MINUTES OF THE REGULAR MEETING
OF THE CITY COUNCIL OF THE CITY
OF DES PLAINES, ILLINOIS, HELD
IN THE COUNCIL CHAMBERS, CITY
HALL, MONDAY, APRIL 20, 1970
CALL TO ORDER: The regular meeting of the City Council of the City of
Des Plaines was called to order by Mayor Herbert H. Behrel
at 8:05 P.M. The meeting opened with prayer by Rev.
Bernhard Johanson, pastor of the First Presbyterian
Church, followed by the Pledge of Allegiance to the flag.

Roll call indicated the following aldermen present:
Koplos, Szabo, Prickett, Sherwood, Bolek, Leer, Figard,
Hinde, Czubakowski, Wagner, Swanson, Thomas, Bonaguidi,
Shillington, Mieh:aels. Alderman Seitz Absent.
Present also were: Police Chief Hintz, Fire Chief Haag, Building
Commissioner Schuepfer, City Engineer Bowen, and City Attorney DiLeonardi.
City Comptroller arrived at 9:20 P.M.
There being a quorum present, the meeting was in order.
MINUTES:
It was moved by Alderman Prickett, seconded by Alderman
Bonaguidi, that the Minutes of the regular meeting held
April 6, 1970, be approved as published. Motion declared
Carried.
REPORTS OF Placed on file were the following reports: Fice Department
CITY OFFICIALS:Quarterly report; Police Department, Quarterly Report,
Civil Defense, Annual Report; Public Works Staff Meeting
Minutes; Minutes of Youth Commission meeting.
Police Chief Police Chief Hintz reported that various traffic studies
had been turned over the Streets and Traffic Committee;
further that Sgt. Walters is working with City Engineer
Bowen on the Maple Street problem.
Fire Chief
Fire Chief Haag reported on the recent fire at Rio Rand
Motel, stating that four apartments and the basement
were severly damaged.
Alderman Seitz arrived at this time.
City Engineer City Engineer Bowen on the progress of filling old Weller
Creek, and stated that he is awaiting reply regarding
the fencing of Chicago Meter Vault.

It was moved by Alderman Hinde, seconded by Alderman Figard,
to authorize the Mayor and City Engineer to negotiate
with Rock Road Construction Company to use 977 caterpillar
if necessary to aid City's crews4.to fill Old Weller
Creek. Upon roll call, the vote was:
AYES: - 17 - Alderman Koplos, Szabo, Prickett, Sherwood,
Bolek, Leer, Figard, Hinde, Czubakowski,
Wagner, Swanson, Thomas, Bonaguidi, Seitz,
Shillington, Michaels, Mayor.

COMMITTEES: to concur with Police, Fire, and Finance Committees's
EQUIPMENT recommendation to award the bid for five automobiles
Police,Fire for Police and Fire Departments and City Engineer to
City Eng. Al Piemonte Ford, Melrose Park, in the amount of $12,459.10,
which includes factory air conditioning and tinted glass.
Upon roll call, the vote was:

It was moved by Alderman Bolek, seconded by Alderman
Wagner, to concur with License, Health and Inspection
Committee's recommendation to deny liquor license request
of K -Mart for Beer Only License. Motion declared Carried.
IT was moved by Alderman Bolek, seconded by Alderman Koplos,
to concur with License, Health and Inspection Committee's
recommendation to reduce fee of Vehicle License for
owners over 65 showing proof of age, to $1, effective
January 1, 1971, limit one per family, for passenger
automobiles only, City Attorney to draft the necessary
amendment to the ordinance. Motion declared Carried.
It was moved by Alderman Swanson, seconded by Alderman
Sherwood, to concur with Sanitation and Finance Committees
recommendation to award the bid for Truck with Packer
Body to Oakton International, Inc., in the amount of
$20,489.00. Upon roll call, the vote was:
AYES: - 17 - Alderman Koplos, Szabo, Prickett, Sherwood,
Bolek, Leer, Figard, Hinde, Czubakowski,
Wagner, Swanson, Thomas, Bonaguidi, Seitz,
Shillington, Michaels, Mayor.

It was moved by Alderman Leer, seconded by Alderman Wagner,
to concur with Streets and Traffic Committee recommendation
to award the bid for 1970 Maintenance Program with MFT
Funds to the low bidder, Skokie Valley Asphalt Company,
in the amount of $27,258.42. Upon roll call, the vote
was:

It was moved by Alderman Leer, seconded by Alderman Wagner,
to concur with Streets and Traffic Committee's recommenda-
tion to grant request of Rock Road Construction to locate
a portable Helzel Batch Plant and storage yard on one
acre of property located on the west side of Wolf Road
between MEYER Material and Parker -Hannifin Corporation
in connection with Wolf Road Improvement, for a period
not to exceed six months or October 15, 1970 - Rock
Road Construction Company to provide proper proof of
Insurance coverage, lease agreement and rehabilitation
of property agreement. Motion declared Carried.
It was moved by Alderman Leer, seconded by Alderman Koplos,
to concur with Streets and Traffic Committee's recommenda-
tion to authorize the City Engineer to draw plans and
specifications for proper illumination of the intersection
at Graceland and Thacker, including estimate of cost.
Motion declared Carried.
It was moved by Alderman Leer, seconded by Alderman Bona-
guidi, to concur with Streets and Traffic Committee's
recommendation to move the "No Parking Here to Corner"
sign 20 feet north of present location at the intersection
of Eighth Avenue and Princeton - City Attorney to draft
the necessary amendment. Motion declared Carried.
Alderman Leer made a progress report on the alleged
traffic problem in the 1600-1700 Block of Estes Avenue,
stating the survey showed traffic flow to be less than et,/
five vehicles per hour.

