03/20/1972'230 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF DES PLAINES, ILLINOIS, HELD IN THE COUNCIL CHAMBERS, CITY HALL, MONDAY, MARCH 20, 1972 CALL TO ORDER: The regular meeting of the City Council of the City of Des Plaines was called to order by Mayor Herbert H. Behrel at 8:05 P.M. ROLL CALL:. Roll Call indicated the following aldermen present: Koplos, Kehe, Sherwood, Bolek, Chase, O'Brien, Kisslinger, Czubakowski, Erbach, Swanson, Thomas, Bonaguidi, Abrams, Michaels. Absent were Szabo and Seitz Also present were: City Comptroller Blietz, Police Chief Hintz, Fire Chief Haag, Commissioner of Public Works Schwab, Assistant Commissioner of Public Works Schaefer, City Engineer Bowen, City Treasurer Rateike, Building Commissioner Prickett, City Attorney DiLeonardi and Deputy Clerk Trost. Also Administrative Assistant Carlsen. The meeting opened with prayer by Vicar Richard Loomis of Good Shepherd Lutheran Church, followed by the Pledge of Allegiance to the flag. Mayor Behrel introduced Weblos Troop 126 and leader E. Ziegler, and Cadet, Troop 877, Mrs. Sandquist, leader, who were in the audience. MINUTES: Moved by Kehe, seconded by Sherwood, to approve the Minutes of the meeting held March 6, 1972, as published. Correction, page one, adding report of Building Department, February to Reports of City Officials; page four, last paragraph, line five changing "10" to "1)". Motion declared Carried. REPORTS OF Police Chief reported that the Board of Fire and Police CITY OFFICIALS:Commission held the examination for lieutenant and has Police Chief appointed Sgt. Scheskie Lieutenant to replace Lt. Lanham. He also reported on various robberies occuring during month of March. Fire Chief FIRE STATION #1 Devon Avenue ORDINANCE PUBLICATION LEGAL - County Taxes Ald. Seitz arrived at this time Fire Chief Haag reported that the Fire Department met with representatives of the American Petroleum Institute who checked the department's policy followed in determining cause, amount of product in basement of home of Mr. Kosmen, and advisability of allowing Citgo to fill empty tanks with gasoline. Also that the Department met with a' representative of Illinois Environmental Controls and a representative of Metropolitan Sanitary District. Building Commissioner Prickett submitted written report that all contractural services for the building of Fire Station #1 have been completed. City Engineer reported that he has been in contact with the State of Illinois re completion of Devon Avenue and will report further progress to Council. City Attorney submitted written legal opinion re Publication of Ordinances. Following report of City Attorney re City of Evanston, Villages of Oak Park and Arlington Heights having cases pending in the Circuit Court wherein they seek to have the court declare that their ordinances taxing automobile sales supersede a similar ordinance passed by Cook County, it was moved by Abrams, seconded by Erbach, to authorize and direct City Attorney to file neccessary papers to join those municipalities as a plaintiff in the case. Upon roll call, the vote was: AYES: - 16 - Koplos, Kehe, Sherwood, Bolek, Chase, O'Brien, Kisslinger, Czubakowski, Erbach, Swanson, Thomas, Bonaguidi, Seitz, Abrams, Michaels, Mayor NAYS: 0 - None ABSENT: 1 - Szabo Motion declared Carried. 1 LEGAL GROBMAN SUIT 3/20/72 Page two 231 City Attorney DiLeonardi reported that Notice of Appeal in the Grobman case was granted this morning . Commissioner of Public Works Commissioner of Public Works reported on the problems of the 10" snow fall resulting in certain flooding problems in the Douglas Manor Subdivision, currently being investigated, with a view toward cleaning of certain culverts by property owners or City. Further that all work has been completed at North School Parking lot, awaiting meeting of committee. Alderman Sherwood was excused from the meeting at this time. LIQUOR SALES Election Day LIQUOR LICENSES Grocery Stores TREES INOISE - Airplanes RESOLUTION R-2-72 Des Plaines Housing Commission INSURANCE Vehicles House Bill 205 relating to the sale of liquor and the passage of legislation by the municipality to allow the sale of liquor on election day .was referred to the License and Inspection Committee. Alderman Abrams request for review of City's ordinances relating to the issuance of liquor licenses to grocery stores, supermarkets, specialty shops, etc. was referred to the License and Inspection Committee for study and report. Moved by O'Brien, seconded by Bolek, to award the bid for the purchase of trees not to exceed 300 to Simonsen's Nursery, Inc., in the amount of $9.50 per tree. Upon roll call, the vote was: AYES: - 15 - Koplos, Kehe, Bolek, Chase, O'Brien, Kisslinger, Czubakowski, Erbach, Swanson, Thomas, Bonaguidi, Seitz, Abrams, Michaels, Mayor NAYS: 0 - None ABSENT: 2 - Szabo, Sherwood Motion declared Carried. Alderman Michaels reported that he and Alderman Abrams attended a meeting with Congressman Harold Collier relating to airplane noise, stating that he appointed several sub- committees as follows: Third Airport Construction and Expansion - Ald. Abrams, Member Legislation Committee Operation Standard and Compliance - Mayor Behrel, Member Public Relations - Ald. Michaels, Member. He further stated that Congressman Collier plans to meet with these various committees for another direct attack at the airplane noise problem. Placed on First Reading was Ordinance T-14-72 Amending Section 10-5-5 of the City Code Having to Do With Parking Regulations by Adding Thereto that It Shall Be Unlawful to Park on Certain Streets Between Seven O'Clock A.
