MINUTES OF THE REGULAR MEETING
OF THE CITY COUNCIL OF THE CITY
OF DES PLAINES, ILLINOIS, HELD
IN THE COUNCIL CHAMBERS, CITY
HALL, MONDAY, NOVEMBER 15, 1971
CALL TO ORDER: The regular meeting of the City Council of the City of Des
Plaines was called to order by Jr. Mayor Bill Sullivan,
introduced by Mayor Herbert H. Behrel, at 8:00 P.M. The
meeting opened with prayer by Rev. James Jackson of Christ
E & R Church, followed by the Pledge of Allegiance to the flag.
ROLL CALL:
Roil Call indicated the following aldermen present:
Koplos, Szabo, Kehe, Sherwood, Bolek, Chase, O'Brien,
Czubakowski, Erbach, Swanson, Thomas, Bonaguidi, Seitz,
Abrams, Michaels.
Also present were: City Comptroller Blietz, Police Chief Hintz, Fire Chief
Haag, Building Commissioner Prickett, City Engineer, Bpwen, Commissioner of
Public Works Schwab, Assistant Commissioner of Public Works Schaefer,
Police Captain Mensching, City Treasurer Rateike, City Attorney DiLeonardi
and his assistant Attorney Hug. A Minute_: of Silent Prayer in memory of
Mr. Genter Dahl, former aldermen, was observed.
There being a quorum present, the meeting was in order.

Moved by Bonaguidi, seconded by Sherwood,to approve the
Minutes of the regular meeting held November 1, 1971, as
published. Motion declared Carried.
Mr. Alvin Keller of the Department of Local Government Affairs
presented the City of Des. Plaines an award for the City's
Annual Financial Statement of 1970, received by City Comptroller
Blietz, from the Municipal Finance Officers Association.
Moved by Sherwood, seconded by O'Brien, to concur with Mayor
Behrel's appointment of Mr. Daniel Kisslinger to fill vacancy
as Alderman of the Fourth Ward, term to expire April 30, 1973.
Upon roll call, the vote was:
AYES: - 16 - Koplos, Szabo, Kehe, Sherwood, Bolek, Chase,
O'Brien, Czubakbwski, Erbach, Swanson, Thomas,

Motion declared Carried. Oath of Office was administered by
City Clerk Rohrbach, and Alderman Daniel Kisslinger was seated
on the City Council.
Report of City Engineer for the month of October was placed on
.file.
Jr. City Clerk Lynn Heiden reported that the Office of City
Clerk reopens for voter registration November 16th thru,
January 12th, including Friday evenings and Saturday mornings.
Jr. City Comptroller Steven Shore reported that the Annual
Audit Report of the Des Plaines Firemen's Pension Fund had
been received and placed on file.
Jr. Chief of Police Larry Bierwirth reported on various narcotics
cases during the month of October and accidents November 9th.

Jr. Fire Chief Susanne Sciez reported on recent fire at
1796 Center Street
Jr. City Engineer George Wright reported on the progress of
improvement of River Street, and further reported that sixty
Spruce Trees have been planted on the eastern boundary of,
Water Plant, Thacker Street.
Jr. City Attorney reported that hearings have been held before
Des Plaines Zoning Board of Appeals re Landmark District and,
urges that Ordinances re same be placed on First Reading.

City Attorney reported that Algonquin -:Residential Corporation,
Beta Development, Inc. and Oakton-Algonquin Corporation,
co-defendants in suit brought by Julson Builders, Inc. and
Julius Cohen against the City, have filed a counter -claim
against the City of Des Plaines. Moved by Michaels, seconded
by Thomas, to authorize City Attorney to continue its defense
of said suit, and further to defend the counter -suit.
Upon roll call, the vote was:

City Attorney DiLeonardi submitted a memorandum to Council
members setting forth various changes in Ordinance M-28-71
revising certain Subdivision regulations, and discussed
various sections having to do with variations.
Jr. City Treasurer Daniel Woods reported that Sales Tax
Receipts by the City for the month of July, 1971 were
$172,511.44 and Illinois Income Tax Receipts were $23,866.92.
Jr.Commissioner of Public Works Bruce Swartzwalter reported
on various activities of said department during the last several
weeks, including the visit of Mr. Shigeru Sugiyama, Assistant
to the Executive Directors, Fuji Motors Corporation, Tokyo,
Japan to our Sanitation Department.
Moved by Swanson, seconded by Sherwood, to concur with Municipal
Development Committee's recommendation to authorize execution
of Plat of Easement from Maple School District #62 for
watermain. Motion. declared Carried.
Moved by Swanson, seconded by Sherwood, to concur with
recommendation of Plan Commission to approve Plat of Moehling's
Consolidation located on Lee Street and authorize execution
thereof. Alderman Szabo made a minority report of Municipal.
Development Committee, opposing the approval of said plat
based the parking issue, as to whether or not sufficient
parking for proposed addition to present building may be
provided on a lot of record lying contiguous to lot of record
shown on Plat. Following discussion, Sherwood withdrew second
to Swanson's motion to approve. Michaels seconded the motion.
Moved by Bolek, seconded by Chase to defer action.
Moved by Michaels, seconded by Thomas, to grant permission
to owner, Margaret Moehling, to address the City Council.
Mrs. Moehling cited certain sections of the Zoning Ordinance
having to do with parking and stated that more than sufficient
parking will be provided on a contiguous lot of record for
proposed building addition to be located on lot shown on
Plat of Moehling's Consolidation.
Moved by Swanson, seconded by Szabo, to concur with Municipal
Development Committee's recommendation to concur with report
of Zoning Board of Appeals in Case 71-46-R to rezone property
located at 1328 Webford Avenue to R-5 District and to authorize
City Attorney to draft necessary amendment for further consider-
ation by the Council. Motion declared Carried.
Moved by Thomas, seconded by O'Brien, to concur with Police
Committee's recommendation to approve the Management Study
of the Police Department in principle, and direct the Chief
of Police to implement the plan recommended by Cresap,
McCormick and Paget, Inc. whenever possible and practical.
Motion declared Carried.

