MINUTES OF THE REGULAR MEETING
OF THE CITY COUNCIL OF THE CITY
OF DES PLAINES, ILLINOIS, HELD IN
THE COUNCIL CHAMBERS, CITY HALL,
TUESDAY, FEBRUARY 22, 1972
CALL TO ORDER: The regular meeting of the City Council of the City of Des
Plaines was called to order by Mayor Herbert H. Behrel
at 8:05 P.M. The meeting opened with prayer read by City
Clerk Rohrbach, followed by the Pledge of Allegiance to the
flag.
ROLL CALL:
Roll Call indicated the following aldermen present:
Koplos, Szabo, Kehe, Bolek, Chase, O'Brien, Kisslinger,
Czubakowski, Erbach, Swanson, Bonaguidi, Seitz, Abrams,
Michaels. Absent were: Sherwood and Thomas
Present also were: City Com ptroller Blietz, Police Chief Hintz, Fire Chief
Haag, Building Inspector Trost, Commissioner of Public Works Schwab,
City Engineer Bowen, City Treasurer Rateike, Deputy Clerk Trost, Health
Officer Branding, and City Attorney DiLeonardi
There being a quorum present, the meeting was in order.
The City Council viewed a film made by WGN on the recent fire at Maryville
Academy, River Rd. and Central.
Council recessed from 8:10 P.M. to 8:22 P.M.
MINUTES:
Moved by Kehe, seconded by Erbach, to approve the Minutes
of the regular meeting held February 7, 1972, as published.
Correction on Page six, first paragraph changing 1972 to
1973. Correction on Page three, paragraph two, scratching
the names Czubakowski, Erbach, following ABSENT: 2, and
inserting the names Szabo, Chase. Motion declared Carried.
REPORTS OF Police Chief Hintz reported on the apprehension of several
CITY OFFICIALS:subjects charged with certain armed robberies. Further
Police Chief reported that since February 16th, 764 citations have
been issued for not having current vehicle sticker and
235 citations for not having current State of Illinois
plates.

NOTICES
Fire Chief Haag described the recent fire at Maryville,
explaining that the building was built in 1910 and had
been slated for demolition in the near future.
City Attorney DiLeonardi reported that the Tomascek zoning
case has been continued until March 6th and the Boeckenhauer
zoning case until April 10th.
City Attorney submitted drafts of sewer recapture agreements
between J. S. Adams Co. - Golf Road and McKay Nealis,
1700 block of Chestnut Street. Referred to Water and
Sewer Committee.
Alderman Michaels questioned City Attorney regarding action
of City Council at meeting of February 6, 1972, relating
to defeat of proposed amendment to Resolution R-2-72,
establishing a Special. Des Plaines Housing Commission.
Following a statement by Alderman Chase stating that had
he been present he would have voted affirmatively for the
amendment, and considerable discussion regarding the
duties of said commission, Alderman Abrams requested that
City Attorney submit a written legal opinion regarding
powers of said commission following defeat of amendment.
Moved by Swanson, seconded by Szabo, to adopt recommendation
of Municipal Development Committee to approve Plat of
Szczesny's Resubdivision, Cordial Drive, and to authorize
execution thereof following approval by the Plan Commission.
Motion declared Carried.
Alderman Bolek's request that the City minimize the amount
of Legal Notices published in newspapers was referred to
City Code and Judiciary Committee for study and report.

