFICIALS:Department and Public Works Department for the month of
May.
Chief of
Police
Fire Chief
Police Chief Hintz reported that 33 automobile accidents
occurred during the Memorial Day weekend, resulting in
7 personal injuries. He further reported that the 15
emergency radios have arrived from the State of Illinois.
There were 135 abandoned vehicles crushed at the City
Garage last week. Further that calls into the Police
Department have increased 25% in comparison to the same
period last year.
Fire Chief Haag reported on the damaged buildings south
of Howard Street by wind and rain over the weekend. He
further reported that they are working with the Public
Service Company to solve the leaking gasoline problem on
Lee Street.
City City Engineer Bowen reported that Well #3 was started on
Engineer May 19th and the pump stopped working May 20th. Later the
well was megged out and the pump found to be completely
shorted. Well #1 was started May 18th, but unable to
do so as motor was shorted out completely. Upon investi-
gation by Wehling Well Works, it was found that both
pumps and motors could not be repaired and prices for
new equipment were solicited. The City Engineer further
recommends the readvertising for bids for the Big Bend
Lift Station. He also reported that he and Mayor Behrel
investigated the dump site at River Road and Golf Road
and found it to be satisfactory.
Big Bend It was moved by Alderman Bonaguidi, seconded by Alderman
Lift Station Koplos, to readvertise for bids for the Big Bend Lift
Station returnable June 22, 1970 at 3 P.M. Motion

WELL #1 It was moved by Alderman Figard, seconded by Alderman Bona -
REPAIRS guidi to authorize Wehling Well Works to repair Well #1
as outlined in proposal for a total cost of $17,790.00
Upon roll call, the vote was:

It was moved by Alderman Figard, seconded by Alderman Thomas,
to authorize Fete 5chrieller' 's to repair Well #3, as
outlined in proposal at a total cost of $13,300.00.
Upon roll call, the vote was:

Figard, Hinde, Czubakowski, Wagner, Swanson,

CITY It was moved by Alderman Bonaguidi, seconded by Alderman
PROPERTY Sherwood, to approve the settlement for properties east
Sengstock of the present Municipal Building - Kelso property,
Kelso $55,000 and Sengstock property, $50,000, representing
the purchase prices of said properties by the City

City City Attorney DiLeonardi reported that he is researching
Attorney both legal and technical data with relation to future
O'Hare O'Hare Airport Noise and Expansion suit and plans a
Noise conference with an acoustical expert to obtain statistical
data.
U.S. Post Following discussion, it was moved by Alderman Bolek,
Office seconded by Alderman Wagner, to authorize the City Attorney
Facility to proceed with a suit in connection with the selection
by the U. S. Post Office Department of the Oakton Street
site for location of a Des Plaines facility. Upon roll
call, the vote was:
AYES: - 15 - Alderman Koplos, Szabo, Sherwood, Bolek, Leer,
Figard, Hinde, Czubakowski, Wagner, Swanson,
Thomas, Bonaguidi, Shillington, Michaels,
Mayor.

MAYOR It was moved by Alderman Figard, seconded by Alderman Szabo,
BEHREL"S to approve the expenses of Mayor Behrel to attend the
EXPENSES U. S. Conference of Mayors to be held in Washington, D. C.
WASHINGTON June 8th and 9th. Upon roll call, the vote was:
AYES: - 15 - Alderman Koplos, Szabo, Sherwood, Bolek, Leer,
Figard, Hinde, Czubakowski, Wagner, Swanson,

Commissioner Commissioner of Public Works Schwab reported 48 trees
of Public damaged in the storm and that his office had received

COMMITTEE It was moved by Alderman Swanson, seconded by Alderman Hinde,
REPORTS:" to concur with Municipal Development Committee's recommenda-

70-13-SU/PD in Zoning Case 70-13-SU/PD, 999 E. Touhy Avenue, and
999 E.Touhy authorize City Attorney to draft the ordinance. Following
discussion, it was moved by Alderman Bolek, seconded by
Alderman Koplos, to defer action.
DEDICATION It was moved by Alderman Swanson, seconded by Alderman
FOREST AVE. Hinde, to concur with Munl'cipal Development Committee's
recommendation to change Plat of Dedication of Forest
Avenue by Borg Warner Corporation to eliminate the 33'
from Oxford Road to the CC&NW tracks. Motion declared
Carried.
THREE-WAY It was moved by Alderman Leer, seconded by Alderman Hinde,
STOP to concur with Streets and Traffic Committee's recommenda-
LAUREL & tion to ratify action of Police Department in posting
PERRY three-way stop signs at the intersection of Laurel and
Perry and to authorize City Attorney to draft necessary
ordinance. Motion declared Carried.
PARKING It was moved by Alderman Leer, seconded by Alderman Koplos,
CURTIS ST. to post "No Parking" signs on the west side of Curtis
Street from the south curb of Nimitz Drive to Cul -De -Sac
and authorize City Attorney to draft necessary ordinance.

MFT It was moved by Alderman Leer, seconded by Alderman Wagner,
SECTION 89CS to concur with Streets and Traffic Committee's recommendation
Devon Ave. to advertiseffor bids for improvement of Devon Avenue
with MFT funds - Section 89CS - returnable June 22nd at
3 P.M. Motion declared Carried.
OLD WELLER It was moved by Alderman Hinde, seconded by Alderman Figard,
CREEK STORM to concur with Special Flood Control and Sewer Committees'
SEWER recommendation to award the bid for the filling of old
Weller Creek and installing a storm sewer to Rossetti
Contracting Co., Inc. for Phase 1 Alternate 1, excluding
the cost of top soil and seeding, in the amount of
$35,591.95 total contract. Upon roll call, the vote was:
AYES: - 15 - Alderman Koplos, Szabo, Sherwood, Bolek, Leer,
Figard, Hinde, Czubakowski, Wagner, Swanson,
Thomas, Bonaguidi, Shillington, Michaels,

parade, July 4th, not to exceed $1,000 and for miscellaneous
costumes $200. Upon roll call, the vote was:

ILLINOIS The Clerk read notice of hearing before Illinois Commerce
BELL TELEPHONE Commission on Illinois Bell Telephone Company's request
COMPANY for proposed rates for information system access line
services. No Action.
COOK COUNTY It was moved by Alderman Szabo, seconded by Alderman Koplos,
ZONING DOCKETS that Council support text amendments to Cook County Zoning
1790,1791, Ordinance as set forth in Dockets 1790, 1791, and 1792,
1792 having to do with Effect of Denial of an Amendment, Revocation,
and Variation. Motion declared Carried. Alderman Shillington
voted No.
CATV The letter from Lerner Communications, Inc. requesting a
Lerner Com. hearing regarding CATV was referred to the License, Health
and Inspection Committee for study and report.
SUBDIVISION The Plat of J. L. Williams Mt. Prospect Road Subdivision

providing for three hour parking 10 a.m. to 6 p.m., except
Saturdays, Sundays and Holidays on certain streets surrounding
the downtown area. Motion declared Carried.
