OF THE CITY COUNCIL OF THE CITY
OF DES PLAINES, ILLINOIS, HELD
IN THE COUNCIL CHAMBERS, CITY
HALL, MONDAY, MAY 18, 1970
CALL TO ORDER: The regular meeting of the City Council of the City of
Des Plaines was called to order by Mayor Pro Tem Prickett
at 8:00 P.M. The meeting opened with prayer by Rev.
Emanuel Lionikis, Pastor of St. John the Baptist Greek
Orthodox Church followed by the Pledge of Allegiance to
the flag.
ROLL CALL: Roll Call indicated the following aldermen present:
Koplos, Szabo, Prickett, Sherwood, Bolek, Leer, Figard,
Hinde, Wagner, Swanson, Thomas, Bonaguidi, Shillington.
Absent were Aldermen Czubakowski, Seitz, Michaels
Present also were: Police Chief Hintz, Fire Chief Haag, City Comptroller
Blietz, City Engineer Bowen, and City Attorney DiLeonardi.
There being a quorum present, the meeting was in order.
MINUTES:
It was moved by Alderman Shillington, seconded by Alderman
Hinde, that the Minutes of the regular meeting held May
4, 1970, be approved as published. Correction - Page two
Paragraph seven - change Alderman Hinde to Alderman Leer.
After correction, motion declared Carried.
REPORTS OF Placed on file was City Comptroller's Statement of Cash
CITY OFFICIALS:Receipts - January 1 to April 30, 1970.
City City Comptroller Blietz announced that candidates for
Comptroller the position of Assistant Commissioner of Public Works
would be interviewed May 19th. He further reported on
the progress of Workmen's Compensation self-insurance
program.
Police Chief Police Chief Hintz reported that Des Plaines will be
receiving 15 new radio sets from State of Illinois. He
also reported that the car crushing of 121 abandoned
vehicles will begin tomorrow. He further reported on
the incident of residents blocking Thacker Street at
the Wolf Road intersection and was successful in requesting
Rock Road Construction Company to lay stone and oil on
that portion of Thacker Street during construction.
WOLF RD. + Alderman Bolek presented a petition signed by 41 residents
CONSTRUCTION in the Wolf Road Construction area requesting better
coordination between Rock Road Construction Company
and City in the areas of traffic flow, driveway construction
and dirt on the sidewalks. After considerable discussion
it was decided that a meeting be held with City Officials
and Rock Road Construction Company to establish better
communications and lay certain ground rules during construc-
tion.
Fire Chief
City Eng.
Fire Chief Haag reported that a 5 year old boy drowned
last week in an abandoned well. Further he reported on
the fire at Schellins Bakery Friday at 10:30 P.M. - cause
as yet undetermined.
City Engineer Bowen reported that the State Highway Dept.
plans to widen Ballard Road from Rand Road east to Potter,
plans on file in his office. He also reported on the
progress at Wells #1, 2, and 3.
City Attorney In answer to Commissioner of Public Works inquiry City
Attorney stated that the State Law does not require that
City advertise for bids for equipment. -
Metropolitan City Attorney DiLeonardi submitted to Council copies of the
Sanitary opinion of the Illinois Appellate Court affirming the lower
District court's decision in favor of the City in the Metropolitan
Suit Sanitary District case. //11°'

City City Attorney DiLeonardi reported that Special Assessments
Attorney 192, 193, and 194 were confirmed by the court May 12, 1970.
The Rio -Rand trial has been completed and the court ordered
that the buildings be placed in compliance - case continued
until June 18. The Johnny's Mobile Homes case and Triangle
Sign case have been continued for a short time.
Central City Attorney DiLeonardi reported that he has reviewed
Telephone testimony todale in the application of Central Telephone
Rate Company's rate increase before the Illinois Commerce
Increase Commission - case to be completed in November - and stated
that the rate increase is the first one that the telephone
company had requested in 15 years which is to be used for
physical improvements such as the cross -bar installation.
Abandoned The problem of abandoned vehicles on private property at
Vehicles the site of the former River -Rand Bowl on River Road was
River -Rand referred to the Judiciary Committee and Police Chief Hintz
for investigation and report.
Alderman Seitz arrived during City Attorney's report - 8:40 P.M.
COMMITTEE It was moved by Alderman Swanson, seconded by Alderman Hinde,
REPORTS: to concur with Municipal Development Committee's recommendation
Zoning to concur with Zoning Board in Case 70-8-A, and authorize
79-8-A the City Attorney to draft the necessary amendment to the
Height ordinance for further consideration by the Council regarding
a text amendment to the Zoning Ordinance having to do with
Height Regulations. Motion declared Carried.
DEDICATION It was moved by Alderman Swanson, seconded by Alderman Hinde,
FOREST AVE. to concur with Municipal Development Committee's recommendation
to approve Plat of Dedication of Forest Avenue west of Wolf
Road and authorize Mayor and City Clerk to execute same.
Motion declared Carried.
ZONING It was moved by Alderman Swanson, seconded by Alderman Hinde,
70-9-A- to concur with Zoning Board in case 70-9-A, correcting error
1584 Rand in Ordinance Z-24-67, to rezone certain lots at 1584 Rand
Road to C-2 Commercial and authorize City Attorney to draft
necessary ordinance for further consideration by the Council
Motion declared Carried.
PARKING It was moved by Alderman Leer, seconded by Alderman Koplos,
Alles, to concur with Streets and Traffic Committee's recommendation
Brown to post 'Three Hour Parking - 10 a.m. to 6 p.m. except Saturday,
Oak Slunday, and holidays" on Alles, Brown and Oak Street,
between Harding and Perry - authorize City Attorney to draft
necessary amendment. It was moved by Alderman Sherwood,
seconded by Alderman Wagner, to amend the motion to inelude
the following streets - three hour parking 10 a.m. to 6 p.m.
except Saturday, Sunday, and holidays: North and South Curb
of Thacker between Center and River; both sides of Ashland
Avenue from River Rd. to Lee Street; Oakwood Avenue from
River Road to Lee Street; Cora Street from Ashland Avenue
to Oakwood Avenue; the east side of Cora Street from Thacker
Street to Algonquin Road; and White from Ashland to Algonquin
Rd. Motion as amended Carried.
Council recessed from 9:30 to 9:35 P.M.
4 -way It was moved by Alderman Leer, seconded by Alderman Wagner,
stops to concur with Streets and Traffic Committee's recommendation
Illinois for 4 -way stop signs at the intersection of Illinois and
Riverview Riverview and authorize the City Attorney to draft the necessary
amendment to the ordinance. Motion declared Carried.
No Parking It was moved by Alderman Leer, seconded by Alderman Koplos,
Lee St. to concur with Streets and Traffic Committee's recommendation
for No Parking on the west side of Lee Street between Brown
Street and Perry Street. After discussion, it was moved
by Alderman Szabo, seconded by Alderman Thomas to defer action.i,

MFT It was moved by Alderman Leer, seconded by Alderman Figard,
RESOLUTION to adopt resolution appropriating $120,000.00 MFT Funds -
Sec. 90CS Section 90CS for improvement of Prairie Avenue, Ida Street,
Graceland Avenue, and First Avenue. Upon roll call, the
vote was:
AYES: - 14 - Alderman Koplos, Szabo, Prickett, Sherwood,
Bolek, Leer, Figard, Hinde, Wagner, Swanson,
Thomas, Bonaguidi, Shillington, Seitz.
NAYS: 0 - None

MFT It was moved by Alderman Leer, seconded by Alderman Koplos,
1970.to adopt a Supplemental Resolution appropriating $3,000
Maintenance for 1970 Street Maintenance program due to change in plans
by adding Seminary Avenue from Potter Road to Lyman.
Upon roll call, the vote was:

Load Alderman Sherwood's request for 6,000 lbs. load limit on
Limit White Street from Thacker to Oakton was referred to the Streets
White St. and Traffic Committee and Traffic Commission for study and
report.
PARKING- Alderman Sherwood's request for No Parking on either side of
White, White and either side of Cora Streets between Lincoln and
Cora Oakton was referred to the Streets and Traffic Committee and
Traffic Commission for study and report.
COAGULANT It was moved by Alderman Figard, seconded by Alderman Thomas,
to concur with Water and Finance Committee's recommendation
to award the bid for Coagulant to Drew Chemical Corporation
in the amount of $330 per ton. Upon roll call, the vote was:
AYES: - 14 - Alderman Koplos, Szabo, Prickett, Sherwood,
Bolek, Leer, Figard, Hinde, Wagner, Swanson,
Thomas, Bonaguidi, Shillington, Seitz

to concur with Water and Finance Committee's recommendation
to award the bid for lime to Marblehead Lime Co., in the
amount of $19.55 per ton for Quicklime and $28.15 per ton
for hydrated in 50 lb. paper bags. Upon roll call, the vote
was:

Water to award the contract for the installation of two new
Vault Sparling Mainline Compound Meters and relocation of two
existing meters in Water Vault to Ostman Plumbing Company,
Northbrook, in the amount of $2,190.00. Upon roll call, the
vote was:
AYES: - 14 - Alderman Koplos, Szabo, Prickett, Sherwood, Bolek,
Leer, Figard, Hinde, Wagner, Swanson, Thomas,
Bonaguidi, Shillington, Seitz.

Shillington, to concur with Sewer Committee's recommendation
to authorize City Engineer Bowen to negotiate for and
engineering study of the Eighth Ward Storm Sewer problem,
at a cost not to exceed $3,000. Upon roll call, the vote was:

Committee for study and report.
It was moved by Alderman Swanson, seconded by Alderman Hinde,
to adopt the following resolution: BE IT RESOLVED BY THE MAYOR
AND CITY COUNCIL OF THE CITY OF DES PLAINES THAT THE FOLLOWING
BILLS ARE DUE AND PAYABLE AND THE MAYOR AND CITY CLERK BE AND
ARE HEREBY AUTHORIZED TO MAKE PAYMENT FOR SAME: Total
$161,981.99. Upon roll call, the vote was:

Pollution, noise, and expansion, at a cost not to exceed $250.

Swanson, to adopt Ordinance M-9-70, allowing for the
application for Vehicle License within seven days after

CROSS Des Plaines was referred to the Civil Defense Committee for
study and report.
VACATED The letter from Northwest Dodge Inc. regarding vacated
BLDG. stone bungalow adjacent to their premises on Lee Street
Lee St. was referred to the Building Control and Inspection Committee
for study and report.
INSPECTION Alderman Shillington's request that before Occupancy Certificates
of Bldgs. are issued, the final inspection report be signed by both
Fire Prevention Bureau and Building Commissioner was referred
to Building Control and Inspection Committee for study and
report.
PUBLIC The purchase of an Elgin Pelican#3 Sweeper was referred to
WORKS the Commissioner of Public Works to receive price quotations
