MINUTES OF THE REGULAR MEETING
OF THE CITY COUNCIL OF THE CITY
OF DES PLAINES, HELD IN THE
COUNCIL CHAMBERS, CITY HALL,
MONDAY, FEBRUARY 5, 1973
CALL TO ORDER: The regular meeting of the City Council of the City of Des
Plaines was called to order by Mayor Herbert H. Behrel at
8:05 P.M. The meeting opened with prayer by Rev. Ernest
Grant, pastor of First Congregational Church, followed by
the Pledge of Allegiance to the flag.
ROLL CALL:
Roll Call indicated the following aldermen present:
Koplos, Szabo, Kehe, Bolek, Chase, Kisslinger, Hinde,
Czubakowski, Erbach, Swanson, Thomas, Bonaguidi, Abrams,
Michaels. Absent was Alderman Seitwho arrived immediately
following the Pledge of Allegiance to the Fla

Also present were: City Comptroller Blietz, Police Chief Hintz, Fire Chief
Haag, Building Commissioner Prickett, City Engineer Bowen, Assistant Engineer
Perl, Commissioner of Public Works Schwab, Assistant Commissioner of Public
Works Schaffer, City Planner Richardson, Environmental Officer Lindahl, City
Treasurer Rateike, Deputy Clerk Trost, Attorney Hug, and City Attorney
DiLeonardi.

Moved by Kehe, seconded by Erbach, to approve the Minutes
of the regular meeting held January 15, 1973, as published.
Motion declared carried.
REPORTS OF Placed on file were the following reports: Monthly report
CITY OFFICIALS: for January of the following departments: Engineering,
Health, Public Works, Building, Annual Report of Police
Department.
CITY CLERK:
City Clerk Rohrbach reported that deadline for voter
registration is March 5th. Also that deadline for filing
of petitions for nomination for candidacy has been extended
to 5 p.m., February 13, as February 12th is a holiday.
Further announced that the next regular meeting of the
City Council will be held on Tuesday, February 20, as Monday,
February 19th is a holiday.
PETITION Protest Petition filed with City Clerk objecting to rezoning
Zoning Case of property in Zoning Case 72-59-R - 981 Oakton Street
72-59-R was referred to Municipal Development Committee and City
Attorney for legal opinion.
Placed on file were Petitions signed by neighborhood
property owners objecting to aforementioned rezoning.
POLICE CHIEF Police Chief Hintz reported on outbreak of criminal damage
to property January 31st in the western and southern side
of the City involving approximately 18 residences. Further
reported on burglary at Seven -Eleven storn on Elmhurst
Road on Feb. 1st.

Alderman Thomas reported that Police and Fire Committees
approve draft of Ordinance M-6-73 relating to Police and
Fire Personnel and recommend it be placed on First Reading
following report of City Attorney on acceptance of same
by Attorneys for Police and Fire Groups.
Fire Protection Personnel Standards and Education Commission
State of Illinois were referred to the Fire Committee
for study and report.

tion of Streets, Traffic and Forestry Committee to advertise
for bids returnable February 26, 1973 for 600 new trees,
Commissioner of Public Works to prepare specifications.

Moved by Hinde, seconded by Koplos, to adopt the recommenda-
tion of Streets, Traffic and Forestry Committee to deny
request of OEA to provide parking on the area of First Avenue
and North Avenue. Motion declared carried.
Moved by Hinde, seconded by Kehe, to adopt the recommendation
of Streets, Traffic and Forestry Committee to direct the
Mayor to maintain pressure on the various agencies and
departments within the State of Illinois to secure the
necessary improvements as soon as possible to decrease the
safety hazard at the intersection of River Road and Central
Road. Motion declared carried.
Moved by Hinde, seconded by CzubAkowski, to adopt the
recommendation of Streets, Traffic and Forestry Committee
to provide for "No Parking Here to Corner" signs on the
south side of Thacker Street at River Road - City Attorney
to draft necessary ordinance. Motion declared carried.
Referred to the Traffic Commission was Alderman Hinde's
request for study of alternate parking on all streets
within Cumberland Terrace and Northshire Subdivisions.
Moved by Hinde, seconded by Kehe, to adopt the recommendation
of Streets, Traffic and Forestry Committee that Traffic
on Lincoln yield to traffic on Maple Street - City Attorney
to draft necessary ordinance. Motion declared carried.
Alderman Kisslinger's request for careful study of proposed
Bicycle Routes insofar as catch basin covers that are
protruding or recessed creating a safety hazard was referred
to Streets, Traffic and Forestry Committee.
Moved by Koplos, seconded by Abrams, to adopt the recommenda-
tion of Water and Sewer Committee to award the eontract
for the cleaning and removal of the brush in Farmer's and
Prairie Avenue Creeks to Crown On Down Tree Service Company
in the amount of $11,425.00. Upon roll call, the vote was:
