03/16/19703/16/70 275 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF DES PLAINES, ILLINOIS, HELD IN THE COUNCIL CHAMBERS, CITY HALL, MONDAY, MARCH 16, 1970 CALL TO ORDER; The regular meeting of the City Council of the City of Des Plaines was called to order by Mayor Herbert H. Behrel at 8:05 P.M. The meeting opened with prayer by Rev. Earl Thomas, of St. Mary's Catholic Church, followed.by the Pledge of Allegiance to the flag. 1 ROLL CALL: Roll Call indicated the following aldermen present: Koplos, Szabo, Prickett, Sherwood, Bolek, Leer, Figard, Hinde, Czubakowski, Wagner, Swanson, Thomas, Bonaguidi, Seitz, Shillington, Michaels. Also present were: City Comptroller Blietz, Police Chief Hintz, Fire Chief Haag, City Engineer Bowen, Commissioner of Public Works Schwab, and City Attorney DiLeonardi, and Building Commissioner Schuepfer. There being a quorum present, the meeting was in order. MINUTES: It was moved by Alderman Bonaguidi, seconded by Alderman Prickett, that the minutes of the regular meeting held March 2, 1970, be approved as published. Motion declared Carried. REPORTS OF Police Chief made a progress report on the homicide case CITY OFFICIALS:at DeSoto, Inc.; also reported that Maine West High School' Police Chief had a bomb scare on March 13th, and students were dismissed at 12:15 p.m.; further reported on youth vandelism in the area between Wolf and Mt. Prospect Roads, south of Rand Road. I City Eng. City Engineer Bowen made a progress report on Well No. 3 dredging; further that persons unknown have broken into meter pit receiving Chicago water. Flooding At the request of Alderman Leer, the problem of constant Walnut & First flooding problem at the intersection of Walnut and First Avenues was referred to the City Engineer for stuy. Fencing Referred to the Water Committee and City Engineer was the Meter Vault study of a possibility of fencing of Chicago Meter Vault to eliminate aforementioned report of City Engineer. City City Attorney DiLeonardi reported that progress is being Attorney made in Rio Rand Motel case and trial has been set for April 1st. Further in the Rand -Wolf case, the circuit court has indicated they would deny the owners request for relief, with the exception of the southwest corner and a parcel south of that, suggesting that the owners come back with amended case - hearing scheduled for April 22nd. WOLF RD. Following discussion, it was moved by Alderman Leer, seconded CONSTRUCTION by Alderman Bolek, to deny the request of Roek Road Construction Rock Road Company to locate a portable Helzel Batch Plant and storage yard on one acre of property located on the south side of Thacker Street and east of Chicago Northwestern Railroad, in connection with the Wolf Road highway construction. Motion declared Carried. REPORTS OF It was moved %y Alderman Hinde, seconded by Alderman Figard, COMMITTEES to concur with Fire Committee's recommendation to authorize 6 Firemen the Board of Police and Fire Commission to certify six additional firemen, appointment effective April 6, 1970. Bids - It was moved by Alderman Hinde, seconded by Alderman Bonaguidi, Automobile to concur with Fire Committee's recommendation to advertise for bids for a 4 -door automobile - 8 cylinder - returnable March 30, 1970. M., specifi- cations to be drawn by E. N. Fletcher Engineering Co. Motion declared Carried (See minutes later in meeting) 3 -way stop It was moved by Alderman Leer, seconded by Alderman Wagner, RUSTY & DAVID to concur with Streets and Traffic Committee's recommendation that the intersection of Rusty and David Drive become a 3 -way stop intersection and authorize the City Attorney to draft the necessary ordinance. Motion declared Carried. PARKING The petition requesting that parking become permanent on Ash Street the east side of Ash Street, in the 2100 block, submitted by Alderman Wagner was referred to the Streets and Traffic Committee for study and report. RIVER & The letter from Department of Public Works and Buildings I TOUHY - left regarding request for left turn signals at Des Plaines turn River Road and Touhy Avenue, stating that analysis of traffic data does not warrant the installlation of left turn signals was submitted by Mayor Behrel at this time. 1 PARKING Alles St. Alderman Koplos's request for the elimination of all day parking on Alles Street, Brown Street, and Oak Street between Perry Street and Harding Avenue, was referred to the Traffic Commission for study and report. WATERMAINS It was moved by Alderman Figard, seconded by Alderman Leer, Bids to concur with Water Committee's recommendation to advertise for bids returnable March 30, 1970, at 3 P.M. for a 12" watermain between 24" main east of the Soo Line Railroad to 12" main in the west side of Mannheim Road, just