Moved by Thomas, seconded by Sherwood, to concur with Police
Committee's recommendation to take no action on Alderman
Michael's request to exchange radios in squad cars for portable
radios, as Committee's believes it costly, impractical, and
would reduce the radio range of squad cars. Motion declared
Carried.
Moved by Thomas, seconded by O'Brien, to concur with Police,.
Fire, and Finance Committees' recommendation to award the bid
for three automobiles to Tom Lyon's Inc. of Glenview, in the
amount of $8,849.00 net. Upon roll;call, the vote was:

Moved by Szabo, seconded by Koplos, to concur with Public
Buildings, Grounds and Parking Lots Committee's recommendation
to purchase office equipment and certain furnishings for
Fire Station No. 1 from the Henricksen & Co. Office Furniture
and Equipment in the amount of $4,486.00. Upon roll call,
the vote was:
AYES: - 17 - Koplos, Szabo, Kehe, Sherwood, Bolek, Chase,
O'Brien, Kisslinger, Czubakowski, Erbach, Swanson,
Thomas, Bonaguidi, Seitz, Abrams, Michaels, Mayor.

Moved by Szabo, seconded by Koplos, to concur with Public
Buildings, Grounds and Parking Lots Committee's recommendation
to purchase 16 Box Springs, Mattresses, and Bed Frames for
Fire Station No. 1 from Skorberg Furniture Store, Inc.,
for the amount of $1,248.00. Upon roll call, the vote was:
AYES: - 17 - Koplos, Szabo, Kehe, Sherwood, Bolek, Chase,
O'Brien, Kisslinger, Czubakowski, Erbach, Swanson,
Thomas, Bonaguidi, Seitz, Abrams, Michaels, Mayor.

Alderman Bolek submitted to Council a letter from Jo'Jo's
Restaurant, 835 Elmhurst Road, wherein they amended their
pending liquor license application to a Class F license,
beer only.
Moved by Bolek, seconded by Chase, to authorize Mayor Behrel
to seek the cooperation of Cook County Board in advising
the City of Des Plaines of pending liquor license applications
within one mile of the corporate limits. Motion declared
Carried.
Moved by O'Brien, seconded by Bolek, to concur with Streets,
Traffic and Forestry Committee's recommendation to employ the
services of G. Harker, 6650 North Northwest Highway, a licensed
surveyor, to complete the necessary survey work needed for
the improvement of Prairie Avenue in connection with redevelop-
ment, in an amount not to exceed $2000. Upon roll call, the
vote was:
AYES: - 17 - Koplos, Szabo, Kehe, Sherwood, Bolek, Chase,
O'Brien,-Kisslinger, Czubakowski, Erbach, Swanson,
Thomas, Bonaguidi, Seitz, Abrams, Michaels, Mayor.

Moved by O'Brien, seconded by Czubakowski, to concur with
Streets, Traffic and Forestry Committee's recommendation to
authorize Department of Public Works to mark crosswalks,
safety zones and traffic lanes at the intersection of Algonquin
and Cora. Motion declared Carried.

ZONING ORD. Moved by Bonaguidi, seconded by Thomas, to concur with Building
TEXT Control and Inspection Committee's recommendation to authorize
AMENDMENT City Attorney to draw the necessary amendment to Zoning
Ordinance and Building Code regarding the location of
gasoline storage tank conforming with State of Illinois Rules
and Regulations for underground storage of flammable liquids,
as requested by Attorney James Dowd. Motion declared Carried.
Alderman Szabo voted No.
I COLLECTIVE Moved by Swanson, seconded by Bonaguidi, to concur with Finance
BARGAINING Committee's recommendation to call an Executive Session to
discuss the hiring of a negotiator for collective bargaining.

CITY ENG. Committee's recommendation to purchase the automobile for
the City Engineer from Tom Lyon's, Inc., Glenview, for the
amount of $3,176.69. Upon roll call, the vote was:
