07/17/1972MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF DES PLAINES, ILLINOIS, HELD IN THE COUNCIL CHAMBERS, CITY HALL, MONDAY, JULY 17, 1972 CALL TO ORDER: The regular meeting of the City Council of the City of Des Plaines was called to order by Mayor Herbert H. Behrel at 8:00 P.M. ROLL CALL: Roll Call indicated the following aldermen present: Koplos, Szabo, Sherwood, Bolek, Chase, Kisslinger, Czubakowski, Erbach, Swanson, Thomas, Bonaguidi, Seitz, Anrams. Absent were Kehe, Michaels. Also present were: Administrative Assistant Carlsen, City Engi neer Bowen, Assistant City Engineer Perl, Police Chief Hintz, Fire Chief Haag, Building Commissioner Prickett, Commissioner of Public Works Schwab, Environmental Control Officer Lindahl, Assistant City Attorney Hug The meeting opened with prayer by Rev. J. W. Jackson, Pastor of United Church of Christ followed by the Pledge of Allegiance to the flag. RESOLUTION Alderman Morgan O'Brien presence which of nearly two including his and member of Mayor Behrel submitted the following resolution at this time: WHEREAS, His Honor Alderman Morgan O'Brien is now deceased, and WHEREAS, his passing deeply grieves each and every member of the City Council and eash City Official of the City of Des Plaines, and recalls to mind his sincere and dignified gave strong moral leadership to this City; and WHEREAS, he served in the capacity of Alderman for a period years, and was involved in significant community events service as President of the Des Plaines Chamber of Commerce the Des Plaines Redevelopment Association; and WHEREAS, past, present, and future generations of the City of Des Plaines owe him a debt of gratitude for his contribution to the City's Bicycle Safety Program and his service to Fourth Ward constituants residing in the area of new Weller Creek. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL of the City of Des Plaines, Illinois, as follows: Section 1: That the City of Des Plaines shall be indebted to Alderman Morgan Brien for the unselfish and open-minded manner in which he served so well. Section 2: That the corporate authorities of the City of Des Plaines have lost one of its greatest men, and do hereby express their deep sorrow at the passing of Alderman Morgan O'Brien, and extend their sympathy to the O'Brien family. Section 3: That this Resolution shall be in full force and effect from and after its passage and approval according to law. Moved by Alderman Sherwood, seconded by Alderman Czubakowskiito adopt the resolution. Seconded further by Alderman Bonaguidi, who stated that Alderman Morgan O'Brien was his campaign manager in 1953 when he ran for the office of alderman in the Third Ward. He stated that Mr. O'Brien's death is a great loss to the City, as he had a sense of humility and always a kind statement. Alderman Bolek further seconded the resolution stating that he had worked with Mr. O'Brien in the Chamber of Commerce and that he was always anxious to help people. He admired his perceptiveness with matters very challenging and controversial, and in working closely with him on the Streets and Traffic Committee, is sure many items will bear fruit as far as the City is concerned. Mayor Behrel further added that Alderman O'Brien accepted the treasurership of his campaign funds in 1969 and handled every detail with honesty and sincerity, and willingly accepted the appointment to the office of Alderman, Fourth Ward, to fill the unexpired term of former Alderman Figard until the next general election, serving the City with great dignity. Motion declared carried. Moved by Erbach, seconded by Swanson to approve the Minutes of the regular meeting held July 3, 1972, as published. City Clerk offered the following correction: Page two, paragraph, Bills Payable, changing the amount to $228,235.94. Motion declared carried. IREPORTS OF The following reports were ordered placed on file: CITY Statement of Cash Receipts, January to June 30th; Appropriation OFFICIALS: Expenditures to June 30th; City Treasurer's Statement of Tax Collections to June 30th; Police Second Quarter Report. BIDS City Clerk reported no bids were received for One 1973 Chevrolet Automobile for Mayor Behrel. 