MINUTES OF THE HEARING ON THE
PROPOSED WRITTEN PRE -ANNEXATION
AGREEMENT BETWEEN THE CITY OF
DES PLAINES AND LASALLE NATIONAL
BANK AS TRUSTEE UNDER TRUST
NUMBER 38268 AND THE RAND ROAD
DEVELOPMENT PARTNERSHIP HELD
AUGUST 7, 1972, IN THE CITY
COUNCIL CHAMBERS.
CALL TO ORDER: The hearing was called to order by Mayor Herbert H. Behrel
at 7:40 P.M. Those Aldermen present were: Kisslinger,
Czubakowski, Chase, Erbach, Swanson,. Bolek, Sherwood, Thomas,
Bonaguidi, Abrams, Kehe, Koplos, Michaels.
City Clerk Rohrbach read the Notice of Public Hearing as published July 20,
1972.
City Attorney DiLeonardi reviewed the provisions of the proposed written
pre -annexation agreement between the City of Des Plaines and LaSalle National
Bank as Trustee under Trust Number 38268 and the Rand Road Development
Partnership, under which all of the real estate located at 1221-1311 Rand
Road may be annexed to and become a part of the City of Des Plaines.
Questions of Council members were answered, and there being no public in
attendance desiring to speak, Mayor Behrel declared the hearing adjourned,
announcing that the matter would be taken under advisement during the
regularly convened meeting.

CALL TO ORDER: The regular meeting of the City Council of the City of Des
Plaines was called to order by Mayor Herbert H. Behrel at
8:07 P.M.
ROLL CALL:
Roll Call indicated the following aldermen present:
Koplos, Szabo, Kehe, Sherwood, Bolek, Chase, Kisslinger,
-Czubakowski, Erbach, Swanson, Thomas, Bonaguidi, Abrams,
Michaels. Absent was Alderman Seitz
Also present were: City Comptroller Blietz, City Engineer Bowen, Police
Chief Hintz, Fire Chief Haag, Building Commissioner Prickett, Assistant
Commissioner of Public Works Schaeffer, Environmental Control Officer
Lindahl, Civil Defense Director Arthur, City Treasurer Rateike, City
Planner Richardson, and City Attorney DiLeonardi.
The meeting opened with prayer by Father Patrick Curran, pastor of St.
Mary's Church, followed by the Pledge of Allegiance to the flag.

Moved by Kehe, seconded by Bonaguidi, that the Minutes of
the regular meeting held July 17, 1972, be approved, as
published. Motion declared carried.
APPOINTMENT: Moved by Sherwood, seconded by Bonaguidi, to concur with
Robert E. Mayor Behrel's appointment of Robert E. Hinde as Alderman
IHinde of the Fourth Ward, to fill a vacancy until the next general
Alderman election. Motion declared carried. Robert E. Hinde was
Fourth Ward then sworn into office by City Clerk Rohrbach and seated
as Alderman, Fourth Ward.

City Clerk Rohrbach reported that a letter has been
received from Morton Salt Company amending their Salt
Bid to $10.85 per ton. Referred to Streets, Traffic and
Forestry Committee.
BIDS City Clerk Rohrbach requested permission to advertise for
Traffic Signals bids for the installation of traffic signals at the
Touhy & Wolf intersection of Touhy and Wolf Roads when plans were approved
by the State of Illinois. Moved by Kehe, seconded by Thomas,
to authorize advertising for bids above mentioned. Motion
declared carried.
Alderman Seitz arrived at this time.
POLICE Police Chief Hintz reported that the department had handled
CHIEF 17 narcotics involved cases during July - 8 arrests.
Further reported that the City of Des Plaines was the first
in the State of Illinois to receive the new breathilizer.
CITY City Engineer Bowen introduced the City Planner, Mr.
PLANNER Michael Richardson, stating that he began serving the City
Richardson on July 31st.
CITY City Engineer Bowen reported that the State of Illinois
ENGINEER has agreed to schedule the intersection of Algonquin and
Lee Streets improvement in 1973.
FARMERS Moved by Koplos, seconded by Szabo, to authorize the City
CREEK Engineer to hire the necessary field survey study in
IMPROVEMENT connection with the Farmers Creek Improvement, at a cost
not to exceed $3,000. Upon roll call, the vote was:

