OF THE CITY COUNCIL OF THE CITY
OF DES PLAINES, ILLINOIS, HELD
IN THE COUNCIL ROOM, CITY HALL,
MONDAY, OCTOBER 7, 1968
The regular meeting of the City Council of the City of
Des Plaines was called to order by Mayor Herbert H. Behrel,
at 8:08 P.M. The meeting opened with a prayer by Rev.
Pastor of the Evangelical and Reformed Church, followed by
allegiance to the flag.
Roll Call indicated the following aldermen present:
Rateike, Szabo, Prickett, Wright, Bolek, Leer, Figard,
Hinde, Czubakowski, Wagner, Swanson, Thomas, Bonaguidi,
Shillington, Michaels.
Absent was Alderman Seitz
Also present were: City Comptroller Blietz, Chief of Police Hintz,
Fire Chief Arndt, Building Commissioner Schuepfer, Commissioner of Public
Works Warnieke, and City Attorney Robert J. DiLeonardi.
There being a quorum present, the meeting was in order.
MINUTES:
It was moved by Alderman Prickett, seconded by Alderman
Rateike, that the Minutes of the regular meeting of
(.0-4 )6 7, 1968, be approved as published. Motion
declared Carried.
REPORTS OF Placdd on file were the following reports: Health Depart -
CITY OFFICIALS: ment for September, 1968; Public Library Board Minutes;
Building Department, September; Third Quarterly report
of the Police Department.
City Comptroller Blietz reported on a recent publication
Comptroller.;: from the State Department of Revenue regarding the Price
Tag for Local Government, stating that in the State of
Illinois there are 2,313 special purpose governments with
primary functions ranging from mosquito abatement to mass transportation.
Local property taxes as reported were distributed as follows:
School Districts, 60%; Cities and Villages 19%; Counties, 7%; Townships
and Road Districts, 4%; Special Districts, 9%.
City Attorney City Attorney DiLeonardi reported that the Metropolitan
Sanitary District has filed another motion to the City's
Complaint seeking to strike those allegations that the
location of the plant would be detrimental. This case was orally argued
Friday and the Judge requested that a written memo be submitted on that
part and the case set to be heard on November 20th.

City Attorney DiLeonardi also reported thatthe State
Highway Department has approved the plans for the improvement of Orchard
Place and that the petition will be filed this week for the Special
Assessment:
A memorandum regarding Ordinance Enforcement was s ubmitted
to the Council by City Attorney DiLeonardi and after considerable dis-
cussion was referred to the Judiciary, License Health and Inspection and
City Code Committees for further study and report. A meeting of said
committees was set for 8 P.M., October 17th, with Department Heads and
City Attorney.
Lime Commissioner of Public Works reported that three loads
of lime, as approved by City Council, ordered from
Mississippi Lime Co. have been used by the City to
determine the quality; however only two sizes were in stock - one smaller
and one larger and therefore it is necessary to try the correct size from
Mississippi to determine its quality.

Secretary Rohrbach reported that at the meeting of the
ne- Board of Local Improvements held September 20th,
the motion to recommend to Council that the deficit of
$2,630.00 be borne 50% by the City and 50% by Monogram
complete the Special Assessment #191 - improvement of Westfield
Drive, was rescinded due to the fact that is was found the

S.A.#191 figures were in error and this would not be possible. The
(Cont'd) Board of Local Improvements recommends that the improvement
above stated be completed on a voluntary agreement basis,
whereby the property owners affected agree to pay their proportionate share
over and above the cost of the confirmed assessment, due to the fact that
the bid price exceeds the engineer's estimate of coat. Following this
report, it was moved by Alderman Shillington, seconded by Alderman Figard,
to concur with the Board of Local Improvements recommendation above stated,
and rescind the action taken at the meeting of September 16, 1968. Upon
roll call, the vote was:
AYES: 16 - Alderman Rateike, Szabo, Prickett, Wright, Bolek,
Leer, Figard, Hinde, Czubakowski, Wagner, Swanson,
Thomas, Bonaguidi, Shillington, Michaels, Mayor.
NAYS: 0 - None
ABSENT: 1 - Alderman Seitz
There being sixteen affirmative votes, Motion declared. Carried.
Alderman Seitz arrived at this time.
Council recessed and Mayor Behrel awarded the ribbons for the Sesquicen-
tennial Parade winners as follows:

It was moved by Alderman Figard, seconded by Alderman Czubakowski
that a letter of commendation be written to the following for
their efforts in the Des Plaines Sesquicentennial Week:
Mr. Tony Kaitschuck, Mr. James Radlein, Mr. Edward Sauer, and
Mr. Walt Newton. Motion declared Carried.
It was moved by Alderman Rateike, seconded by Alderman Shilling -
ton, to concur with Fire Committee's recommendation to authorize
the purchase of Fire Hose and Adapters, totaling $966.00,
from the r Eir^` .Ftpmeftt. Upon roll call, the vote

Alderman Shillington set a meeting of the Building and Grounds
Committee with the City Comptroller for 7:30 P.M., October 8th.
Alderman Bolek's request for a new sign in Front of the
Municipal Building was referred to the Building and Grounds
Committee for study and report.
It was moved by Alderman Leer, seconded by Alderman Hinde, to
concur with Streets and Traffic Committee's recommendation to
advertise for bids returnable 10 a.m. November 4th for Salt
for the 1968-69 season - Commissioner of Public Works to
draw the necessary specifications with and with rust inhibitor.
Motion declared Carried.
Alderman Leer, Chairman, set a meeting of the Streets and
Traffic Committee for 8:30 P.M., October 8th and Elm Tree
Disease and Finance Committee for 8 P.M., October 8th.

