02/02/1970260 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF DES PLAINES, ILLINOIS, HELD IN THE COUNCIL CHAMBERS, CITY HALL, MONDAY, FEBRUARY 2, 1970 CALL TO ORDER: The regular meeting of the City Council of the City of Des Plaines was called to order by Alderman Prickett at 8:07 P.M. The meeting openedwith prayer by Rev. Elmer VonBusch of the Immanuel Community Baptist Church, followed by the Pledge of Allegiance to the flag. ROLL CALL - See back of this page. MAYOR PRO -TEM: It was moved by Alderman Bonaguidi, seconded by Alderman Koplos, to appoint Alderman A. Prickett Mayor -Pro -Tem for the regular meeting of the Council. Motion declared Carried. MINUTES: It was moved by Alderman Sherwood, seconded by Alderman Swanson, that the Minutes of the regular meeting of January 19, 1970, be approved as published. Motion declared Carried. REPORTS OF The Clerk submitted the following reports which were placed CITY OFFICIALS:on file: Building Department for month of Jan 4ary; Health Department for month of January; Treasurer's report of Police and Fire Pension Funds; Report of Commissioner of Public Works; City Engineer Bowen's report on special program in Flood Control in Cook County. Police Chief reported on two recent robberies; Fire Chief reports that 14 firemen have enrolled in the Junior College program at Harper; Building Commissioner reported that the recent seminar at the University of Illinois was most informative - written report forthcoming. City Engineer gave progress report on Weller Creek fencing and lowering of Wells. Further that he visited Elmhurst to explore their parking lots with Aldermen Koplos and Wagner, and that action is being taken to solve the problem of Sanitary Sewer at Lake Opeka fieldhouse. Billboards MEETING - Foster & Kleiser Billboards City Attorney DiLeonardi reported that the Rand -Wolf Zoning Case trial began Monday, Tuesday, and Wednesday. Further reported that he attended the Illinois Commerce Commission hearing of the Central Telephone Co.'s petition for increased rates at Springfield and will submit written report after review of printed exhibits. It was moved by Alderman Szabo, seconded by Alderman Leer to authorize the City Attorney to defend the City in Zoning Suit - Julius Cohen, vs. City of Des Plaines - on property commonly known as the Boeckenhauer Property. Upon roll call, the vote was: AYES: - 14 - Alderman Koplos, Szabo, Prickett, Sherwood, Leer, Hinde, Czubakowski, Wagner, Swanson, Thomas, Bonaguidi, Seitz, Shillington,Michaels NNAYSf; - 0 - None ABSENT: 2 - Alderman Bolek, Figard There being fourteen affirmative votes, Motion declared Carried. Upon questioning by Alderman Sherwood, City Attorney advised the Council that he believed the meeting scheduled with Foster & Kleiser to view a film on Billboards should be postponed at this time, at which time Mayor Pro -Tem e Q officially postponed the meeting. Absent were Alderman Bolek, Figard, ZONING CASE 70-2-R 1645 Rand 2/2/70 261 Page two It was moved by Alderman Swanson, seconded by Alderman Hinde, to concur with Municipal Development Committee's recommenda- tion to concur with Zoning Board in Case 70-2-R - 1645 Rand Road and authorize the City Attorney to prepare the Zoning Ordinance for further consideration by the Council. Motion declared Carried. ELK GROVE It was moved by Alderman Hinde, seconded by Alderman RURAL FIRE Shillington, to concur with Fire Committee's recommendation 111 PROTECTION to authorize Mayor and City Clerk to execute agreement with DISTRICT Elk Grove Rural Fire Protection District for service AGREEMENT provided by the City for the year 1970 at a cost of $6,000. Upon roll call, the vote was: AYES: - 9 - Alderman Koplos, Prickett, Sherwood, Leer, Hinde, Czubakowski, Swanson, Shillington Michaels. LEASE It was moved by Alderman Szabo, seconded by Alderman Wagner, OFFICE SPACE to authorize the Lease Agreement for additional office Ellinwood space for the office of City Comptroller in the building St. Bldg. located at 1585 Ellinwood Street, for a rental of $370 permonth. Upon roll call, the vote was: AYES: - 10 - Alderman Koplos, Szabo, Prickett, Leer, Hinde, Wagner, Swanson, Thomas, Bonaguidi, Seitz, NAYS: 4 - Alderman Sherwood, Czubakowski, Shillington, Michaels ABSENT: 2 - Alderman Bolek, Figard There being ten affirmative votes, Motion declared carried. APPRAISAL It was moved by Alderman Szabo, seconded by Alderman Sherwood Properties to authorize the Mayor to contract for appraisal of certain for properties for location of new Municipal Building. Acquisition It was moved by Alderman Szabo, seconded by Alderman Leer, of First to concur with Building and Grounds Committee's recommenda- National tion to terminate negotiations with First National Bank Bank Bldg. of Des Plaines directors for purchase of First National Bank building to be used as municipal building, at this time. Following considerable discussion, it was moved by Alderman Swanson, seconded by Alderman Prickett, to table, the motion. Upon roll call, the vote was: AYES: - 6 - Alderman Prickett, Hinde, Czubakowski, Swanson, Thomas, Michaels NAYS: 8 - Alderman Koplos, Szabo, Sherwood, Leer, Wagner, Bonaguidi, Seitz, Shillington. ABSENT: 2 - Alderman Bolek, Figard There being eight negative votes, motion declared lost. It was then moved by Alderman Thomas, seconded by Alderman Swanson to defer action on said Committee report. Motion declared Carried. It was moved by Alderman Leer, seconded by Alderman Shillington, to concur with Streets and Traffic Committee and Traffic Commission recommendation to post 4 -way stop signs at the intersection of Beau Drive and Millers Road and authorize the City Attorney to draft the ordinance. Motion declared Carried. It was moved by Alderman Leer, seconded by Alderman Koplos to concur with Streets and Traffic Committee and Traffic Commission recommendation to post No Parking signs on the east side of White Street from Oakton Street south to the alley and authorize the City Attorney to draft the necessary ordinance. Motion declared Carried. It was moved by Alderman Leer, seconded by Alderman Koplos, to concur with Streets and Traffic Committee and Traffic Commission recommendation to post No Parking - 9:00 a.m. to 5:00 P.M., except Sundays and Holidays on the north side of Seegers Road to Wieboldt Avenue and authorize the City Attorney to draft the necessary ordinance. Motion declared Carried. At the request of Streets and Traffic Committee, the letter from Soo Line Railroad re pedestrian crossing arms was referred to the City Attorney for opinion of degree of responsibility that the railroad should bear in cost of safety improvement. It was moved by Alderman Koplos, seconded by Alderman Michaels, to concur with Parking Lots Committee's recommenda- tion to authorize the Mayor to negotiate the terms of feasibility, location, and preliminary engineering studies with the firms of H. W. Lochner Engineering Co. of Chicago and Benjamin & Lang of Chicago, financial consultants to develop public off-street parking system downtown, and report findings to the Committee for further study and report. Motion declared Carried. It was moved by Koplos, seconded by Wagner, to concur with Parking Lots Committee's recommendation to authorize the City Engineer to draw the plans and specifications for expanding lots on Chicago and Northwestern Right -of way in accordance with agreement to rate of 50per day for commuters, effective July 1, 1970, on present lots leased from said railroad, at the following locations: South side of right -of way at Cumberland; north side of right-of-way at Cumberland and south side of right -of way between River Road and Pearson Street. Alderman Seitz, Chairman of the Library Committee, reported that plans for the Library addition and parking lot have been approved by the Board and will advertise for bids shortly. The Plat of Alley Vacation of alley near Des Plaines Avenue requested by School District 62, was referred to the Municipal Development Committee for study and report. The request of Mr. Henry Halling and Elizabeth C.
