MINUTES OF THE REGULAR MEETING
OF THE CITY COUNCIL OF THE CITY
OF DES PLAINES, HELD IN THE
COUNCIL CHAMBERS, CITY HALL,
MONDAY, APRIL 16, 1973
CALL TO ORDER: The regular meeting of the City Council of the City of Des
Plaines was called,to order by Mayor Herbert H. Behrel at•
8 P.M. The meeting opened with prayer by Rev. Thomas Adams,
pastor of First Baptist:Church,followed by the Pledge of
Allegiance.to the flag.
ROLL CALL:
Roll Call indicated the following aldermen present:
Koplos, Szabo, Sherwood, Bolek, Chase, Kisslinger, Hinde,
Czubakowski, Swanson, Bonaguidi, Abrams, Michaels.
Also present were City 'Comptroller Blietz, Police Chief Hintz, Fire Chief
Haag, Building Commissioner Prickett, City Engineer Bowen, Commissioner of
Public Works Schwab, City Planner Richardson, Assistant Commissioner of
Public Works Schaeffer, Deputy Clerk Trost and City Attorney DiLeonardi.
MINUTES:
Moved by Koplos, seconded by Hinde, to approve the Minutes
of the regular meeting held April 2, 1973, as published.

REPORTS OF The following reports were ordered placed on file:
CITY Department of Police First Quarter Report; Statement of
OFFICIALS: Cash Receipts, January to March 31st, Office of Comptroller;
City Treasurer's report of Police Pension Fund and Firemen's
Pension Fund.
POLICE Moved by Bonaguidi, seconded by Bolek, to ratify action of
VEHICLES Police Chief Hintz to authorize Colonial Car Wash, 1580
WASHING Oakton Street, Des Plaines, to wash Police Vehicles at a
cost of $500..00 per year and further to authorize Mayor and
City Clerk to execute necessary contract from May 1, 1973
to April 30, 1974. Upon roll call, the vote was:

Trucks four pickup trucks and four snow plows to Grand Spaulding
Dodge, Inc. in the amount of $16,454.00 net. Upon roll
call, the vote was: Alderman Erbach arrived before roll call.

AND PAYABLE AND THE MAYOR AND CITY CLERK BE AND ARE HEREBY
AUTHORIZED TO MAKE PAYMENT FOR SAME: Total, $207,167.72.

Reading of Ordinance M-18-73 Amending Section- 1-6-4 of
The City Code Having to do With Council Committees by
Revising the Procedure for the Selection Thereof. Motion
declared carried. Moved by Sherwood, seconded by Kehe, to
pass Ordinance M-18-73. Moved by Abrams, seconded by
Chase to amend Ordinance M-18-73, Section 1, Paragraph 4,
by adding thereto "or Mayor -elect" following "the Mayor
or", line two. Motion declared carried. Moved by Swanson,
seconded by Szabo to amend Ordinance M-18-73 further by
deleting "2/3 vote" in paragraph 4 of Section 1 and
inserting "by a majority of the aldermen elected vote".

GASOLINE Moved by Szabo, seconded by Chase, to authorize Mayor to
City. negotiate. with Rich's Rt. 12 Service Station to consummate
Vehicles a contract in accordance with letter received re inability
to service city vehicles at contracted costs, and if it
does not seem equitable, that the City use gasoline from
tanks at City Garage. Motion declared carried.
BALLOTS Moved by Bonaguidi, seconded by Seitz, that ballots cast in
the City Election held April 17,__1973, be placed in a bank
vault. Motion declared carried.

CENSUS
City Clerk read the letter received from Mrs. Edna T.
Kuhlmann, Special Census Supervisor, informing the City that
the present preliminary population for the special census
of Des Plaines as of 3/22/73 is 55,573. Moved by Kisslinger,
seconded by Erbach, to authorize City Clerk to notify the
Bureau of the Census not tocertify the special census of
1973. M -tion declared carried.
LEGAL Moved by Kehe, seconded by Seitz, to authorize City Attorney
JOHN LUETY DiLeonardi to defend City of Des Plaines, Mayor Herbert H.
VS Behrel, Police Chief Arthur F. Hintz and Police Lieutenant
City of Des James J. Roel in the suit filed by John Luety. Upon roll
