03/05/19731 492 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF DES PLAINES, HELD IN THE COUNCIL CHAMBERS, CITY HALL, MONDAY, MARCH 5, 1973 CALL TO ORDER: The regular meeting of the City Council of the City of Des ROLL CALL: Plaines was called to order by City Clerk Rohrbach, in the absence of Mayor Herbert H. Behrel at. 8:00 P.M. The meeting opened with prayer by Rev. H. D. Peckenpaugh, pastor of St. Martin's Episcopal Church followed by the Pledge of Allegiance to the flag. Roll Call indicated the following aldermen present: Koplos, Kehe, Sherwood, Bolek, Chase, Kisslinger, Hinde, Czubakowski, Erbach, Swanson, Thomas, Bonaguidi, Seitz, Abrams. Absent were Aldermen Szabo and Michaels. Also present were: City Comptroller Blietz, Police Chief Hintz, Fire Chief Haag, Building Commissioner Prickett, City Engineer Bowen, Commissioner of Public Works Schwab, City Planner Richardson, Environmental Officer Lindahl, City Treasurer Rateike, and City Attorney DiLeonardi. MAYOR , Moved by Hinde, seconded by Swanson, to nominate Alderman PRO -TEM Sherwood as.Mayor Pro -Tem. Moved by Seitz, seconded by Bonaguidi, to nominate Alderman.Abrams Mayor Pro -Tem. Alderman Abrams withdraws .and moved to nominate Alderman Czubakowski, seconded by Erbach. Moved by Koplos, seconded by Thomas to close.nominations. .Motion declared carried. Moved by Sherwood, seconded by Bonaguidi to elect by secret ballot whereupon Alderman Sherwood withdrew and Alderman Czubakowski was seated as Mayor Pro -Tem. MINUTES: Moved by Kehe, seconded by Swanson, to approve the Minutes of the regular meeting held February 20, 1973, as published. Motion declared carried. REPORTS OF The following reports were ordered placed on file: CITY OFFICIALS: Monthly reports of the following Departments; Public Works, Engineering, Building, Health. Environmental Report for February and 1973 Equipment Acquisition Schedule prepared by City Comptroller. City City Comptroller reported that the CPA Accountants have Comptroller completed their examination and. the Annual Financial Report should be completed by the next meeting. Police Police Chief reported on three recent armed robberies, and Chief the traffic fatality on River Road near Central Road this morning. Fire Chief Fire Chief Haag reported that Des Plaines Fire Department assisted Mt. Prospect on February 21 and Village of Rosemont assisting with fire at Hyatt House. He further reported that the Fire Department assisted in drag hook operation in Des Plaines River when canoe capsized March 4. ZONING CASES Referred to City Code and Judiciary Committee was Alderman Beneficial Koplos's request for amendment requiring that petitioners Owners in Zoning Hearings disclose all beneficial owners of subject properties, at the time of filing petition. Also referred to City Attorney. City City Engineer Bowen reported that the Woodland Avenue watermain Engineer project is completed except for final clean-up. He further reported that the estimate of cost to relocate the Ellinwood Street Parking Lot, as requested by Alderman Bolek, would be $20,000 and it would violate the City's Fire Lane code. Alder- man Koplos reported that the Parking Lots Committee recommends that said lot remain as it is. MSD Suit City Attorney DiLeonardi reported that the Metropolitan Sanitary District filed motion to dismiss City's Appeal in Appellate Court and that he prepared an answer to that motion which will go to the Appellate Court Thursday. 