MONDAY, MAY 7, 1973
CALL TO ORDER: The regular meeting of the City Council of the City of Des
Plaines was called to order by Mayor Herbert H. Behrel at
8:10 P.M. The meeting opened with prayer by Rev. Garry
Scheuer, Jr., pastor of First Congregational Church, followed
by the Pledge of Allegiance to the flag.
ROLL CALL:
Roll Call indicated the following aldermen present:
Koplos, Kehe, Bolek, Chase, Kisslinger, Hinde, Czubakowski,
Erbach, Swanson, Bonaguidi, Seitz, Michaels. Absent were
Szabo, Sherwood, Abrams.
Also present were: City Comptroller Blietz, Police Chief Hintz, Fire Chief
Haag, Building Commissioner Prickett, City Engineer, Bowen, Commissioner of
Public Works Schwab, City Planner Richardson, En1iironmental Control Officer

Moved by Kehe, seconded by Swanson, to approve the Minutes
of the regular meeting held April 16, 1973, and the adjourned
meeting held April 23, 1973. Correction - Page five,
paragraph "Hospitalization" line 4 adding the following:
"and to allow if so desired them to continue to be part
of the City's group plan at their own expense". Following
correction, motion declared carried.

of the Special Meeting held May 3, 1973. Motion declared

City Comptroller REPorted the various tax rates for the City
of Des Plaines as reflected in the 1972 tax bills.
Ordered placed on file were the following reports of city
officials: Health Department, April; Engineering, April;
Building Department, April; and Civil Defense - First Quarter.
Fire Chief Haag reported on fire at 950 Beau Drive, April 30th
stating there were four firemen injured and approximately
$150,000 damage. He also reported on fire at Holy Family
Hospital, second floor, resulting in considerable smoke
damage. Also that this is Fire REcognition Week and the
Des Plaines Fire Department is participating in a demonstration
Saturday at Randhurst Shopping Center
Alderman Szabo arrived at this time.
Moved by Swanson, seconded by Kehe, to authorize and direct
City Attorney to defend City of Des Plaines and Zoning Board
of Appeals in suit - West Bank Corporation having to do with
denial of variation at 1482 Thacker and 831-835-849-851
Pearson Street. Upon roll call, the vote was:

City Attorney reported that the City has filed its brief in
the MSD case and the district is required to fill an answer
in approximately ten days
City Attorney DiLeonardi reported that the Circuit Court has
dismissed with prejudice the petition of the Village of Mt.
Prospect to annex real estate on the north side of Algonquin
Road.
Moved by Swanson, seconded by Michaels to adopt the recommenda-
tion of Municipal Development Committee to concur with Zoning
Board of Appeals in Case 73 -24 -RV - Ashland and Lee and
to authorize City Attorney to prepare necessary ordinance
for further consideration by the Council. Motion declared
carried.
Moved by Swanson, seconded by Szabo, to adopt the recommendation
of Municipal Development Committee to concur with recommendation
of Zoning Board of Appeals and Plan Commission in Case 73-19-R,
pud - located at approximately 905 W. Dempster and to authorize
City Attorney to prepare necessary ordinance for further
consideration by Council. Motion declared carried.
ZONING CASE Moved by Swanson, seconded by Szabo, to adopt the recommendation
73-23-R of Municipal Development Committee to concur with recommendation
1297 Redeker of Zoning Board of Appeals in Case 73-23-R - property located
at 1297 Redeker Road and to authorize City Attorney to draft
necessary ordinance for further consideration by the Council.
Alderman Bolek abstained from voting due to conflict of interest.

of License and Inspection Committee to authorize City Attorney
to draft necessary amendment to City Code to allow dog licenses
be issued free of charge to citizens 65 years of age showing
satisfactory proof of age. Motion declared carried.
Moved by Bolek, seconded by Koplos, to adopt the recommendation
of License and Inspection Committee to deny request of A & P
store for liquor license at proposed building at Golf and
Mt. Prospect Roads and at A -Mart located at Lee and Oakton.

Moved by Bolek, seconded by Kehe, to adopt the recommendation
of License and Inspection Committee to grant request of Lum's
Restaurant, Elmhurst Road, for liquor license to serve wine
and beer and to authorize City Attorney to draft necessary
amendment to the ordinance. creating new class for beer and
wine only, and decreasing Class F by one. Motion declared
carried.

ation of Sanitation Committee to award the contract for new
packer truck with body to low bidder, Gilmore International,
ata net cost of $22,400 and to return all checks of unsuccessful
