MINUTES OF THE REGULAR MEETING OF
THE CITY COUNCIL OF THE CITY
OF DES PLAINES, HELD IN THE
COUNCIL CHAMBERS, CITY HALL,
MONDAY, NOVEMBER 6, 1972
CALL TO ORDER: The regular meeting of the City Council of the City of Des
Plaines was called to order by Mayor Herbert H. Behrel at
8:05 P.M. The meeting opened with prayer by .Rev^ Lloyd
Wolters, pastor of Christian Reformed Church, followed by
the Pledge of Allegiance to the flag.
ROLL CALL:
Roll Call indicated the following aldermen present:
Koplos, Kehe, Sherwood, Bolek, Chase, Kisslinger, Hinde,
Czubakowski, Erbach, Swanson, Thomas, Bonaguidi, Abrams,
Michaels. Absent were Aldermen Szabo, Seitz.
Also present were: City Comptroller Blietz, Police Chief Hintz, Fire
Chief Haag, Building Commissioner Prickett, City Engineer Bowen, Assistant
Commissioner , City Planner Richardson, Environmental Officer Lindahl,
Sanitarian Mar in, Forestor Komos, City Treasurer Rateike, Police Captain
Blume, Deputy Jerk Trost, and C. Hug, acting for City Attorney DiLeonardi.

MINUTES: Moved by Kehe, seconded by Swanson, to approve the Minutes
of the regular meeting held October 16, 1972, as published.
Correction - Page one, City Engineer's report, changing
words "have been" in line one and two to "will be". Motion
declared carried. Alderman Seitz arrived at this time.

Moved by Swanson, seconded by Czubakowski, to authorize
a Special Census for the City of Des Plaines and the issuance
of check in the amount of $8,080.00. Moved by Koplos,
seconded by Thomas, to amend the motion to include a
request to U. S. Census Bureau to conduct the Special
Census during the summer months. Motion declared carried.
Upon roll call, the vote on motion as amended was:

Police Chief Hintz reported on International Association
of Police Chiefs conference held in Salt Lake City, October
14th thru 19th. Further reported on recent deaths from
traffic accidents October 28th, and the Department handled
11 cases involving narcotics during October. He also
reported that the Police Department has received delivery
of Patrol cars.
Fire Chief Haag reported that the hydrant flushing program
will take place in the Cumberland area this week.
Building Commissioner Prickett reported that the first
floor of the former Sears Building located on the northwest
corner of Miner and Pearson has not been occupied for some
time and that the owner has been attempting to renovate
the building for some time. He stated that he as well as
the Fire Prevention Bureau are concerned about the safety
of the residents upstairs. Matter was referred to Building
Control and Inspection Committee, Building Commissioner
and Fire Prevention Bureau.
City Engineer Bowen reported that the final asphalt surfacing
has been placed on Center, Ashland, and Alles Streets,
and that the Ellinwood Parking lot is progressing as
scheduled.

JOHN J. NITZ of City Attorney to defend City in legal suit re claim
VS for $2,889.50 and costs as damages - John J. Nitz VS City
CITY of Des Plaines. Upon roll call, the vote was:

of Opfer Subdivision, Sprucewood Avenue, and that Mayor
advise the Plan Commission to execute the Plat of Subdivision.

River -Rand of Mr. Anthony D. Majcher, owner of proposed River -Rand
Bowl Bowl at 191 N. River Road, for Class A liquor license,
A. Majcher and to authorize City Attorney to draft necessary amend-
ment to the ordinance. Motion declared carried.

LICENSE Liquor license was referred to the License and Inspection
Koutavas Committee.

Alderman Chase reported that he received over 70 letters
from residents of the Third Ward in response to request
circulated by Mr. Donald Koehl, protesting the use of
plastic or paper bags.
Moved by Hinde, seconded by Bolek, to adopt the recommenda-
tion of Streets Traffic and Forestry Committee to award
the contract for Bulk Gasoline to American Oil Company,
in the amount of 19.75 per gallon. Upon roll call, the
vote was:
AYES: - 16 - Koplos, Kehe, Sherwood, Bolek, Chase, Kisslinger,
Hinde, Czubakowski, Erbach, Swanson, Thomas,

CROSSING Streets and Traffic Committee recommended that Police
GUARD - Captain Blume secure a survey and count of the number of
Algonquin & children using the intersection of Algonquin and Cora
Cora to and from school.

Moved by Hinde, seconded by Koplos, to adopt the recommenda-
tion of Streets, Traffic and Forestry Committee to limit
parking on Oak Street as follows: "No Parking between the
hours of 7:00 A.M. to 9:00 A.M. and between the hours of
4:00 P.M. to :6:00 P.M. except Sundays and holidays.
Motion declared carried.
Moved by Hinde, seconded by Bolek, to adopt the recommenda-
tion of Streets, Traffic and Forestry Committee that Plans
and Specifications for the Wolf Road Sidewalks be referred
to the Board of Local Improvements for the spreading of the
rolls and further recommend that a survey be furnished to
the Board of Local Improvements of number of children
using said sidewalk. Motion declared carried.

Moved by Hinde, seconded by Bolek, to adopt the recommenda-
tion of Streets, Traffic and Forestry Committee to post
No Parking on the south side of Rawls Road, sixty six feet
east of 111 E. Rawls Road west driveway and paint curbing
yellow, by Police Order, and authorize City Attorney to
draft necessary amendment to the ordinance.
Alderman Koplos's request for a three-way stop sign at the
intersection of Sherman and Grove was referred to Traffic
Commission and Streets, Traffic and Forestry Committee for
study and report.
Moved by Koplos, seconded by Thomas, to adopt the recommenda-
tion of Water and Sewer Committee to award the contract
for Water Main Improvements 1972, Contract #3 to Vince
DiVito, in the amount of $6,267.50; $3,500 contribution
toward this project from Mr. George Eck to be placed in
escrow until the construction of project is completed -
checks and or bid bonds to be returned to the unsuccessful
bidders. Upon roll call, the vote was:

tion of Water and Sewer Committee to referr Flooding
Information Booklet of Village of Skokie to the City Engineer
for evaluation and for the purpose of preparing a similar
booklet for the citizens of Des Plaines. Motion declared
carried.
Moved by. Koplos, seconded by Abrams, to grant request for
oversized sign at.170 N. River Road - Pesche's. Upon roll
call, the vote.was:

NAYS: 9 - Sherwood, Kisslinger, Czubakowski, Erbach,

Referred to Building Control and Inspection Committee was
Alderman Abrams requestfor deletion from City Code the
provision for variations from Sign Regulations be considered
by City Council.
Moved by Chase, seconded by Bonaguidi, to adopt the recom-
mendation. of Library and Finance Committee to pass an
ordinance raising the Library Tax Rate celing from .12 per
cent to .15 per cent and the passage of a resolution
approving the expansion of Library facilities and approving
the method of financing as detailed in the report entitled
"A Statement of Program for an Addition to the Des Plaines
Public Library." Motion declared carried
Alderman Kehe submitted to members of City Council the
schedule of Youth Appreciation Week activities - November
llth thru 20th.
Moved by Abrams, seconded by Sherwood, to adopt the recom-
mendation of City Code and Judiciary Committiee to retain
City Attorney to seek higher judgment in settlement of
claim for damages - G. Schuman.?. -Upon roll call, the vote
was:

PHYSICAL Moved by Bonaguidi, seconded by Swanson, to adopt the
EXAMINATIONS recommendation of Finance Committee that the City enter
into an agreement with the Holy Family Hospital for
physical examinations of new employees and Workmen's
Compensation accidents at costs outlined in proposal
dated August 17, 1972. Motion declared carried.
INSURANCE Moved by Bonaguidi, seconded by Swanson, to adopt the
recommendation of Finance and Insurance Committee to refer
letter from Employers Insurance of Wausau to Des Plaines
Insurance Brokers Association for consideration.
BILLS PAYABLE: Moved by Bonaguidi, seconded by Hinde, to adopt the
following resolution: BE IT RESOLVED BY THE MAYOR AND CITY
COUNCIL OF THE CITY OF DES PLAINES THAT THE FOLLOWING BILLS
ARE DUE AND PAYABLE AND THE MAYOR AND CITY CLERK BE AND ARE
HEREBY AUTHORIZED TO MAKE PAYMENT FOR SAME: $809,994.87.

BICYCLES Having to do with Bicycles. Moved by Hinde, seconded
by Sherwood, to amend Section 10-12-6 (B) as follows:
"The Chief of Police shall cuase the license to be firmly
attached to the top frame tube near the front fork with
the license visible from the left side of the bicycle."

Committee.
The letter from Captain Blume re proposed changes in
Crossing Guards at Various Locations was referred to Streets
Traffic and Forestry Committee.
RE -APPOINTMENT Moved by Hinde, seconded by Sherwood, to concur with Mayor
Labor Relations Behrel's reappointment of'Mr. Marshall McClure to the
Board Des Plaines Public Employees Labor Relations Board, term
to expire November 20, 1975. Motion declared carried.
RESIGNATION Moved by Sherwood, seconded by Bolek, to accept resignation
Human Relations of Mrs. Shirley M. Peters from Des Plaines Human Relations
Commission Commission and request that Mayor Behrel write letter of
commendation. Motion declared carried.
