03/02/19703/2/70 270 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF DES PLAINES, ILLINOIS, HELD IN THE COUNCIL CHAMBERS, CITY HALL, MONDAY, MARCH 2, 1970 CALL TO ORDER: The regular meeting of the City Council of the City of Des Plaines was called to order by Mayor Herbert H. Behrel at 8:05 P.M. The meeting opened with prayer by Rev. Keith A. Davis, Pastor of the Church of the Master, followed by the Pledge of Allegiance to the flag. ROLL CALL: Roll Call indicated the following aldermen present: Koplos, Prickett, Sherwood, Bolek, Leer, Hinde, Czubakowski, Wagner, Swanson, Bonaguidi, Seitz, Shillington. Absent were Aldermen Szabo, Figard, Thomas, and Michaels. Also present were: Administrative Assistant R. Carlsen, City Comptroller Blietz, Police Chief Hintz, Fire Chief Haag, City Engineer Bowen, and City Attorney DiLeonardi. There being a quorum present, the meeting was in order. MINUTES: It was moved by Alderman Prickett, seconded by Alderman Bonaguidi, that the minutes of the regular meeting held February 16, 1970, be approved as published. Correction made on Page two, paragraph five, changing the word west to east. Motion declared Carried. REPORTS OF The following reports were ordered placed on file: CITY OFFICIALS: Annual Report, Commissioner of Public Works and City Engineer; Health Department, February; Building Department, February; Engineering Department, February; Public Works, February. Police Chief City Attorney ZONING - Text Amendment Height Limitations REPORTS OF COMMITTEES Police Dept. Personnel Police Chief Hintz reported that six detectives have been assigned to the recent murder case and two uniform policemen assigned to the building. There were 200 traffic cases heard in court this morning before two judges. Further that Sgt. Wolf has retired from Police Service. Also that efforts are being made to find housing for the recently evicted family on Lee Street. City Attorney DiLeonardi gave a progress report on several cases before the courts as follows: Decision on motion for summary judgment in the Spindler Tree Case postponed until March; Decision in Rand -Wolf Zoning case expected March 6. Following the report of City Attorney DiLeonardi in the present Zoning Ordinance regarding height limitations of buildings, it was moved by Alderman Hinde, seconded by Alderman Bonaguidi, to authorize the City Attorney to prepare the necessary text amendment regarding same for submission to the Zoning Board of Appeals for public hearing. Motion declared Carried. It was moved by Alderman Bonaguidi, seconded by Alderman Hinde, to concur with Police Committee's recommendation to authorize the Board of Police and Fire Commission to fill the following positions in the Police Department: One new Lieutenant from eligibility list Two Sergeants to fill vacancies Five Patrolmen to fill vacancies Four new Patrolmen created in the 1970 budget Further to authorize the City Comptroller to advertise for Clerk -Typist for the Police Department. FIRE DEPT. It was moved by Alderman Hinde, seconded by Alderman Sherwood, EQUIPMENT to concur with Fire and Finance Committee's recommendation Radios to purchase two Motorola portable radios from Motorola Communications and Electronics Inc. at a total cost of $1,298.00. Upon roll call, the vote was: AYES: - 14 - Alderman Koplos, Prickett, Sherwood, Bolek, Leer, Hinde, Czubakowski, Wagner, Swanson, Bonaguidi, Seitz, Shillington, Michaels, Mayor. NAYS: 0 - None ABSENT: 3 - Alderman Szabo, Figard, Thomas There being fourteen affirmative votes, Motion declared Carried. SANITATION It was moved by Alderman Swanson, seconded by Alderman Plastic Bag Sherwood, to concur with Sanitation's Committee's recommendation Testing to continue the testing program for plastic bags for another ninety days in the present testing areas, and add approximately 500 homes to the test area during the summer months for further testing. Upon roll call, the vote was: AYES: - 12 - Alderman Koplos, Prickett, Sherwood, Bolek, Leer, Hinde, Czubakowski, Wagner, Swanson, Bonaguidi, Seitz, Mayor. MFT It was moved by Alderman Leer, seconded by Alderman Koplos, SECTION 85CS to concur with Streets and Traffic Committee's recommendation to award the bid for Section 85CS MFT to the low bidder, Milburn Brothers, Inc., in the amount of $71,436.60, for the improvement of Princeton, Eighth, and Stone Avenues - checks of the unsuccessful bidders to be returned. AYES: 14 - Alderman Koplos, Prickett, Sherwood, Bolek, Leer, Hinde, Czubakowski, Wagner, Swanson, Bonaguidi, Seitz, Shillington, Michaels, Mayor. It was moved by Alderman Leer, seconded