01/02/19731 465 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF DES PLAINES, HELD IN THE COUNCIL CHAMBERS, CITY HALL, TUESDAY, JANUARY 2, 1973 CALL TO ORDER: The regular meeting of the City Council of the City of Des Plaines was called to order by Mayor Herbert H. Behrel at 8:00 P.M. The meeting opened with prayer by Rev. Keith Davis, pastor of the Church of the Master, followed by the Pledge of Allegiance to the flag. ROLL CALL: Roll Call indicated the following aldermen present; Koplos, Szabo, Kehe, Sherwood, Bolek, Chase, Kisslinger, Hinde, Czubakowski, Erbach, Swanson, Thomas, Bonaguidi, Abrams, Michaels. Absent was Alderman Seitz. Also present were: City Comptroller Blietz, Police Chief Hintz, Fire Chief Haag, Building Commissioner Prickett, City Engineer Bowen, Assistant Commissioner of Public Works Schaffer, City Planner Richardson, Sanitarian Martin, Environmental Officer Lindahl, Attorney Hug, and City Attorney DiLeonardi. MINUTES: Moved by Sherwood, seconded by Kehe, to approve the Minutes of the regular meeting held December 18, 1972, as published. Motion declared carried. REPORTS OF Placed on file were the following reports: Monthly Report CITY for December and Annual Report, 1972 - Building Department; OFFICIALS: Monthly Report of Public Works Department for December; Report of Health Department for December; Engineering Department Monthly Report, December; Report of Examination of Water Fund for nine months ended September 30, 1972. BLUE CROSS- City Comptroller Blietz reported that a letter has been BLUE SHIELD received from Blue Cross -Blue Shield indicating rates for Blue Cross will remain the same but rates for Blue Shield have been increased - Written report to be submitted to City Council. NWDS Moved by Bonaguidi, seconded by Swanson, to adopt recommenda- Key Punch tion of City Comptroller Blietz to lease an IBM Type 129 Machine Data Recorder for key punching at a cost of $180 per month. Upon roll call, the vote was: AYES: - 16 - Koplos, Szabo, Kehe, Sherwood, Bolek, Chase, Kisslinger, Hinde, Czubakowski, Erbach, Swanson, Thomas, Bonaguidi, Abrams, Michaels, Mayor NAYS: 0 - None ABSENT: 1 - Seitz Motion declared carried. POLICE CHIEF Police Chief reported that the Police Department handled 10 cases during December involving narcotics or drugs. Further that during Holiday Weekend - Dec. 22 to 25, there were 26 accident cases and during New Year Holiday weekend, the Department handled 21 accident cases. He further reported that two deaths occurred at 7:45 a.m. this morning resulting from traffic accident at River Road and Gregory. FIRE CHIEF Fire Chief Haag reported that the fire retardant program was a success and that the Department dipped approximately 400 trees. COMMISSIONER Commissioner (Assistant) of Public Works Schaffer reported OF PUBLIC the Department answered 12 sewer back up calls during WORKS Saturday morning rainfall, and the Street Department filled chuckhole where washouts occurred. FENCING Estimate of cost for the fencing of recycling center Recycling on motion of Chase, seconded by Czubakowski, was referred Center to the Environmental Controls Committee. Rose has been set for hearing of our motion for judgment on January 4th; however do not expect court to rule on January 4th. SCIENTIFIC City Attorney DiLeonardi reported that the Appellate Court MACHINERY filed its opinion in the Scientific Machinery Movers case MOVERS and reversed the trial court decision. CIVIC CENTER Moved by Szabo, seconded by Hinde, to adopt the recommenda- COMPLEX tion of Public Buildings Grounds and Parking Lots Committee to authorize Mayor Behrel to seek proposal from Benjamin & Lang for financial consulting in connection with General Obligation Bonds to finance Phase I & II of the proposed Civic Center Complex. LIQUOR LICENSE Moved by Bolek, seconded by Chase, to adopt the recommendation Brat House of License and Inspection Committee to deny request of Brat International House International for Class A Liquor License.