MAPLE STREET It was moved by Alderman Leer, seconded by Alderman Wagner,
Parking to concur with Streets and Traffic Committee's recommenda-
tion to place "No Parking" signs on the west side of
Maple Street from the loading dock south to Touhy Avenue,
City Attorney to draft the necessary ord_biance. Motion
declared Carried.
WEBFORD AVE. It was moved by Alderman Hinde, seconded by Alderman Figard,
Parking to place "Three Hour Parking 8 a.m. to 6 p.m., except
Saturday, Sunday, and holidays" on Webford Avenue from
Laurel to Arlington, by police order, and authorize the
City Attorney to draft the necessary amendment. Motion
declared Carried.
BIDS - It was moved by Alderman Figard, seconded by Alderman
Lime,Coagulant Hinde, to concur with Water Committee's recommendation to
PO:Ilyphosates advertise for bids returnable May llth at 3 P.M. for
lime, coagulant, and polyphosates. Motion declared Carried.

The letter from Student Council of Maine West High School
requesting permission to organize a "Clean Up Des Plaines"
day, May 9th, was referred to the Beautification Committee
for study and report.
It was moved by Alderman Sherwood, seconded by Alderman
Michaels, to concur with Special Welfare & Counseling
Committee's recommendation to authorize the purchase
of services from existing agencies, the Salvation Army
Family Counseling Center; the Maine Township Mental
Health Association, for professional youth counseling
and physchiatric evaluations, up to $150 per youth.
Upon roll call, the vote was:

It was moved by Alderman Prickett, seconded by Alderman
Swanson, to adopt the following resolution: BE IT RESOLVED
BY THE MAYOR AND CITY COUNCIL OF THE CITY OF DES PLAINES
THAT THE FOLLOWING BILLS ARE DUE AND PAYABLE AND THE MAYOR
AND CITY CLERK BE AND ARE HEREBY AUTHORIZED TO MAKE PAYMENT
FOR SAME: notal $121,061.50. Upon roll call, the vote was:

approval of said Phase III by the Regional Office of the
Department of Housing and Urban Development.

Prickett, to concur with Special Aeronautics Committee's
recommendation to adopt Resolution R-9-70, authorizing
the City Attorney to take necessary legal action in the
proposed future expansion of O'Hare International Airport.

It was moved by Alderman Figard, seconded by Alderman
Koplos, to adopt Ordinance NI -7-70 providing for a
Supplemental Appropriation. Ordinance appropriating an
an additional $69,000 to the Parking Meter Fund known
as Article X of the 1970 Appropriation Ordinance (M-1-70)
of the City of Des Plaines. Upon roll call, the vote was:

It was moved by Alderman Wagner, seconded by Alderman
Czubakowski, to concur with Zoning Board of Appeals's
recommendation to deny petition for rezoning in Case
70-6-R - property located at Touhy & Westview. Motion
declared Carried. Alderman Wagner submitted a petition
against rezoning signed by property owners in the area.
Alderman Prickett voted No.
The letter from Des Plaines Zoning Board of Appeals re
Case 70-7-R - property located at 1460 Rand Road, was
referred to the Municipal Development Committee for study
and report.
The letter from Des Plaines Plan Commission regarding
approval of Goals and Objectives of the City of Des Plaines
as submitted by Tec -Search, Inc. for the 701 Program
was referred to the Municipal Development Committee for
study and report.
The letter from Mobil Oil Corporation requesting issuance
of occupancy permits for Mobil Service Station located
at the southeast corner of Golf and Mt. Prospect Road
was referred to the Judiciary and Municipal Development
Committees for study and report.
It was moved by Alderman Leer, seconded by Alderman Figard,
to adopt the resolution honoring Florence Domes, retir:.ing
teacher at West School,for her service to the City.
Motion declared Carried.'
In response to the letter received from Des Plaines
Chamber of Commerce regarding July 4th parade celebrating
the City's 135 anniversary, Mayor Behrel appointed the
following Parade Committee: Alderman Figard, Chairman;
Alderman Czubakowski, City Clerk Rohrbach.
It was moved by Alderman Prickett, seconded by Alderman
Bolek, to authorize the City Comptroller to issue a
purchase order for an air pollution measuring device,
as outlined in letter from Edward T. Prell, Chairman
of the Air Pollution Appeal Board. Motion declared Carried

CATCH It was moved by Alderman Szabo, seconded by Alderman
BASIN Bonaguidi, to authorize Town & Country Services, Inc.
CLEANING to clean 1,000 Catch Basins, at a cost of $6.95 per
basin, due to the fact that weather did not permit
the completion of work prior to December 31, 1969.
Upon roll call, the vote was:
