MINUTES OF THE REGULAR MEETING
OF THE CITY COUNCIL OF THE CITY
OF DES PLAINES, ILLINOIS, HELD IN
THE COUNCIL CHAMBERS, CITY HALL,
MONDAY, APRIL 3, 1972
CALL TO ORDER: The regular meeting of the City Council of the City of
Des Plaines was called to order by Mayor Herbert H. Behrel
at 8:05 P.M.
ROLL CALL:
Roll Call indicated the following aldermen present:
Koplos, Szabo, Kehe, Sherwood, Bolek, Chase, O'Brien,
Kisslinger, Czubakowski, Erbach, Swanson, Thomas, Bonaguidi,
Seitz, Michaels. Absent was Alderman Abrams.
Also present were: City Comptroller Blietz, Police Chief Hintz, Fire
Chief Haag, Commissioner of Public Works Schwab, Assistant City Engineer
Ellis Perl, Building Commissioner Prickett, City Attorney DiLeonardi and
his assistant C. Hug, and Deputy Clerk Trost.
The meeting opened with prayer by City Clerk Rohrbach, followed by the
Pledge of Allegiance to the Flag.

Moved by Kehe, seconded by Erbach, to approve the Minutes
of the Regular Meeting of March 20, 1972, as published.
Correction - Page two, Paragraph Resolution R-2-72,
line three, changing the words "Environmental Control
Commission" to"Des Plaines Housing Commission." Motion
declared carried.
Police Chief Hintz reported on various..drug related cases
handled by the Department during the month of March
Fire Chief Haag reported that upon receipt of several
documents from Metropolitan Sanitary District re Citgo
Service Station, a final report will be submitted to City
Council.
Building Commissioner Prickett reported that permits issued
are three times what they were one year ago.
City Attorney DiLeonardi reported that the City has joined
the plaintiffs pursuant to Council direction, in the
suit against County of Cook relating to tax for new motor
vehicles.
Further reported that April 10th the trial will proceed
in Boeckenhauer property zoning case.

City at 25% above cost not to exceed list price and a charge

at a price of $1.25 per wash or flat rate of $45.00 per year.

LIQUOR Moved by Bolek, seconded by Sherwood, to adopt the recommenda-
LICENSE tion of License and Inspection Committee to deny Class A
Love's Rest. liquor license request of owners of proposed Love's
Restaurant to be located at Lee & Forest. Motion declared
Carried.
REFUSE Sanitation Committee Chairman, Kisslinger, reported that
PICKUP - said committee recommends that city notify residents in
Holidays advance of holidays pick up days scheduled for refuse
pickup, either by tagging cans one week in advance or
including dates of holidays on water bills. Mayor Behrel
announced the matter is being reviewed by City Comptroller
Blietz and the Mayor.

PROGRAM
Moved by O'Brien, seconded by Bolek, to adopt the recommenda-
tion of Streets, Traffic and Forestry Committee to award the
bid for new, replacement and repair of sidewalks and curbs
to "K" Koncrete Co., low bidder, in the amount of $.90
for removal and replacement 4" thick - 50/50 program;
$1.15 for removal and replacement 6" thick - 50/50 program;
$.65 for new sidewalks including excavation 4" thick; $.80
for new sidewalks including excavation 6" thick; $1.45
for asphalt pavement removal and $5.00 for curb and gutter
removal and replacement. Upon roll call, the vote was:

tion of Building Control and Inspection Committee to authorize
issuance of permit for corner lot fence at 1401 Riverview
Avenue to Mr. Sergio I. Liwat. Motion declared Carried.
Letter from Board of Directors, Des Plaines Public Library
submitted by Alderman Chase requesting Code amendment
to reflect tax rate from .12% to .15% was referred to
City Attorney, for study and report.
Moved by Koplos, seconded by Chase, to adopt a resolution
upon the passing away of Mr. George Wolfram, life -time
resident of Des Plaines and contributing member to Des
Plaines Historical Society. Motion declared Carried.
Moved by Bonaguidi, seconded by Czubakowski, to adopt a
resolution upon the death of former alderman, Mr. George
Massman. Motion declared Carried.
Moved by Michaels, seconded by Sherwood, to adopt the
recommendation of Environmental Controls Committee to
authorize City Attorney to prepare necessary text amendment
to Zoning Ordinance of 1960, in accordance with recent
City Code amendments regarding environmental controls
in order that both codes will be consistent. Motion
declared carried. Alderman Szabo voted No. Said text
amendment to be reviewed by Committee prior to petition to
Zoning Board.

following resolution: BE IT RESOLVED BY THE MAYOR AND CfTY
COUNCIL OF THE CITY OF DES PLAINES THAT THE FOLLOWING BILLS

provisions set forth in written Committee report, to be
submitted to City Code and Judiciary and Building Control
and Inspection, Committees'prior to action by City Council.

ORDINANCE Moved by Abrams, seconded by Michaels, to adopt the recommenda-
M-4-72 tion of City Code and Judiciary Committee to amend Section
Fence 3 (d) of Ordinance M-4-72,.as follows:
(Barbed Wire) "(D) It shall be unlawful to have barbed wire on any fence
except to protect persons from hazards and/or for security
purposes, and then only pursuant to a permit of necessity
issued by the Building Commissioner, and further that any
barbed wire so permitted will be limited to the upper 1/3
of the height of such fence." Moved by Sherwood, seconded
by Erbach to defer action. Ordinance M-4-72 with proposed
amendment was referred to City Attorney, Building Commissioner
and Building Control and Inspection Committee for study
and report.

M-19-72 Last Paragraph of Section 10-9-4 of the City Code Dealing
Vehicle Lic. With Vehicle License Fees for Disabled American Veterans
and Persons Over 65 Years of Age.
AGREEMENT Moved by Bonaguidi, seconded by Erbach, to authorize execution
CCPA of Agreement between City of Des Plaines and Combined
Counties Police Association. Upon roll call, the vote was:

Moved by Bonaguidi, seconded by Sherwood, that the City
advertise for bids the sale of City Property located
immediately south of Sengstock Pumping Station on Maple
Street. Motion declared Carried.
The letter from City Clerk re discrepancy in City Code
relating to restrictive parking on North Avenue was
referred to City Attorney for drafting ordinance.
The request of Norwood Builders Inc. for a subdivision
containing 10 lots on the west side of Mt. Prospect Road,
1000 feet south of Golf was referred to the Plan Commission.
Moved by Bonaguidi, seconded by Sherwood, to authorize
City Clerk Rohrbach to represent the City at Recognition
Reception for retiring School District #62 Superintendent
of Schools Leon A. Smaage, reading resolution passed by
City Council marking his 25th anniversary. Motion
declared carried.
The letter from Lt. Arthur re the ONAN Generator Inspection
Contract was referred to, the Fire Committee for study and
report.
A suggested map for redistricting the City along with
population statistics was submitted by City Clerk to
City Council.
The letter from Mrs. S. Young regarding parking on Third
Avenue was referred to the Streets, Traffic and Forestry
Committee.
Alderman Erbach's suggestion that the City adopt a
Community Blood Program similar to the Village of Streamwood
was referred to the Health and Welfare Committee for study
and report.
The suggested Comprehensive Plan and Zoning Ordinance
prepared by Rolf Campbell & Associates was referred to
Municipal Development, Building Control and Inspection
and City Code and Judiciary Committees for study and report.
Moved by Sherwood, seconded by Kehe, that the regular
meeting of the City Council adjourn.
