MINUTES OF THE REGULAR MEETING
OF THE CITY COUNCIL OF THE CITY OF
DES PLAINES, ILLINOIS, HELD IN THE
COUNCIL CHAMBERS, CITY HALL, MONDAY,
AUGUST 21, 1972
CALL TO ORDER: The regular meeting of the City Council of the City of Des
Plaines was called to order by Mayor Herbert H. Behrel at
8 P.M.
ROLL CALL:
Roll Call indicated the following aldermen present:
Koplos, Szabo, Kehe, Sherwood, Bolek, Chase, Kisslinger,
Hinde, Czubakowski, Erbach, Swanson, Thomas, Bonaguidi,'
Abrams. Absent were Seitz, and Michaels.
Also present were: City Comptroller Blietz, City Engineer Bowen, Police
Chief Hintz, Deputy Fire Chief Corey, Building Commissioner Prickett,
Commissioner of Public Works Schwab, Assistant Commissioner of Public Works
Schaeffer, City Planner Richardson, Environmental Control Officer Lindahl,
Sanitarian Martin, Assistant City Engineer Perl, and City Attorney DiLeonardi.
The meeting opened with prayer by Rev. Philip Gronbach, pastor of Trinity
Lutheran Church followed by the Pledge of .:Allegiance to the flag.

Moved by Kehe, seconded by Bonaguidi, to approve the Minutes
of the regular meeting held August 7, 1972, as published.
Motion declared carried. Alderman Seitz & Michaels arrived.
REPORTS OF City Clerk Rohrbach reported on the IIMC Conference held
CITY OFFICIALS:in Calgary, Canada August 14th to 17th, and announced new
residency requirement of 30 days in the precinct for voter
registration.

Thdcker St.
Lt. Clark made a report to the City Council regarding his
attendance and graduation from the 89th Session of the FBI
National Academy recently, and thanked the City Council for
the opportunity offered to him.
Deputy Fire Chief Corey reported that during the first twenty
days of August the Fire Department has responded to 100
calls for ambulance service, attributed to the extended
heat period.
Referred to the Water and Sewer Committee was Building
Commissioner's request to review the details of the proposed
installation of sanitary sewer along Rand Road and the
requiring of property owners to discontinue use of septic
systems.
City Engineer Bowen reported that the Center Street Improve-
ment is proceeding and that curbs have been placed on the
west side. He further reported that railroad crossing
work in connection with Dempster -Thacker St. Improvement
should be completed before September 1st.
City Attorney DiLeonardi reported that the courts allowed the
City's motion for summary judgement in the Palos Gas Station
Co., Mt. Prospect Rd. case and that they have thirty days
within which to appeal the decision.
He further reported that he appeared in court August 21st
for the Village of Mt. Prospect case wherein the Village
annexed land on the south side of Dempster Street, previously
annexed to the City of Des Plaines...trial set for October 5.
Second suit against Metropolitan Sanitary last week.
The Appellate Court filed an opinion in the Rand -Wolf Zoning
Case holding the Single Family Zoning valid, copies of opinion
sub m itted to members of City Council.
Moved by Bolek, seconded by Chase, to authorize City Attorney
to proceed with legal proceedings if necessary to discontinue
dumping practices on the former "Boeckenhauer" property,
located between Thacker and Algonquin Road, west of Wolf Rd.

Commissioner of Public Works reported that to date the
recent storm damage of July 14th has cost the City $135,195.88
and the estimated cost of disposal of debris stored behind
Public Works Building and planting of 100 trees will be
$5,850.00. He further reported that the Department of
Public Works is inventoring all streets within Des Plaines
for next years improvement program.
Moved by Swanson, seconded by Erbach, to adopt the recommenda-
tion of Mun:ipal Development Committee to approve Plat of
Dedication of Laurel Avenue and authorize execution thereof.
Motion declared carried.
Moved by Swanson, seconded by Sherwood, to adopt the recom-
mendation of Municipal Development Committee to approve the
Plat of Bruce's First Addition, located on Mt Prospect
Road, south of Golf Road, and authorize execution thereof
upon deposit of necessary cash for trees and performance
bond. Motion declared carried.
Moved by Swanson, seconded by Szabo, to adopt the recommenda-
tion of Municipal Development Committee and Zoning Board of
Appeals to deny petition to rezone property located on
Harding Avenue recited in cases 72-36-R, 72-42-R, and 72-28-R.

Moved by Szabo, seconded by Koplos, to adopt the recommendation
of Public Buildings Grounds and Parking Lots Committee to
cancel contract with Murphy -Miller for maintenance of air-
conditioning and heating equipment and accept proposal of
Tapper's Central Heating Co., for maintenance services at
the following locations, from September 15, 1972 through
September 14, 1973: Thacker St. Softening Plant, Pumping
Station on Maple St., Fire Station #3, Fire Station #2, and.
Municipal Building at Graceland and Miner Sts. Upon roll
call, the vote was: (Total Amount of Contract, $2,160.00)

tion of License and Inspection Committee to grant request of
Mr. Thomas Terranova, to change Class E liquor license to
Class A license and authorize City Attorney to draft necessary
ordinance. Motion declared carried.