MORRISON's Moved by Swanson, seconded by Szabo, to adopt the recommendaL '
Subdivision tion of Municipal Development Committee, to approve the Plat,
of Morrison Subdivision located north of Everett on
Plainfield, waiving the requirements for improvements as
set forth by City Engineer. Motion declared Carried.
CHRIS O'TOOLE'S Moved by Swanson, seconded by Szabo, to adopt the recommenda-
SUBDIVISION tion of Municipal Development Committee to approve Plat of
Chris O'Toole's Subdivision located at the southeast corner
of Everett and Webster Lane. Motion declared Carried.
TEXT AMENDMENT Moved by Swanson, seconded by Szabo, to adopt the recommenda-
R-5 District tion of Municipal Development Committee to authorize the
City Attorney to petition the Zoning Board of Appeals
-for text amendment to Zoning Ordinance - R-5 District
as prepared by Rolf C. Campbell and Associates. Motion
declared Carried.
PARKING Moved by O'Brien, seconded by Bolek, to adopt recommendation
Seventh Ave. of Streets, Traffic & Forestry Committee to prohibit
parking on Seventh Avenue betwben Seegers Road and Yale
Court from 10 a.m. to 4 p.m., except Saturday, Sunday,
and holidays. Motion declared Carried.
PARKING Moved by O'Brien, seconded by Seitz, to adopt recommendation
Yale Court of Streets, Traffic & Forestry Committee to prohibit parking
from 10 a.m. to 4 p.m. except Saturdays, Sundays and
holidays on Yale Court. Motion declared Carried.
PARKING Moved by O'Brien, seconded by Bolek, to adopt recommendation
Nuclear Drive of Streets, Traffic & Forestry Committee to make or, cause
no change in the parking on Nuclear Drive. Motion declared
carried.
PARKING Moved by O'Brien, seconded by Bolek, to adopt the
Garland P1. recommendation of Streets, Traffic & Forestry Committee
to prohibit parking on the east side of Garland Place, 100
feet north of Miner Street. Motion declared Carried.
PARKING Moved by O'Brien, seconded by Bolek, to adopt recommendation
Cora St. of Streets, Traffic. and Forestry Committee to deny Alderman
Sherwood request for No Parking on east side of Cora Street
from Oakton Street to the alley. Motion declared Carried.
CORA & Moved by O'Brien, seconded by Michaels, to adopt the
THACKER recommendation of Streets, Traffic and Forestry Committee
regarding intersection of Cora and Thacker Streets, as
follows:
1. Stop sign at intersection should be higher and as large
as possible
2. Warning sign "Stop Sign Ahead" should be installed east
and west bound at intersection
3. No Parking Signs should be installed on the south side
of Thacker Street from the corner west for 100 feet
4. Remaining parking, both side of Cora on Thacker Street
to Lee Street - changed to one hour parking 8 a.m. to
6 p.m. except Saturdays, Sundays and holidays.
Motion declared Carried.

Wolf Rd.
Moved by O'Brien, seconded by Erbach, to adopt recommendation
of Streets, Traffic and Forestry Committee to delay action
on request of Cumberland School for installation of side-
walks along Wolf Road between Berkshire Lane and Princeton
Avenue until matter relating to zoning of subject property
is out of court. Motion declared Carried. Alderman
Bonaguidi voted No.
STREET SIGN Moved by O'Brien, seconded by Bonaguidi, to deny proposal
SYSTEMS, INC. from Street Signs Systems, Inc. to install electric lighted
street signs in the downtown area. Motion declared Carried.
PARKING Moved by O'Brien, seconded by Seitz, to deny request of
Stratford Rd. Mr. David Dole, 110 Stratford Road, to remedy parking

restrictions on Stratford Road by providing sticker for
windshield of vehicles owned by residents of said street.
Motion declared Carried.
PARKING Referred to Streets, Traffic and Forestry Committee was
Harding Ave. Alderman Koplos's request for alternate parking on Harding
Avenue from Laurel Avenue to Lee Street.
LIME SLUDGE Moved by Koplos, seconded by Swanson, to adopt the recommenda-
REMOVAL tion of Water and Sewer Committee to waive the requirement
of advertising for bids and award the contract for sludge
removal to Trumbull Excavating Company of River Grove, at
the rate of $38.00 per hour. Upon roll call, the vote was:

Alderman Chase reported the recent death of Mr. John Byrne,
lifetime resident of the City of Des Plaines and noted
his contribution to the City and Historical Society, stating
that he will be sorely missed.
Moved by Kehe, seconded by Michaels, to adopt the recommenda-
tion of Youth Activity Committee to deny the request
from Des Plaines Youth Commission for an appropriation
of funds for the Place for People, and continue to study
the possibility of expanding the counseling services
to youth of Des Plaines. Motion declared Carried.
VEHICLE Moved by Abrams, seconded by Kehe, to adopt the recommendation
LICENSES of City Code and Judiciary Committee to amend Section 10-9-4
(over 65) of the City Code to provide that the person over 65 applying
for fee reduction is the owner of vehicle as evidenced by
a state vehicle license registration certificate, and
further that the individual collecting the fee be instructed
to accept any suitable document for evidence of age.
Motion declared Carried.
PERSONNEL The matter of including funds in 1972 budget for the hiring
OFFICER of a personnel officer was referred to the Finance Committee.
ORDINANCES Alderman Michaels requested that Ordinances M-7-72 and
M-7-72 M-36-71 relating to environmental controls be placed on
M-36-71 Second Reading at meeting of March 6, 1972.
RECYCLING Moved by Michaels, seconded by Abrams, to adopt the
PROGRAM recommendation of Environmental Controls Committee to
engage the services of Cleveland Corporation of Evanston
at no cost to the City of Des Plaines for the recycling
program of glass, tin, and newspapers, and to authorize
Mayor and City Clerk to negotiate a contract for further
consideration by City Council. Motion declared Carried.
INSURANCE
Moved by Bonaguidi, seconded by Swanson, to adopt the
recommendation of Insurance Committee to accept recommendation
of C. J. Lauer Agency, Inc. for uniform method of insuring
city vehicles on the following basis:
Vehicles under $5,000 No Collision Coverage
Vehicles $5,000 to $12,000 $500 Deductible
Vehicles $12,000 and over $1,000 Deductible
Units over 5 years old No Collision Coverage
which would result in an estimated $4,000 annual savings.
Moved by Bolek, seconded by Szabo, to defer action.
CITY PROPERTY Moved by Bongguidi, seconded by Szabo, to adopt recommendation
1426-1428 of Finance Committee to authorize the issuance of check
Miner St. in the amount of $65,048.50 payable to Des Plaines Building_
Corporation, representing balance due for acquisition of
property located at 1426-28 Miner Street. Upon roll call, the
vote was:

withhold Voucher No. 2056, in the amount of $7.00 payable

Title VIII of the City Code by Adding Thereto a New Chapter
21 Requiring Labeling of Phosphate Content of Detergents.
Moved by Michaels, seconded by Abrams, to amend Section 1
paragraph 8-21-2 changing February 1, 1972, to May 1, 1972.
Motion declared Carried.
Placed on First Reading was Ordinance M-11-72 Changing the
Name of Railroad Avenue south of Touhy Avenue to "Greco
Avenue", and Providing for Certain Signs in Connection
Therewith.
Placed on First Reading was Ordinance M-12-72 Providing
For a Tax on the Retail Sale of New Motor Vehicles.
Placed on First Reading was Ordinance M-36-71 Amending Title
VIII of the City Code by Adding Chapter 20 Entitled "Control
of Unwarranted Noises".
Placed on First Reading was Ordinance M-7-72 Amending Title
II of the City Code by Adding Thereto a New Chapter to be
Known as Chapter 17 Establishing the Environmental Control
Commission.
The letter from Zoning Board of Appeals re Case 72-10-R
property located at 1561 Sherman Place was referred to the

located on Center Street by Condemnation, which Real Estate
is Located on the East Side of Center Street Between

Highways denying request for four-way stop signs at the
intersection of Potter Road and Church St.
Referred to the Sanitation Committee wasthe letter from
Alderman Abrams suggesting certain measures of notification
to residents re placement of garbage cans on the parkway
when employees observe a holiday.
Moved by Swanson, seconded by O'Brien, that the regular
meeting of the City Council adjourn. Motion declare.
