MINUTES OF THE REGULAR MEETING
OF THE CITY COUNCIL OF THE CITY
OF DES PLAINES, ILLINOIS, HELD
IN THE COUNCIL CHAMBERS, CITY
HALL, MONDAY, NOVEMBER 1, 1971
CALL TO ORDER: The regular meeting of the City Council of the City of Des
Plaines was called to order by Mayor Herbert H. Behrel at
8:00 P.M. The meeting opened with prayer by City Clerk
Rohrbach, followed by the Pledge of Allegiance to the flag.
ROLL CALL:
Roll Call indicated the following aldermen present:
Koplos, Szabo, Kehe, Sherwood, O'Brien, Erbach, Swanson,
Thomas, Bonaguidi, Seitz, Abrams, Michaels. Alderman Bolek
arrived immediately following and Alderman Chase arrived
following motion to approve the Minutes.
Also present were: City Comptroller Blietz, Police Chief Hintz, Fire Chief
Haag, Building Commissioner Prickett, City Engineer Bowen, Commissioner of
Public Works Schwab, Assistant Commissioner of Public Works Schaefer, Deputy
Clerk Trost, City Attorney DiLeonardi and his assistant Attorney Hug.
There being a quorum present, the meeting was in order.
MINUTES:
Moved by Sherwood, seconded by Swanson, to approve the
Minutes of the regular meeting held October 19, 1971, as
published. Motion declared Carried.

Mr. William Evans and Mr. John Smock of Cresap, McCormick
and Paget Inc. presented the Comprehensive Management
Study of the Des Plaines Police Department to City Council,
explaining certain phases of said study. Said study
was referred to the Police Committee.
& City Comptroller Blietz presented to City Council the 1971
BENEFIT Salary and Fringe Benefit Survey prepared by his office,
explaining certain factors therein.

CITY ENGINEER City Engineer Bowen reported that River Street work is
progressing, with watermain installation completed; Watermain
construction by Abbott Construction 30% completed.
RICHARD City Attorney DiLeonardi reported that Richard Peterson
PETERSON Case has filed an appeal in court regarding recent decision
in Illinois Appellate Court.
Police Chief Hintz reported that vandelism during the
Halloween weekend was down to the minimum; however one
incident involving two adults eating candy bars containing
certain drugs, requiring treatment at Holy Family Hospital.

Following report of City Attorney's report of conversation
with State's Attorney regarding decision of Cook County
Board of Commissioner's requiring 2/3 vote as objections
were filed by Glenview and City of Des Plaines relating
to rezoning of property located on north side of Central
Road and Dearlove Road, wherein owners have now filed suit.
Moved by Koplos, seconded by Kehe, to instruct City Attorney
to draft letter refusing to participate in said suit, for
Mayor's signature. Motion declared Carried.

OF PUBLIC
WORKS
Commissioner of Public Works Schwab reported that sludge
beds have been cleaned and that leaf collection is running
about 1/2 day behind schedule. Further that 348 Marshall
Ash trees have been planted and Maple Trees will arrive
within one week. Further that Mr. Herbert Oehlerking has
retired from the Department.

Development Committee's recommendation to approve Plat of
Kalberg's Subdivision located at Morse and E. Railroad Avenue,
and authorize execution thereof. Motion declared Carried.

Moved by Swanson, seconded by Koplos, to concar with Municipal
Development Committee's recommendation to concur with
Zoning Board of Appeals in Case 71-34-R - property located
at 1229 Golf Road, and authorize City Attorney to prepare
the amendment to the Zoning Ordinance for further consideration
by City Council. Motion declared Carried.
Moved by Szabo, seconded by Koplos, to concur with Public
Buildings Grounds and Parking Lots Committee's recommendation
to authorize the purchase of carpeting for Fire Station No. 1
from American Rug and Carpet Co., Des Plaines, including
the cost of cutting, layout and mastic for a total cost
of $1,604.64. Upon roll call, the vote was:
AYES: - 15 - Koplos, Szabo, Kehe, Sherwood, Bolek, Chase,
O'Brien, Erbach, Swanson, Thomas, Bonaguidi,
Seitz, Abrams, Michaels, Mayor.

NORTH SCHOOL Moved by Szabo, seconded by Koplos, to concur with Public
PARKING LOT Buildings and Grounds and Parking Lots Committee's recommenda-
tion to collect $.50 per day for parking at the North School
Parking Lot as soon as possible until a permanent system
for collecting fees is installed. Motion declared Carried.
NEW MUNICIPAL Moved by Kehe, seconded by O'Brien, to authorize Mayor
BUILDING Behrel, City Comptroller Blietz, and Alderman Szabo, to
negotiate with lending agencies regarding the financing of
a new Municipal Building for Des Plaines. Motion declared
Carried.
LEAVES, Moved by Erbach, seconded by Sherwood, to concur with
Composting Sanitation Committee's recommendation that the Commissioner
of Public Works continue his study of leaf composting and
use any resulting natural fertilizer to beautify the grounds
surrounding public buildings in Des Plaines. Motion
declared Carried.
PARKING Moved by O'Brien, seconded by Swanson, to concur with Streets
Lee Street Traffic and Forestry Committee's recommendation to install
No Parking 7 a.m. to 9 a.m. and 4:30 p.m. to 6 p.m. on the
east side of Lee Street between Park Place and the Miner
Street alley, and authorize City Attorney to draft ordinance.
Motion declared Carried.
PARKING Alder?tian O'Brien reported that Streets and Traffic and Forestry
Perry Street Committee recommends that parking restrictions on Perry Street
be implemented when implementation of the Parking Revenue
Bond Issue is adopted.

Traffic and Forestry Committee's recommendation to post larger
stop signs and utilize greater police surveillance at the
intersection of Algonquin and Cora Streets rather than flashing
lights. Motion declared Carried.
PARKING Moved by O'Brien, seconded by Swanson, to concur with Streets
Briar & and Traffic and Forestry Committee's recommendation to
Hazel Cts. alternate No Parking At Any Time signs on one side of the
street on Briar Court and Hazel Court between Ash and Bitterswee
Motion declared Carried.
NO PARKING Moved by O'Brien, seconded by Seitz, to concur with Streets
Eighth Ave. Traffic and Forestry Committee's recommendation to repeal
Repeal No Parking on the west side of Eighth Avenue between Golf
and Stone, and authorize City Attorney to draft ordinance.

Traffic and Forestry Committee's recommendation to award the
bid for Section 92 CS MFT, widening of Center, and improvement
of Alles, Greenview and Ashland, to the low bidder, Milburn
Brothers, Inc., in the amount of $214,941.95, and return
all checks of unsuccessful bidders. Upon roll call, the
vote was:

Moved by O'Brien, seconded. by Sherwood, to concur with Streets
Traffic and Forestry Committee's recommendation to permit
the widening of Center Street, immddiately south of Thacker
Street an additional 41 feet on the west side, the cost of
same to be assumed by Brooks and Sons, City Engineer to
draft necessary specifications and agreement. Upon roll
call, the vote was:

Alderman Abrams' request for three way stop signs at the
intersection of Florian and Seymour was referred to the Streets
Traffic and Forestry Committee.
Moved by Bolek, seconded by Chase, to refer to Safety Council,
Traffic Commission, Park District, and Police Captain Blume,
Mr. Burns plan for certain Bicycle Trails as published in
Des Plaines Suburban Times. Motion declared Carried.
Moved by Koplos, seconded by Bolek, to concur with Water and
Sewer Committee's recommendation to authorize Abbott
Construction Co. to construct a twelve inch watermain known
as Santa Rosa Drive project, in the amount of $29,673.43,
and authorize the City Attorney to prepare the necessary
agreement with Nuemann-Buslee & Wolfe, Inc. to share cost
of said project in the amount of $5,000.00. Upon roll call,
the vote was:

Pools.
Placed on First Reading was Ordinance Z-28-71 amending the
Text of Zoning Ordinance of 1960, by Requiring that all build-
ings in the R-5 Central Core Multiple Family District con-
taining three or more stories shall be required to have an
automatic elevator servicing all floors within the building.
The letter from L. Chase regarding aforementioned ordinance
was submitted to City Council for their review prior to next
meeting.

of Ordinance A-7-71 annexing certain lands lying on the south
side of Higgins Road, west of Mt. Prospect Road. Motion
