COUNCIL CHAMBERS, CITY HALL,
MONDAY, MARCH 19, 1973
CALL TO ORDER: The regular meeting of the City Council of the City of Des
Plaines was called to order by Mayor Herbert H. Behrel at
8:00 P.M. The meeting opened with prayer by Mr. Michael
West, associated with Campus Life, followed by the Pledge of
Allegiance to the flag.

Roll Call indicated the following aldermen present:
Koplos, Kehe, Sherwood, Bolek, Kisslinger, Hinde, Czubakowski,
Erbach, Swanson, Thomas, Bonaguidi, Abrams, Absent were
Alderman Szabo, Chase, Seitz, Michaels.
Also present were: City Comptroller Blietz, Police Chief Hintz, Fire Chief
Haag, Building Commissioner Prickett, City Engineer Bowen, Commissioner of
Public Works Schwab, City Planner Richardson, Environmental Officer Lindahl,
City Treasurer Rateike, Deputy Clerk Trost, and City Attorney DiLeonardi.

Moved by Sherwood, seconded by Hinde, to approve the Minutes
of the regular meeting held March 5, 1973. Motion declared

City Comptroller's Statement of Cash Receipts from January
1, 1973 to February 28, 1973, was placed on file.
City Clerk reporting one bid received, it was moved by Thomas,
seconded by Kisslinger, to open the bid for gasoline for
city vehicles.
Alderman Seitz arrived at this time.
Moved by Koplos, to amend the motion to reject the bid and
readvertise for gasoline for.city vehicles. Upon roll call,
the vote was:

MAINTENANCE City Clerk reporting one bid received for Maintenance of
Police Vehicles Police Vehi,bles, it was moved by Bolek, seconded by Sherwood,
to open the bid. Moved by Bonaguidi, seconded by Czubakowski
to open also the bid received after 3 p.m., March 12, 1973,
suspending the rules. Motion is declared lost. Motion
to open the bid is declared carried. Bid received from
Petterson Safety Service for Hourly rate for labor, $10 per
hour; Required parts sold to city at 25% above bidders
cost not to exceed suggested list price; towing rate from
any location in Des Plaines to bidder shop $6. Moved by
Kisslinger, seconded by Szabo, to award the Maintenance
contract to Petterson Safety Service. Upon roll call, the

II ANNUAL REPORT City of Des Plaines Annual Report (Financial) was submitted
to City Council by Comptroller Blietz who reviewed highlights
of the report. City Comptroller Blietz was complimented
for the report and Mayor Behrel announced that he has
been elected President of the Municipal Finance Officers
Association - Illinois Chapter.
FIRE CHIEF Fire Chief Haag reported on fire March llth at Toddlehouse
Restaurant. at 3003 Mannheim Road, resulting in $5,000 loss
to building and contents. Also on fire March 18th at 524
North Sixth Avenue, resulting in $4,800 damage.

City Engineer Bowen reported that the contractor is working
at Oakton and White streets on the combined sanitary sewer.
He further reported he is discussing with Cook County
the left -turn signals at the intersection of Thacker and
Mt. Prospect Roads. He also reported that the Building
Department is cooperating with the engineering department
in the inspection of units in Terrsal Park to determine
status of each unit. - The prelint.nary estimate of cost
for just that area is $87,550 to correct the sewer problem.
Commissioner of Public Works reported that Tri -Line
Corporation is installing the fence at the Recycling Center.
Also that Charles Klehm Nursery will deliver the trees
April 16th. He is in contact with Cook County Highway
Department re speed limit on Ballard Road.
He also reported that he has been in contact with State
and County Highway Departments who deny the City's request
to place signs on streets under their jurisdiction within
the City indicating their responsibility for maintenance.
City Attorney DiLeonardi reported that the Appellate
Court will consider motion to dismiss the City's appeal
with the case and will decide the motion as a final
outcome of the case - briefs to be filed by April 16.
City Attorney reported that the Police Officer Lute
Grievance case is now before a Federal Mediator on the
basis of binding arbitration and briefs and abstracts
are to be filed within thirty days.
City Attorney reported that the Supreme Court denied City's
request for oral argument in the Peterson VS Board of
Trustees of Firemen's Pension Board case.
Moved by Swanson, seconded by Erbach, to adopt the recommenda-
tion of Municipal Development Committee to approve the Plat
of Kozmer's Resubdivision, Prospect Lane, and to authorize
execution thereof. Motion declared carried.
Moved by Swanson, seconded by Szabo, to adopt the recommenda-
tion of Municipal Development Committee and Zoning Board
of Appeals to deny petition for Variation and Special Use,
Case 73 -18 -SU -V - 738 Graceland Avenue. Motion declared
carried.
Moved by Swanson, seconded by Szabo, to remove from the
table the motion to adopt recommendation of Municipal
Development Committee to grant rezoning of Municipal
Development Committee to grant rezoning of property located
at 981 Oakton Street to C-2 Commercial District, Case N.
72-59-R and authorize City Attorney to prepare necessary
ordinance for further consideration by the Council.
Letter from Petitioners, Alan and Lillian Wright, stating•
in part as follows: "The undersigned owners of the property
and petitioners for rezoning would like to take this
opportunity to advise you that should you see fit to
concur in the recommendation of both the Zoning Board of
Appeals and the Municipal Development Committee and adopt
an ordinance rezoning the property to a C-2 Commercial
District, and in consideration thereof, any use of the
property for restaurant purposes will be subject to the
current moratorium and to any Special Use ordinance for
restaurants which may result from action heretofore taken
by the Council." was introduced into the record.
Motion then declared carried, to remove from the table.
Motion to adopt recommendation of Municipal Development
Committee declared carried.
Moved by Thomas, seconded by Swanson, to adopt the recom-
mendation of Police Committee to purchase four radios
for squad cars from Motorola, Inc., waiving bid procedures,
for a total cost of $4,640.00. Upon roll call, the vote was:
