MINUTES OF THE REGULAR MEETING
OF THE CITY COUNCIL OF THE CITY
OF DES PLAINES, ILLINOIS, HELD :IN
THE COUNCIL CHAMBERS, CITY HALL,
MONDAY, JUNE 5, 1972
CALL TO ORDER: The regular meeting of the City Council of the City of Des
Plaines was called to order by Mayor Herbert H. Behrel at
8:05 P.M.
ROLL CALL:
Roll Call indicated the following Aldermen present:
Koplos, Szabo, Kehe, Sherwood, Bolek, Chase, O'Brien,
Kisslinger, Czubakowski, Erbach, Swanson, Thomas, Bonaguid:i,
Seitz, Abrams. Alderman Michaels arrived at 8:10 P.M.
Also present were: City Comptroller Blietz, Police Chief Hintz, Fire Chief
Haag, City Engineer Bowen, Assistant Commissioner of Public Works Schaeffer,
Commissioner of Public Works Schwab, Building Commissioner Prickett, City
Treasurer RateiAe, Deputy Clerk Trost, City Attorney DiLeonardi and his
assistant Charles Hug.
The meeting opened with prayer by Rev. Garry A. Scheuer, Jr., pastor of
the First Congregational Church followed by the Pledge of Allegiance to
the flag.
There being a quorum, the meeting was in order.
MINUTES:
Moved by Kehe, seconded by Erbach, to approve the Minutes of
the regular meeting held May 15, 1972. Corrections:
Page two, paragraph three, line 3 - strike words "an
amendment to the ordinance" and insert the words "change
in policy"; Paragraph 4, line 5 - strike the word "maximum"
and insert the word "minimum". Following corrections,
motion declared carried.
BEAUTIFICATION Mayor Behrel presented $25 Savings Bonds to the following
SLOGAN winners of the Beautification Slogan Contest, for the
AWARDS: slogan "Keep Des Plaines Clean and Green": Beth McCarthy
and Chris Kopp, students of Iroquois Jr. High School.
REPORTS OF The following reports were ordered placed on file:
CITY OFFICIALS:Building Department, May; Engineering Department, May;

of Public Works Staff Meeting, May 10, 1972.
Police Police Chief Hintz reported the following:
Chief Drowning - thirteen year old boy May 27th; accident fatality
on River Road near Gregory; Derailment of train near Parker
Hannifin on June 2 - no injuries.
Fire Fire Chief Haag reported on the derailment of train, stating
Chief that no estimate of dama ge is yet available and that the
Fire Department remained on duty for approximately six hours
in the event of fire from overturned tank car.
Building At the request of Alderman Bolek, Building Commissioner
Commissioner Prickett was requested to investigate the use of "Boeckenhauer"
property as a contractor's yard in a residential area.
Alderman Koplos requested the installation of sidewalks
on Elk Boulevard in front of Midwest Accounting Service.
City City Engineer Bowen reported that River Street Improvement
Engineer has been completed. The Rand Road watermain should be
laid within the next day or two, as well as the drain for the
Thacker Street plant. The 1972 Maintenance program is
progressing and is 40% complete. In reply to Alderman Kehe'
City Engineer Bowen stated that the Center Street Improvement
has been delayed awaiting the relocation of underground
utilities.

City Attorney DiLeonardi reported that the court has ruled
that property located on Busse Highway - Tomaseck case -
shall be used for Single Family Purposes.
City Attorney DiLeonardi reported that he has received letters
from the Fire Department and Building Department re the
dilipitated building located at 944 S. Lee Street. Moved
by Swanson, seconded by Czubakowski, to authorize the City
Attorney and direct him to bring all action necessary,
including suit if necessary to demolish the building located
at 944 S. Lee Street. Upon roll call, the vote was:

City Attorney DiLeonardi reported that the "Boeckenhauer"
property Zoning Case has been continued to July 5, 1972,
by the court.
City Attorney DiLeonardi reported that the Moehling Zoning
Case - Rand -Wolf was heard before the Appellate Court May
26th and a decision should be received in several weeks.
City Attorney reported that the Scientific Machinery Movers
Case will be argued before the Appellate Court on June 6th.
City Attorney reported that he holds two checks totaling.
$11,000 in escrow for the Rand Road Watermain until completion
of the installation as per agreement.
Alderman Thomas's request that property owners in the area of
Everett, Everett, Cedar and River Road be required to cut bushes on
Cedar,RiverRd. private property so as not to obstruct view of traffic
was referred to Public Works Department for investigation
and City Attorney for compliance with ordinance.

Commissioner of Public Works Schwab reported that the Street
Department has started grading of all alleys. Further that
the Forestry Department has completed the planting of shrubs
on the Northwestern right,of-way and at the recycling center.
The Water Department is locating and relocating watermains
on Thacker Street in connection with street improvement.
The Soo Line Railroad is repairing the Graceland and Lee
Street crossings.
City Clerk reported that bids for four pickup tricks will
be received at 3 P.M., June 28, 1972.
Moved by Swanson, seconded by Szabo, to concur with Municipal
Development Committee's recommendation (two members signing
the report) to concur with recommendation of Zoning Board of
Appeals in Case 72-19-R - 1717 Rand Road and deny petition
to rezone property located at said address to C-2 Commercial
District. Alderman Thomas gave a minority report stating
he did not sign the recommendation. Following considerable
discussion and the reading of letter from School District 62
School Board requesting a continuance, Alderman Swanson
withdrew the motion and Alderman Szabo refused to withdraw.

mendation of the Sanitation Committee that the City continue
and expand the program with no less than 3,000 additional
homes to expand the city's plastic garbage bag program,
staggered on a three month schedule for a total cost of
$36,000.00. Upon roll call, the vote was:

tion of Streets -Traffic and Forestry Committee to adopt
a Resolution appropriating $15,000 MFT Funds, Section 98 -TL -CS
to install left -turn signals at Touhy and Wolf Roads for
westbound traffic, Profexray Co. to remit $10,000 as their
voluntary share of the cost. Upon roll call, the vote was:

tion of Streets, Traffic and Forestry Committee to approve
permits for two driveways, 77' and 53' for the Health Food

agreement between the City and State of Illinois for
Operations Services - Program and Budget Monitoring Section

tion of Streets, Traffic and Forestry Committee to purchase
8" Optically Programmed Signal Adapters for the Lee -Miner
and Ellinwood intersection from 3M Company, in the amount of

Referred to the Traffic Commission was Alderman Kehe's
request for installation of yield signs at the intersections
of Cora, Henry; Cora, Campbell, and Cora -Oakwood in:.an effort
to reduce speed of traffic.
Referred to the Traffic Commission was Alderman Szabo's request
that traffic traveling on Wolf Road from the Golf Road
traffic circle south to the intersection of Golf and Wolf
be channelled to allow the center lane of traffic to make
a left turn as well as travel west on Golf Road.
Moved by Koplos, seconded by Thomas, to adopt the recommenda-
tion of Water and Sewer Committee to authorize City Engineer
to prepare plans and specifications and cost estimates for
the installation of one fire hydrant and the extension of
the existing six inch watermain 435 feet east along Woodland
Avenue from the intersection of Woodland and Grove Avenues.

Moved by Koplos, seconded by Thomas, to adopt the recommenda-
tion of Water and Sewer Committee to authorize City Engineer
to prepare plans, specifications and ccst estimates for the
installation of watermains located as follows: 12" watermain
along Mannheim approximately one-half block south from Howard
Street; 12" watermain from the east side of the Maple Street
Reservoir to Greenleaf Avenue; 10" cross connection along
Wolf Road at Thacker Street. Motion declared carried.
Moved by Erbach, seconded by Koplos, to adopt the rec-ommenda-
tion of Building Control and Inspection Committee to approve
the request for variation in set -back requirement from 5 feet
to 4 feet of Cully Auction Co., Lee Street and authorize
the issuance of necessary sign permit. Motion declared
Carried.
Moved by Erbach, seconded by Sherwood, to adopt the recommenda-
tion of Building Control and Inspection Committee to take
no action on the request to employ services of a structural
engineer to inspect existing former Sears building located
at Pearson & Miner Sts. Motion declared carried.
Moved by Erbach, seconded by Thomas, to adopt the recommendation
of Building Control and Inspection Committee to authorize
fence permit for fence at height of 42", chain link construc-
tion to be built to the lot line only on the Ash Street
side of the lot located at 1616 Ash Street, Motion declared

tion of Youth Activities Committee as follows:
1. Mayor proclaim the week of June 10-17, 1972 as Olympic
week in the City of Des Plaines
2. City permit a special "Tag Day" on Friday evening, June 9th
and Saturday, June 10th to help raise funds for the Olympic
Fund - Tag Day to be conducted by Students of Maine West
under supervision of service clubs of the City
3. City Council form a softball team to play a game at Rand
Park with Jr. Women's Club of Des Plaines, Sunday, June llth
at 2 p.m. - proceeds from the gamt for the Olympic Fund.
4. A luncheon to be held in honor of the 12 competing althletes
and their coaches on Thursday, June 15th.
5. All Citizens of Des Plaines and surrounding area be urged
to attend the finals at Maine West and support the Olympics.

tion of City Code and Judiciary Committee to enter into a
settlement with owners of Johnny's Mobile Homes in the form
of consent decree whereby the City will dismiss upon the
Defendant agreeing to the following:
1. Build a permanent office building by June 30, 1975
2. At that time conform with all building and zoning ordinances
3. Apply for business license and sign permit immediately.

resignation of Rev. R. A. Bruehl from the Human Relations
Commission as he is being transferred out of town and to
authorize Mayor Behrel to write letter of commendation for
services rendered to the City of Des Plaines. Motion
declared carried.
Mayor Behrel reported to City Council on the communication
received from State of Illinois re left -turn signals at the
intersection of Oakton and Lee Streets, stating that the City
would be granted permission to install said signals using
City MFT funds in the amount of $15,000 as State Highway VI/
funds will not be available until 1974 for the project.