1 Further reported the following bids will be received at 3 P.M., August 2, 1972: Hydraulic Press, Coagulant Aid, Salt, Three Low -Mount Dump Trucks, Portable Air Compressor, Leaf Collector, Sewer Rodding Machine. POLICE Police Chief Hintz reported that the new police officers CHIEF will graduate Tuesday and report for assignments Wednesday. He also reported that the Police Department received 435 calls from Friday nite to Sunday re tornadic storm, with one fatality occurring when a tree fell on his vehicle on Graceland Avenue. He further reported that Lt. Schwiesow when closing a window in the Police Squad room, the wind broke the window, cutting the tendens in his left arm, resulting in a three to five day stay at Holy Family Hospital. He reported that the subject placing calls to the Police Department threatening Mayor Behrel's life had been apprehended and is presently being held at the Police Station. Alderman Kehe and Michaels arrived during Police Chief's report. FIRE CHIEF LEGAL ZONING Busse Hwy. Fire Chief Haag reported on the fire causing approximately $10,000 damage Friday morning at Nuclear -Chicago plant. He further reported that 300 calls were received d -ring and following storm Friday evening and fire equipment was on the street until 1 p.m. Saturday morning. Assistant Attorney Hug reported that June 20th the City received a favorable judgment in the Tomaseck Zoning Case, Busse Highway, and that the plaintiffs have appealed the decision of the cour. Moved by Koplos, seconded by Szabo to defend the City in said appeal. ICOMMISSIONER Commissioner of Public Works made the following report: OF PUBLIC During the storm, which damaged approximately 2,000 trees, WORKS 600 of the 2,000 are a total loss. Public Works called all of its available men (35 employees) and used 30 pieces of equipment. Their main job that night was to clear the streets for fire engines and Police Vehicles. The City received good cooperation from Commonwealth Edison Co. All calls regarding trees that had electric power lines in them were forwarded every two hours to Commonwealth Edison and they in turn would clear their wires and we would dispatch our men to open the streets. By Saturday morning, we had private companies with 27 pieces of equipment in operation picking up branches and hauling the se branches to the Metropolitan Deerfield dump, who are charging $30.00 for the large dump trucks. Approximate) 30 loads were taken to this dump site. 7 1 LEGAL OPINION BUSINESS NAMES STREETS & TRAFFIC FORESTRY WATER SURVEY LIBRARY & HISTORICAL SOCIETY CATS ENVIRONMENTAL CONTROLS SOUND MONITORING EQUIPMENT CITY CLERK IIMC CONFERENCE 7/17/72 Page three 384 Besides the tree damage, traffic lights and street lights in the Cumberland area were out. Pinner and H & H Electric were called to secure the traffic and street light cables. Our power failure was throughout the area and public works was without power until Saturday evening. Our Emergency Generator kept us in business. We are attempting to locate other dump sites closer to Des Plaines. The entire Public Works department did a tremendous job and all roads were made passable. Alderman Bolek's request for legal opinion re use of Home Rule powers to control the use of similar names by those persons operating businesses within Des Plaines was referred to City Attorney. All items within Streets, Traffic and Forestry Committee were referred to Vice Chairman, Alderman Seitz, until appointment of new Chairman. Alderman Koplos read the letter received from the City of Kenosha, Wisc., re their experience with Carl Buettner & Associates. Alderman Chase reported that Mr. Kenneth Meyer has been elected as a new director of the Historical Society and the following elected as officers: Mrs. Joan DiLeonardi, Treasurer; Mr. Arthur Wetter, Secretary; Mrs. Joan Evans, Vice President, and Mr. James Williams, President. Moved by Abrams, seconded by Michaels, to remove from the table the motion to adopt the recommendation of City Code and Judiciary Committee to authorize the City Attorney to draft ordinance for further consideration by the Committee, declaring cats running at large so as to disturb other persons or property owned by others to be a nuisance. Alderman Thomas and Alderman Kisslinger withdrew motion to amend. Upon roll call, the vote was: AYES: - 14 - Koplos, Szabo, Kehe, Sherwood, Chase, Kisslinger, Czubakowski, Erbach, Swanson, Thomas, Seitz, Abrams, Michaels, Mayor.