Alderman Thomas's request for new category or combination
of categories to allow for Beer & Wine Liquor licenses was
referred to License and Inspection Committee for study and
recommendation.

of Streets, Traffic and Forestry Committee to award the bid
for the Portable Air Compressor to Portable Tool Sales, in
the amount of $4,100.00 net. UPon roll call, the vote was:

tion of Streets, Traffic and Forestry Committee to authorize
City Attorney to draft necessary amendment to Bicycle Ordinance
in accordance with recommendations of Police Department
and Des Plaines Safety Council. Motion declared carried.
Moved by Hinde, seconded by Bolek, to adopt the recommendation
of Streets, Traffic and Forestry Committee to mark Northwest
Highway (Miner St.) and Graceland Avenue, in such a manner
that traffic travelling eastbound shall make a right turn
from right lane and be permitted to make left turn onto
Ellinwood upon entering Graceland from center or extreme
ldt lane - State Highway to be contacted for permission to
mark accordingly. Motion declared carried.
Moved by Hinde, seconded by Bolek, to adopt the recommendation
of Streets, Traffic and Forestry Committee to take no action
at this time on the improvement of Campground Road as outlined
by Cook County Highway Department. Motion carried.

Moved by Hinde, seconded by Erbach, to adopt the recommendation
of Streets, Traffic and Forestry Committee, to eliminate
stop signs at the intersection of Howard and Webster and
post three way stop signs at the intersection where Plainfield
goes north. Moved by Bonaguidi, seconded by Koplos, to defer
action.
Moved by Hinde, seconded by Koplos, to adopt the recommendation
of Streets, Traffic and Forestry Committee, to change all
parking regulations on streets surrounding the downtown area
and the Cumberland RR Station area which now prohibit parking
all day to "3 hr. parking, between 10 a.m. and 6 p.m., except
Saturdays, Sundays, and Holidays", City Attorney to draft
necessary ordinance. Motion declared carried.
Moved by Hinde, seconded by Swanson, to adopt the recommenda-
tion of Streets, Traffic and Forestry Committee that traffic
on Cora yield to Traffic on Riverview, City Attorney to draft
necessary ordinance. Motion declared carried.
Moved by Hinde, seconded by Bonaguidi, to adopt the recommenda-
tion of Streets, Traffic and Forestry Committee, to award
a contract to E. Russell of Mt. Prospect at the rate of
$5 per lineal foot for removal and replacement of curb work
for the amount budgeted $12,500. Upon roll call, the vote
was:

intersection of White to stop for Ashland and Yield Signs
for traffic on Campbell, Henry, and Oakwood to Yield to

Moved by Koplos, seconded by Thomas, to adopt the recommenda-
tion of Sewer and Finance Committees to award the bid for
the Sewer Rodding Machine to Conco Inc. of Chicago, I11.
in the amount of $2,250.00 net. Upon roll call, the vote was:

tion of Water and Sewer Committee to advertise for bids
for Proposed Sewer Improvements 1972, Contract I, returnable
September 8th at 3 p.m. Motion declared carried.
Moved by Koplos, seconded by Erbach, to adopt the recommenda-
tion of Water and Sewer Committee to authorize City Engineer
to prepare plans and specifications for the construction of
a storm sewer along Woodland Avenue from Grove Avenue to
River Road. Motion declared carried.
Moved by Koplos, seconded by Thomas, to adopt the recommendatio:
of Water, Sewer and Finance Committees to engage the firm
of Carl F. Buettner & Associates, Inc. of St. Louis, Missouri
for the purposes of designing the project commonly known as
Phases A & B as outlined in their proposal dated June 8, 1972,
and also the revisions outlined in their letter dated July 3,
1972, for a maximum fee of $115,000.00 - project to be financed
through sale of Water Revenue Bonds. Upon roll call, the

Moved by Abrams, seconded by Kehe, to adopt the recommendation
of City Code and Judiciary Committee to cross referen ce and
include in the City Code sections of the Building Code
re smoking restrictions and regulations, City Attorney to
draft necessary amendment. Motion declared carried.
Moved by Czubakowski, seconded by Hinde, to adopt the recommend
ation of Civil Defense and Beautification Committee to
advertise for bids returnable September 8th at 3 p.m. for
air compressor and installation thereof. Motion declared
carried.
BEAUTIFICATION Referred to City Attorney for review and comments was the
LEASE Beautification Lease Agreement proposed with Soo Line Railroad
Soo e RR Co., to be returned to Committee for further study.
PROGRESS Alderman Czubakowski made the following Progress Report of
Beautification Beautification Committee: Instructed Mr. Schwab to obta:imn.
estimates of cost for placement of Beautification slogan
on Public Works vehicles. Lack of help has delayed work
on the depot area downtown but work expected to begin in fall.
Mr. Komos instructed to complete landscaping of recycling
center. Nominations are being received at City Hall for
Beautification Award to businesses and homes who do an
exceptional job in beautifying their property.
