MINUTES OF THE REGULAR MEETING
OF THE CITY COUNCIL OF THE CITY
OF DES PLAINES, ILLINOIS, HELD IN
THE COUNCIL CHAMBERS, CITY HALL,
MONDAY, JULY 3, 1972
CALL TO ORDER: The regular meeting of the City Council of the City of Des
Plaines was called to order by Mayor Herbert H. Behrel at
8:05 P.M.
1 ROLL CALL:
Roll Call indicated the following aldermen present:
Koplos, Sherwood, Bolek, Chase, O'Brien, Kisslinger,
Czubakowski, Erbach, Swanson, Thomas, Bonaguidi. Absent were
Szabo, Kehe, Seitz, Abrams, Michaels.
Also present were: City Comptroller Blietz, Police Chief Hintz, Fire Chief
Haag, Assistant City Engineer Perl, Commissioner of Public Works Schwab,
Building Commissioner Prickett, City Treasurer Rateike, Deputy Clerk Trost,
Environmental Officer Lindahl, and Attorney Hug.
The meeting opened with prayer by Rev. Kenneth Wobbe, pastor of United
Church of Christ, followed by the Pledge of Allegiance to the flag.
MINUTES:
Moved by Swanson, seconded by Erbach, to approve the Minutes
of the regular meeting held June 19, 1972, as published.
Motion declared carried.
REPORTS OF Placed on file were the following reports: City Treasurer's
CITY OFFICIALS:Financial Statement of Firemen's Pension Fund, and Policemen's
Pension Fund thru June 30, 1972; Engineering Department,
June; Public Works Department, June; Health Department, June;
Building Department, June.
Bids
City Clerk Rohrbach reported that bids for the following
will be received July 19; Dump truck, Packer Truck, Tractor
Endloader and backhoe, Lime.
Police Chief Police Chief Hintz reported that the:Po lice Department
handled 18 drug related cases during the month of June, eight
of which were overdose cases.

Fire Chief Haag reported that the Fire Department along with
Public Works Department used "No Flash" and a degreasing
compound in order to obtain a clear reading of existence
of gasoline overflowing into sewers at 609 River Road today.
Moved by Bolek, seconded by Bonaguidi, to adopt a resolution
commending the personnel of the. Fire Department responsible
for the dedication ceremonies held June 25, 1972, for
Fire Station #1, 405 N. River Road, as follows:

Moved by Swanson, seconded by Thomas, to adopt the recommenda-
tion of Municipal Development to concur with Zoning Board of
Appeals in Case 72-31-R - property located at 1221 to 1311
Rand Road and to authorize City Attorney to prepare the
amendment to the Zoning Ordinance for further consideration
by the City Council, upon adoption of such amended ordinance,
Zoning Certificate to be issued by Zoning Administrator,
subject to adoption of annexation agreement and ordinance.

Moved by Bolek, seconded by Koplos, to adopt the recommendation
of License and Inspection Committee to deny liquor license
request of Mr. Joseph Pennachio, at 2514 Ballard Road.
Motion declared carried.
The letter from Lt. James Scheskie re Bicycle Safety was
referred to Streets, Traffic and Forestry Committee for
study and report.
Alderman::.Koplos's request for amendment to ordinance to
provide for three hour parking 10 a.m. to 6 p.m. ton streets
north of Miner Street in the R-5 Zoning District was referred
to Streets, Traffic and Forestry Committee for study and report.
Moved by Koplos, seconded by Swanson, to adopt the recommenda-
tion of Water and Sewer Committee to refer the letter from
Owens, Owens, & Rinn re unpaid watermain connection fee on
Central Avenue between Sycamore and Curtis Street to City
Attorney for the specific purpose of determining the extent
of the City's obligation under the terms of a recapture
agreement. Motion declared carried.
Moved by Erbach, seconded by Thomas, to adopt the recommenda-
tion of Building Control and Inspection Committee to authorize
City Attorney to prepare an amendment to existing code which
would allow the Building Commissioner to authorize the use
of temporary signs for up to 180 days if, in his judgement,
this time period will be necessary to complete the business
which the sign advertises. Motion declared carried.
Moved by Chase, seconded by O'Brien, to adopt the recommenda-
tion of Library and Finance Committees to recommit the matter
of increasing the tax rate for Library fund to the Library
and Finance Committees for further study awaiting the
reports to be prepared by an architectural firm. Motion
declared carried.
Moved by Bonaguidi, seconded by Erbach, to adopt the
following resolution: BE IT RESOLVED BY THE MAYOR AND CITY
COUNCIL OF THE CITY OF DES PLAINES THAT THE FOLLOWING BILLS
ARE DUE AND PAYABLE AND THE MAYOR AND CITY. CLERK BE AND ARE
HEREBY AUTHORIZED TO MAKE PAYMENT FOR SAME: Total, $220-, 4-18T2'@ .