PARKING LOT Moved by Szabo, seconded by Swanson, :to adopt a resolution
Ellinwood authorizing the execution of Real Estate Sales Agreement
Parcel #1 by and between the Chicago and North Western Transportation
C & NW Ry. Company and the City of Des Plaines for the purchase of
Parcel #1 recited in the Parking Revenue Bond Issue for use
as Parking Lot on Ellinwood Street. Upon roll call, the

tion of Municipal Development Committee to approve Plat of
Morrison's Subdivision Unit #1, Plainfield Drive, and to
authorize execution thereof. Motion declared carried.
Referred to City Planner was Municipal Development Committee's
request for survey of area between Everett and Oakton Street
for recommendations re future extension of Plainfield Avenue
to Oakton Street.
Moved by Thomas, seconded by Erbach, to adopt the recommenda-
tion of Police Committee to advertise for bids for seven
new Police Squad cars, specifications to be drawn by Police
Chief. Motion declared carried.
Moved by Seitz, seconded by Kehe, to adopt the recommendation
of Fire Committee to enter into an agreement with Park Ridge
Manor Fire Protection District to provide standby service
for the calendar year 1972 only for the sum of $4,000, City
Attorney to review language in contract prior to execution.

Alderman Seitz reported that the Fire Committee has held
several meetings with Elk Grove Rural Fire Protection District
relative to 1973 contract, and that said district has
indicated a willingness to increase amount to $13,500.

tion of Public Building, Grounds and Parking Lots Committee
to retain the firm of Holmes and Fox to complete the plans
and specifications and estimate of cost for the New Municipal
Building. Upon roll call, the vote was:

tion of Water, Sewer and Finance Committees to award the
bid for the Tractor Endloader and Backhoe to P & W Industrial
Sales, Inc., in the amount of $11,386.00 net. Upon roll

tion of Building Control and Inspection Committee to grant
the permit to United Motor Coach Co. to construct 80'mast
22' antenna - free standing at 900 E. Northwest Highway.

Moved by Erbach, seconded by Swanson, to adopt the recommenda-
tion of Building Control and Inspection Committee that
Section 4-5-28 of the City Code be amended to restrict
ground signs to areas no closer than five feet from any
property line, or sidewalk whichever is furtherest from
the street, city attorney to prepare ne cessary ordinance.

Moved by Erbach, seconded by Kisslinger, to adopt the
recommendation of Building Control and Inspection Committee
to grant permit to Saxon Paint Center for signs, one
front face of building in raised letters, approximately
20 sq. ft, and two signs to be on building pylon, one
each face, in raised letters, approximately 28 sq. ft.

Moved by Abrams, seconded by Kehe, to adopt the recommendation
of City Code and Judiciary Committee to amend the City
Code that no person shall be allowed to keep within the City
any horse, ass, mule or colt unless the property on which
such animal is kept was annexed to the City at a time such
animals were kept on such property and that such animals
have been kept on such property continuously thereafter.
City Attorney to prepare ordinance. Motion declared
Carried. Alderman Swanson and Bonaguidi voted No.
Moved by Erbach, seconded by Kehe, to adopt the recommenda-
tion of City Code and Judiciary Committee to amend the City
Code to ban the keeping of farm animals such as goats,
pigs, sheep, cattle, etc. and authorize City Attorney to
prepare necessary ordinance. Motion declared carried.

Moved by Abrams, seconded by Kehe, to adopt the recommendation
of City Code and Judiciary Committee to amend the City
Code, deleting Section 6-3-9 and inserting therein that no
person, business association or corporation be allowed to
keep any lion, bear, tiger, leopard, ocelot, jaguar, cheetah,
margay, mountain lion, canada lynx, bobcat, jaguarundi, hyena
or coyote or any poisonous reptile in any place other than
a properly maintained zoological park, circus, scientific
or educational institution, research laboratory, veterinary
hospital or animal refuge - city attorney to draft necessary
amendment to ordinance. Motion declared carried.

to amend Section 8-21-6 of the City Code to provide that the
permissible hours on Sundays and Holidays be 10:00 a.m. to