to concur with Water and Finance Committee's recommendation to
award the bid for the Portable Air Compressor to Baker Equipment
Company, low bidder in the amount of $5,050.00 and return the
checks and or bonds of the unsuccessful bidders. Upon roll
call, the vote was:

to adopt the following resolution: BE IT RESOLVED BY THE CITY
COUNCIL OF THE CITY OF DES PLAINES THAT THE FOLLOWING BILLS
ARE DUE AND PAYABLE AND THE MAYOR AND CITY CLERK ARE HEREBY
AUTHORIZED TO MAKE PAYMENT FOR SAME: Total - $159,252.81.

Alderman Czubakowski, Chairman, announced a meeting of the
Des Plaines Historical Society', October 16th at 8 P.M. -
Des Plaines Funeral Home.
Placed on First Reading was Ordinance Z-36-68, rezoning property
located at 1958 Illinois Street to R-3 Two Family Residence
District.
It was moved by Alderman Wright, seconded by Alderman Wagner,
to waive First Reading of Ordinance T-17-68, having to do with
time limits on City Parking Lot Meters. Motion declared Carried.
Alderman Hinde voted No. It was moved by Alderman Wright,
seconded by Alderman Wagner to adopt Ordinance T-17-68.
Upon roll call, the vote was:
AYES: - 16 - Alderman Rateike, Prickett, Wright, Bolel, Leer,
Figard, Hinde, Czubakowski, Wagner, Swanson,

It was moved by Alderman Bonaguidi, seconded by Alderman
Prickett, to waive First Reading of Ordinance T-18-68, prohibiting
parking along the south side of Dempster Street between Elmhurst
Road and Busse Road. Motion declared Carried. It was moved by
Alderman Bonaguidi, seconded by Alderman Swanson, to adopt
Ordinance T-18-68. Upon roll call, the vote was:
AYES: - 17 - Alderman Rateike, Szabo, Prickett, Wright, Bolek,
Leer, Figard, Hinde, Czubakowski, Wagner, Swanson,
Thomas, Bonaguidi, Seitz, Shillington, Michaels,

There being seventeen affirmative votes, Motion declared Carried.
After discussion of the Special Audit of Section 68 CS showing
a balance due of $9,245.34 on the Mannheim Road Sewer project,
it was moved by Alderman Leer, seconded by Alderman Prickett
that a detailed explanation be requested from the State
Department of Public works and Buildings and further study
be given the matter. Motion declared Carried.

It was moved by Alderman Rateike, seconded by Alderman Szabo,
to authorize the City Attorney to draft the necessary zoning
ordinance and concur with the Des Plaines Zoning Board's
recommendations to rezone property located at 379 S. River
Road to C-2 Commercial District - Case 68-49-R. Motion
declared Carried.
The letter from the Traffic Commission regarding the
intersection of Maple and Riverview was referred to the
Streets and Traffic Committee for study and report.
It was moved by Alderman Figard, seconded by Alderman Bolek,
to grant the petition b r Annexation of Fruitland Garden
Center on the south side of Rand Road, just west of the
Railroad, commonly known as 1313 Rand Road, and authorize
the City Attorney to draft the necessary annexation ordinance.
Motion declared Carried.
The letter from Ridge Motors, withdrawing their bid for
the city property at 1856 Miner Street, was read and referred
to the Building and Grounds Committee.
It was moved by Alderman Figard, seconded by Alderman
Shillington, to ratify the action of Mayor Behrel authorizing
the City Attorney to petition the Des Plaines Zoning Board
of Appeals, regarding the inclusion of office buildings
in the M-1, M-2, and M-3 Districts. Motion declared
Carried.
Mayor Behrel presented Alderman Czubakowski with the
Distinguished Service Award for her participation in
United Nations Day.
Mayor Behrel read the progress reports submitted by Holmes
and Fox Architects on the new Public Works Building and
City Hall Roof Repair Work, which were placed on file.
The request of Nick Amelio and his wife Madelyn, for a
Class A Liquor License for Nick's LaContina Restaurant,
1060 Lee Street, was referred to the License, Health and
Inspection Committee for study and report.
The letter from Meyer Material Company requesting to add
an additional material storage bin at 580 Wolf Road was
referred to the Building Control and Inspection Committee
and City Attorney for study and report.
The request of Jakes' Pizza & Pub - owners, Stephen J. and
Edna C. Solley - for a Class A Liquor License was referred
to the License Health and Inspection Committee for study and
report.
A meeting of the Committee as a Whole with Department Heads
to discuss Salaries was set for 8 P.M., October 16th.
Alderman Michaels request for stop sins at the intersection
Of Springfield and Pennsylvania was referred to the Streets
and Traffic Committee and Traffic commission for study and
report.
The matter of placing pedestrian crossing lights to be
removed from Ash and Mannheim to the intersection of Seymour
and Algonquin at the request of Alderman Shillington was
referred to the Traffic Commission and Streets and Traffic
Committee for study and report.
It was moved by Alderman Rateike, seconded by Alderman Bona-
guidi, that the regular meeting of the City Council adjourn.
Motion declared Carried.