3/5/73 493 Page two Environmental Environmental Control Officer:Lindahl reported that Chicago Control'. and Northwestern Railroad has lowered engine noises from 80 Officer to 50 decibels and complaints have decreased. Further that he prepared a report for Mayor Behrel to take to Washington, D. C. re fleet noise of aircraft. REPORTS OF COMMITTEES: Zoning Case 72-59-R 981 Oakton Moved by Swanson, seconded by Thomas, to concur with Zoning Board of Appeals and adopt recommendation of Municipal Development Committee to grant rezoning of property located at 981 Oakton Street to C-2 Commercial District, Case No. 72-59-R and authorize City Attorney to prepare necessary ordinance for further consideration. Moved by Koplos, seconded by Sherwood, to table motion. Motion declared carried. Aldermen Bonaguidi and Swanson voted No. FULLE'S Moved by Swanson, seconded by Thomas, to adopt the recommenda- RESUBDIVISION,- tion of Municipal Development. Committee to approve Plat of Stratford Fulle's Resubdivision, Stratford Road, and to authorize execution thereof. Motion declared carried. ZONING CASE Moved by Swanson, seconded by Bolek, to adopt the recommenda- 73-9-R tion of Municipal Development Committee and Zoning Board of 570 E. Oakton Appeals to deny petition to rezone property located at 570 E. Oakton Street, Case No. 73-9-R. Motion declared carried. POLICE PERSONNEL POLICE EQUIPMENT POLICE EQUIPMENT Portable Radios LIGHT FIXTURE Parking Lot Moved by Thomas, seconded by Kisslinger, to adopt the recommenda tion of Police Committee to authorize and direct the Board of Police and Fire Commission to appoint two patrolmen, one communications clerk and one lieutenant to the Police Department. Motion declared carried. Moved by Thomas, seconded by Kisslinger, to adopt the recom- mendation of Police and Finance Committee to purchase necessary radio and emergency equipment from Motorola to equip eight new squad cars at a total cost of $1900. Moved by Hinde, seconded by Erbach, to adopt the recommendation of Street, Traffic and Forestry Committee to advertise for bids for 1973 Sidewalk, Curb, and Reconstruction program, returnable April 5th at 3 p.m. Motion declared carried. PARKING Moved by Hinde, seconded by Swanson, to adopt the recommendation RESTRICTIONS of Streets, Traffic and Forestry Committee to authorize City Downtown Attorney to draft necessary ordinance restricting parking on Cumberland certain streets surrounding downtown and Cumberland train stations - "3 hr. parking from 10 a.m. to 6 p.m., except Saturdays, Sundays and holidays" as per schedule prepared by Police Department. Motion declared carried. RESOLUTION Traffic Signals Perry & River Moved by Hinde, seconded by Koplos, to adopt the recommendation of Streets, Traffic and Forestry Committee to adopt a resolution consenting to the upgrading of traffic signal at Perry and River Road on a fifty-fifty basis with the State of Illinois at an approximate cost of $15,000 for City and $15,000 for the State in order that they may include the item in their budget for 1974-75. Motion declared carried. THIRD & Moved by Hinde, seconded by Seitz, to adopt the recommendation RAND RD. of Streets, Traffic and Forestry Committee to authorize Push Buttons. Commissioner of Public Works to seek proposals for pedestrian push buttons at Rand Road and Third Avenue, and to further authorize Commissioner of Public Works to have work done by the lowest qualified bidder - City Engineer to draw necessary specifications. Motion declared carried. 4 -WAY STOP Moved by Hinde, seconded by Koplos, to adopt the recommendation Church & of Streets, Traffic and Forestry Committee to authorize City Potter Attorney to draft necessary ordinance for 4 -way stop signs at the intersection of Church Street and Potter Road. Moved by Hinde, seconded by Bolek, to adopt the recommendation of Streets, Traffic and Forestry Committee to purchase a total of 600 trees from Charles Klem & Sons, at a total cost of $9,225.00 per proposal submitted. FLOOD Moved by Koplos, seconded by Abrams, to adopt the recommendation INFORMATION of Water and Sewer Committee to authorize City Comptroller to BOOKLET seek proposals for printing of Flood Information Booklet as prepared by Engineering Department, approximately 15,000 copies. Arthur and to authorize Mayor and City Clerk to execute same, whereby the Aiding agencies can be requested to respond to a Stricken Municipality with such equipment and manpower as determined by the magnitude of the disaster.