north of Touhy Avenue; an 8" watermain in Devon Avenue from Patton Drive west to the Toll Highway; and a 12" watermain in Lee Street from 24" main east of the Soo Line Railroad to the 10" watermain in the east side of Mannheim Road. Motion declared Carried. STORM SEWER Section 19 Retention Basis - 8th Ward It was moved by Alderman Bonaguidi, seconded by Alderman Hinde, to concur with Sewer Committee's recommendation to advertise for bids returnable March 30th at 3 P.M. for Section 19 of the Storm sewer program - the firm of E. N. Fletcher Engineering Co. to draw necessary specifications, at an estimated cost of $260,000. It was moved by Alderman Wagner, seconded by Alderman Czubakowski, to amend the specifications to -include extension of storm sewer to provide relief on Chestnut Street. Motion to amend declared Carried. Motion as amended declared Carried. It was moved by Alderman Bonaguidi, seconded by Alderman Shillington, to concur with Sewer Committee's recommendation to authorize Mayor Behrel and City Engineer Bowen to secure permission from Mt. Prospect Park District to locate a retention basin on proposed park district property south of Algonquin Road to provide relief of existing storm sewer. Motion declared Carried. It was moved by Alderman Wagner, seconded by Alderman Swanson, to concur with Building Control and Inspection Committee's recommendation to approve the pole sign of Yankee Doodle Dandy at 584 Oakton Street. Motion declared Carried. Alderman Wagner reviewed the need for further investigation of certain housing in the First Ward - no action. It was moved by Alderman Wagner, seconded by Alderman Thomas, to concur':with Building Control and Inspection Committee's recommendation to waive enforcement of sign regulations until May 1, 1970, with regards to non -conforming existing signs to provide committee opportunity for further study. Motion declared Carried. It was moved by Alderman Koplos, seconded by Alderman Wagner, to concur with Parking Lots Committee's recommendation to advertise for bids returnable March 30th at 3 P.M. for the construction of additional parking facilities at Cumberland Parking Lot and Ellinwood Street Parking Lot, leased from Chicago & Northwestern Railway - specifications to be drawn by E. N. Fletcher Engineering Company. Motion declared Carried. It was moved by Alderman Koplos, seconded by Alderman Michaels, to concur with Parking Lots Committee's recommendation to advertise for bids returnable March 30th at 3 P.M. for coin collection equipment to serve the Cumberland Parking Lot - specifications to be drawn by City Engineer Bowen. Following considerable discussion of Chicago Airport Authority's proposed plans to expand runways at O'Hare International Airport, it was moved by Alderman Michaels, seconded by Alderman Swanson, to adopt a resolution to either join the City of Park Ridge in legal action against City of Chicago Airport Authority or institute legal action on behalf of the City of Des Plaines, opposing further expansion of O'Hare International Airport facilities. Upon roll call, the vote was: AYES: - 17 - Alderman Koplos, Szabo, Prickett, Sherwood, Bolek, Leer, Figard, Hinde, Czubakowski, Wagner, Swanson, Thomas, Bonaguidi, Seitz, Shillington, Michaels, Mayor. Referred to the Special Aeronautics Committee was the request of Alderman Michaels that the City purchase a noise detection device to measure airplane noise, or rent vehicle owned by Park Ridge. Also referred to the Special Aeronautics Committee was the purchase of equipment to sight iircraft violating the City's air pollution ordinance. It was moved by Alderman Prickett, seconded by Alderman Michaels, that the City enact an ordinance similar to ordinances adopted by Park Ridge, Englewood, California or Hempstead, N. Y. regarding noise eminating from aircraft. Motion declared Carried. It was moved by Alderman Bolek, seconded by Alderman Koplos, that Council adopt a resolution urging diversion of flights into Midway and renewing with vigor the search for a third airport - to be mailed to all Airline Company presidents and FAA, City of Chicago, legislators, in addition to City of Chicago Airport Authority. Fletcher Engineering Co. in the amount of $801.01 for preparing specifications for the Street Maintenance Program with MFT funds and authorize City Engineer Bowen to review same and administer construction. Alderman Wagner's request for four-way stop signs at the intersection of Webster Lane and Oakton Street was referred to Mayor Behrel to contact the County Highway Department for permission to install. City Engineer Bowen's suggestions for various annexation and subdivision fees requiring ordinance changes, was referred to the Municipal Development and Finance Committees for study and report.
