MINUTES OF THE REGULAR MEETING
OF THE CITY COUNCIL OF THE CITY
OF DES PLAINES, ILLINOIS, HELD IN
THE COUNCIL CHAMBERS,"CITY HALL,
MONDAY, JANUARY 17, 1972
CALL TO ORDER: The regular meeting of the City Council of the City of Des
Plaines was called to order by Mayor Herbert H. Behrel at
8:08 P.M. The meeting opened with prayer by Rev. Father
Thomas of St. Mary's Church, followed by the Pledge of
Allegiance to the flag.
ROLL CALL:
Roll Call indicated the following aldermen present: Koplos,
Kehe, Sherwood, Bolek, Chase, Kisslinger, Czubakowski, Erbach,
Thomas, Bonaguidi, Seitz, Abrams, Michaels.
Absent were: Szabo, O'Brien, Swanson.
Also present were: City Comptroller Blietz, Police Chief Hintz, Fire Chief
Haag, Building Commissioner Prickett, Commissioner of Public Works Schwab,
City Engineer Bowen, City Treasurer Rateike, and:City Attorney DiLeonardi

Moved by Kehe, seconded by Erbach to approve the Minutes
of the regular meeting held January 3, 1972, as published.
Motion declared Carried. Moved by Chase, seconded by Seitz,
to approve the Minutes of January 3, 1972, as published.

LIBRARIAN Mayor Behrel presented Mr. Lewis Klitzke a framed resolution
LEWIS KLITZKE adopted by the City Council at the meeting of January 3, 1972,
commending him for his service to the City as Librarian for
121 years.
REPORTS OF The following reports were ordered placed on file: Health
CITY OFFICIALS: Department for year 1971; City Comptroller's report of Cash
Receipts, January thru December, 1971.
Police
Chief
Police Chief Hintz reported on two traffic accidents -
January 12th at the intersection of Wolf and Touhy with one
fatality; the other on Northwest Highway at the S curve,
involving a fatality January 16th.
FIRE CHIEF: Fire Chief Haag reported that the Fire Department has moved
into new Fire Station No. 1 and further that there were no
serious fires during the extreme cold weekend.
CITY ENGINEER: City Engineer Bowen that two sections of the fire pre-empter
have been completed and the final part at Rand and River
Road should be completed by the end of this week. He further
reported that cbok County Highway Department tentatively
has set Mar.th for receiving bids for the Dempster Thacker
Street improvement. He also reported that AbbottContractors
have completed watermain connection at Santa Rosa & Touhy.
City Attorney: City Attorney DiLeonardi reported that the Julson Builders
Case against the City was argued January 13th and following
review of briefs Judge Egan will make his decision.
The Zeliga Zoning Case will be argued before the Appellate
court in the near future. The Boeckenhauer zoning case will
be heard on February 14.
City Attorney submitted a legal opinion to City Council
regarding the text amendment to the Zoning Ordinance having
to do with Variations and a legal opinion regarding a:..
proposed ordinance regulating cats.
COMMISSIONER Commissioner of Public Works Schwab reported that on January
OF PUBLIC 6th a serious cave-in in the sanitary sewer serving Craig
WORKS Manor was reported and the contractor is working with
electric and telephone companies to correct the problem.
Further that 200 tons of salt was used over last weekend.
SIDEWALKS
CEDAR ST.
Following the report of Board of Local Improvements recommend-
ing the installation of sidewalks on Cedar Street by the
short -form ordinance method, on motion of Thomas, seconded
by Sherwood, the City Attorney was authorized to draft the
necessary ordinance for installation of said sidewalks.
Motion declared Carried.
ICIVIL DEFENSE Moved by Czubakowski, seconded by Erbach, to adopt Civil
Siren & Defense and Beautification Committee's recommendation to
Installation advertise for bids for one siren and installation thereof
at Seventh and Polynesian Drive, returnable February 17th
at 3 P.M. Motion declared Carried. Alderman Bonaguidi
and Seitz voted No.

COMMITTEE On motion of Thomas, seconded by Erbach, the report of
REPORTS the Municipal Development Committee was adopted recommending
Raithel's approval of Raithel's Subdivision, located at 2271 Westview
Subdivision Drive and authorizing execution thereof. Motion declared
Carried.
TEXT AMENDMENT The motion deferred at meeting of January 3, 1972 re, text
Variations amendment to Zoning Ordinance having to do with variations
was brought to the floor for vote. Motion declared Carried.

RESOLUTION On motion of Sherwood, seconded by Kehe, to adopt Health and
R-2-72 Welfare'Committee's recommendation to adopt Resolution R-2-72
Des Plaines Establishing a Special Des Plaines Housing Commission, and
Housing Providing for Its Composition, Purpose and Duration.
Commission Following discussion, moved by Abrams, seconded by Chase
to defer action until next regular meeting.
BILLS Moved by Bonaguidi, seconded by Thomas, to adopt the following
PAYABLE: resolution: BE IT RESOLVED BY THE MAYOR AND CITY COUNCIL
OF THE CITY OF DES PLAINES THAT THE FOLLOWING BILLS ARE DUE
AND PAYABLE AND THE MAYOR AND CITY CLERK BE AND ARE HEREBY
AUTHORIZED TO MAKE PAYMENT FOR SAME: Total $304,275.18.

M-1-72 Amending Ordinance M-32-71 Which Provides For the Disposition
Bicycles Of Unclaimed Bicycles by Renumbering the Chapter Number
Thereof to Chapter 12 of Title VI of the City Code.
Upon roll call, the vote was:
AYES: - 14 - Koplos, Kehe, Sherwood, Bolek, Chase, Kisslinger,

M-2-72 Amending Section 5-34-10 of the City Code By Increasing the
Liquor Licenses Number of Class F Licenses By Two. (Said licenses to be
Class F issued to Jo's Jo's Restaurant and Mr. Steak Restaurant).

authorizing execution of agreement between State of Illinois
Department of Transportation and City of Des Plaines for
the installation of traffic signals in conjunction with a
roadway improvement at Des Plaines River Road and Touhy Avenue.