by Alderman Wagner, LOAD LIMIT to concur with Streets and Traffic Committee's recommendation to post load limit of 6,000 lbs. on Scott Street, south of Touhy and authorize the City Attorney to draft the necessary amendment. It was moved by Alderman Leer, seconded by Alderman Sherwood, Remove to concur viith Streets and Traffic Committee's recommendation' No Parking to remove "No Parking" signs on the east side of Deane Street, between Algonquin and Vanburen and authorize the City Attorney to draft the necessary amendment to the ordinance. Motion declared Carried. It was moved by Alderman Leer, seconded by Alderman Wagner to place "No Parking between signs" a distance of 53' in front of the entrance to St. Stephens Church on the north side of Prospect Avenue and authorize the City Attorney to draft the necessary ordinance. Motion declared Carried. It was moved by Alderman Leer, seconded by Alderman Koplos, to concur with Streets and Traffic Committee's recommendation to make no change in the two-hour parking signs on Prairie Avenue, just west of First Avenue. Motion declared Carried. Alderman Wagner's request for removal of stop signs on Maple Street, in front of industrial development, north of Touhy studied by the Traffic Commission and Streets and Traffic Committee was referred to the Police Department for investigation and suggestions for improvement. It was moved by Alderman Koplos, seconded by Alderman Sherwood, to concur with Parking Lots and Finance Committee's recommendation to retain the services of the H. P. Lochner, Inc., engineering firm of Chicago to prepare a comprehensive downtown parking study for the sum not to exceed $23,000. Upon roll call, the vote was: AYES: - 14 - Alderman Koplos, Prickett, Sherwood, Bolek, Leer, Hinde, Czubakowski, Wagner, Swanson, Bonaguidi, Seitz, Shillington, Michaels, Mayor. It was moved by Alderman Koplos, seconded by Alderman Wagner, to concur with Parking Lots and Finance Committee's recommendation to retain the services of Benjamin and Lang, Inc. of Chicago to prepare a complete financial report pertaining to the downtown off street public parking system for the sum not to exceed $5,000. If financing exceeds $1,000,000, at the time of delivery of the bonds, an additional compensation of 1/2 of 1% of the par value of the bonds shall be paid in excess of $1,000,000. It was moved by Alderman Michaels, seconded by Alderman Prickett, to authorize the City Attorney to draft a resolution encouraging the proper authorities to locate a local Juvenile Court system throughout the County and a branch in the City of Des Plaines. Motion declared carried. Alderman Michaels, Chairman, reported that the Senior Citizen Housing Committee has met several times and is recommending that, City enter into a Cooperation Agreement with the Cook County Housing Authority and recommending adoption of a resolution approving application for preliminary loan for low -rent public housing - copies of same submitted to Council this evening for their study and consideration. Discussed at this time was the possibility of obtaining a charter from the State of Illinois for a Des Plaines Housing Authority. The letter withdrawing Plat of Vacation and requesting to dedicate 6 -foot strip to widen existing Chicago Avenue was referred to Plan Commission for study and report. Letter from K. Meyer, representing School District #62. The request of Mrs. Gundling to divide lots at VanBuren and Margret was referred to the Plan Commission. It was moved by Alderman Shillington, seconded by Alderman Sherwood, to accept resignation of Rev. Richard Fassbinder from the Youth Commission and authorize Mayor Behrel to write letter of commendation. Motion declared Carried. It was moved by Alderman Wagher, seconded by Alderman Seitz, to accept resignation of Mr. Frank J. Kautter from the Library Board and authorize Mayor Behrel to write letter of commendation. It was moved by Alderman Sherwood, seconded by Alderman Wagner, to concur with Mayor Behrel's appointment of Michael Danzi to the Electrical Commission, to fill the unexpired term of Mr. E. Priebe who recently retired - term to expire April 30, 1970. Motion declared Carried. Mayor Behrel announced to the City Council that City Comptroller Duane Blietz had been appointed to the Board of Directors of the Illinois Chapter of the Municipal Finance Officers Association. The letter from Fire Chief Haag re Lt. Arthur's report on investigations with regards to certain housing violations in the First Ward was referred to the Building Control and Inspection Committee for study and report.