Mayor Behrel submitted to members of City Council names of
candidates and information re each for the Special Des Plaines
Housing Commission and announced that a ballot will be
prepared to allow each members of City Council to vote for
the candidates of their choice at the next regular meeting.
Placed on First Reading was Ordinance T-19-72 Amending
Schedule I of Section 10-5-4 of the City Code by Prohibiting
Parking Along the South Side of Sherwin Avenue from Maple
Street to Frontage Road.
Placed on First Reading was Ordinance T-20-72 Amending Schedule
I of Section 10-5-4 of the City Code by Prohibiting Parking
Along the South Side of Birchwood Avenue from Maple Street
to Frontage Road.
Moved by Thomas, seconded by Koplos, to waive First Reading
of Ordinance T-21-72 Amending Schedule I of Section 10-5-4
of the City Code by Prohibiting Parking Along the West Side
of Cedar Street Fro m Touhy Avenue to 100 feet north of
The Commercial Property. Motion declared carried. Moved by
Thomas, seconded by Koplos to adopt Ordinance T-21-72.

Moved by Thomas, seconded by Swanson, to waive First Reading
of Ordinance T-26-72 Amending Section 10-8-16 of the City Code
Having to do with Maximum Weight of Vehicles on Certain
Streets, by Prohibiting Vehicles in Excess of 6,000 Pounds
Gross Weight from Being Driven on Cedar Street in the First
Block Notth of Touhy Avenue. Motion declared carried.
Moved by Swanson, seconded by Thomas to adopt Ordinance
T-26-72. Upon roll call, the vote was:

The letter from Captain Blume re the traffic problem on
Ellinwood and Graceland was referred to Streets, Traffic
and Forestry Committee for study and report.
The petitio n signed by property owners in the 1400 block
of Oakwood Avenue between Center and Cora Streets, requesting
a map amendment to the Zoning Ordinance of 1960 to extend
the R-5 District to include said Oakwood Avenue properties
was referred to City Attorney for legal opinion.
Letters from Plan Commission and Zoning Board of Appeals
re Case 72 -33 -SU - 1575 S. Wolf Road were referred to
Municipal Development Committee for study and report.
Plat of Dedication of Wieboldt Drive approved by Plan Commission
was referred to Municipal Development Committee for study and
report.
Mayor Behrel submitted copies of preliminary report prepared
by Ernst & Ernst for Des Plaines Mass Transit District re
United Motor Coach Co.
Moved by Bonaguidi, seconded by Sherwood, to authorize Mayor
Behrel to write Mr. E. C. Kuntze stating that the City has
No Objection to his use of property owned by Metropolitan
Sanitary District located at Oakton and Elmhurst Roads
for the purpose of training dogs on Saturday mornings.

Moved by Sherwood, seconded by Erbach, to concur with Mayor
Behrel's appointment of Mr. Robert Nebgen, 1422 Henry Avenue
and Mrs. Anne Evans, 986 Jeannette, to fill vacancies on
Des Plaines Human Relations Commission - Mr. Nebgen's
term to expire December 31, 1973 and Mrs. Evans term to
expire December 31, 1974. Motion declared carried.
The petition signed by residents of the 500 block on
PETITION Radcliffe, submitted by=Alderman Seitz, requesting the
Flooding Problem City's Water and Sewer Department to take some action to
Radcliffe alleviate excess flooding problems in basements was
referred to the Water and Sewer Committee and City Engineer
for study and report.

establishing an Airport Noise Curfew Commission. Motion
