IN THE COUNCIL CHAMBERS, CITY
HALL, MONDAY, MAY 4, 1970
CALL TO ORDER: The regular meeting of the City Council of the City of
Des Plaines was called to order by Mayor Herbert H. Behrel
at 8:08 P.M. The meeting opened with prayer by Rev. Allen
Fedder, Pastor of the Immanual Lutheran Church, followed
by the Pledge of Allegiance to the flag.
ROLL CALL:
Roll Call indicated the following aldermen present:
Koplos, Szabo, Prickett, Sherwood, Bolek, Leer, Figard,
Hinde, Swanson, Thomas, Bonaguidi, Seitz, Shillington.
Absent were Alderman Czubakowski, Michaels, Wagner.
Present also were: Police Chief Hintz, Fire Chief Haag, Building
Commissioner Schuepfer, City Engineer Bowen, City Comptroller Blietz,
and City Attorney DiLeonardi
There being a quorum present, the meeting was in order.

It was moved by Alderman Prickett, seconded by Alderman
Hinde, that the Minutes of the regular meeting held April
20, 1970, be approved as published. Motion declared
Carried.
The following reports were ordered to be placed on file:
Monthly reports (April) of the following departments;
Engineering, Public Works, Health, and Building.
Police Chief Hintz reported on the difficulties faced by
the Police Department in connection with the widening
of Wolf Road. It was moved by Alderman Bolek, seconded
by Alderman Leer, that the City take official action
requiring the County Highway Department to place dfi:veways
along Wolf Road affected by the widening improvement in
driveable condition during Construction. following
discussion, motion was withdrawn.

Fire Chief Haag reported that the Des Plaines Fire
Department assisted the Park Ridge Fire Department in the
rescue of drowned man in the Des Plaines River; further
on the fire at 954 Prairie Avenue, second floor.
In addition tb the monthly report submitted to Council
City Engineer Bowen reported that the Public WorksDepartment
removed the cut-down trees blocking the flow of Weller
Creek at Washington Street bridge, left by the sub
contractor of Rossi Construction Company in connection
with Weller Creek improvement.
City Attorney DiLeonardi reported that a suit has been
filed against the City - Jarvis E. and Elizabeth Johnson
VS City of Des Plaines in connection with Weller Creek
improvement. It was moved by Alderman Koplos, seconded
by Alderman Bonaguidi, to authorize City Attorney DiLeonardi
to represent City in said suit. Upon roll call, the vote

Prickett, to concur with Municipal Development Committee
and Plan Commission's recommendation to approve the
Goals. and Objectives of the City of Des Plaines as
prepared by Tec -Search, Inc. in connection with 701
Program, deleting Paragraphs one and eight on page nine.
Motion declared Carried.
ZONING It was moved by Alderman Swanson, seconded by Alderman
CASE Prickett, to concur with Municipal Development Committee's
70-7-R recommendation to concur with Zoning Board in Case
1460 Rand No. 70 -c -R and authorize City Attorney to draft the
necessary rezoning ordinance for further consideration
by the Council. Motion declared Carried.
SUBDIVISION It was moved by Alderman Swanson, seconded by Alderman
Longacres Prickett, to concur with Municipal Development Committee's
recommendation to approve Plat of Longacres Sub division
located between Algonquin Road and Thacker Street,
west of Alfini Drive,. and authorize execution upon
deposit of necessary cash and bonds for improvements.
Motion declared Carried.
PARKING
Webford Ave.
It was moved by Alderman Leer, seconded by Alderman Figard,
to concur with Streets and Traffic Committee's recommenda-
tion to post 3 hr parking 8 a.m. to 6 p.m., except Saturday,
Sunday and holidays on the south side of Webford Avenue
from Arlington to Laurel Avenue, City Attorney to prepare
the necessary ordinance. Motion declared Carried.
PARKING It was moved by Alderman Leer, seconded by Alderman Wagner,
ASH STREET to post No Parking signs permanently on the west side of
Ash Street between Highland Drive and Fargo Avenue ODD,
and authorize City Attorney to draft necessary ordinance
deleting this street from alternate parking schedule.
Motion declared Carried.

FRONTAGE RD. to concur with Streets and Traffic Committee's recommenda-
tion to post No Parking signs on Frontage Road from
Touhy Avenue to exit at Mannheim Road - City Attorney to
draft necessary ordinance. Motion declared Carried.

It was moved by Alderman Leer, seconded by Alderman Shilling -
ton to concur with Streets and Traffic Committee's
recommendation to post signs that traffic on Dulles stop
for traffic on Bradley - City Attorney to draft the
ordinance. Motion declared Carried.
RIVER STREET It was moved by Alderman Leer, seconded by Alderman Koplos,
I IMPROVEMENT to concur with Streets and Traffic Committee's recommenda-
tion to authorize the City Engineer to prepare plans and
specifications for the improvement of River Street,
including the oversizing of the watermain, with the use
of MFT Funds. Motion declared Carried.
SIDEWALKS Streets and Traffic Committee recommended that the Board
Welwyn & Cedar of Local Improvements consider the item of sidewalks in
the Welwyn & Cedar area by Special Assessment.
STATE STREET Referred to the Streets and Traffic Committee was the
Sakas Drive proposed change of street name of State Street, north of
Rand Road, west of River Road - sign posted Sakas Drive. /

WATER It was moved by Alderman Figard, seconded by Alderman Hinde,
Chlorine to concur with Water Committee's recommendation to authorize
Storage Quality Roof and Improvement Co. to construct a Chlorine
Room Storage Room at the Thacker Street Pumping Station, at
a cost of $585.00. Upon roll call, the vote was:

Thomas, to concur with Building Control and Inspection
Committee's recommendation to grant building variation
to Mr. Albert Chu to construct 7 ft. high fence at rear
of property located at 1230 Leslie Lane abutting commercial.

Alderman Sherwood's request for ordinance requiring
wrecking firms demolishing buildings to water said buildings
was referred to the Building Control and Inspection
Committee for study and report.

273 feet of two inch pipe for a total sum of $9,517.01.

OLD WELLER It was moved by Alderman Hinde, seconded by Alderman
CREEK Sherwood, to concur with Special Flood Control committee's
Filling recommendation to advertise for bids returnable May 25th
for the improvement of Old Weller Creek with storm drainage
and fill. Motion declared Carried.
HISTORICAL It was moved by Alderman Figard, seconded by Alderman
SOCIETY Sherwood, to concur with Special Historical Society
Coordinator Committee's recommendation to transfer certain funds
within the appropriation to allow the hiring of a special
coordinator, totaling $4,000 representing 1/2 year's
salary. It was moved by Alderman Bolek, seconded by Ald.
Leer to defer action on said report, following which
Alderman Figard withdrew motion to allow further consideration

intersection of Princeton and Eighth Avenue. Motion

Prickett, to concur with Mayor Behrel's appointment of
Mrs. Carl (Pauline) Swanson, 1331 Center Street, to
the youth Commission to fill a vacancy, term to expire
April 30, 1972. Motion declared Carried.

Sherwood, to appoint Alderman Alfred Prickett as Mayor
Pro -Tem during Mayor Behrel's absence from May 9th to
May 25, 1970. Motion declared Carried.

Hinde, that the regular meeting of the City Council adjourn.
