09/20/1971148 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF DES PLAINES, ILLINOIS, HELD IN THE COUNCIL CHAMBERS, CITY HALL, MONDAY, SEPTEMBER 20, 1971 CALL TO ORDER: The regular meeting of the City Council of the City of Des Plaines was called to order, by Mayor Herbert H. Behrel at 8:00 P.M. The meeting opened with prayer by Rev. Robert Lichty, pastor of the Calvary Church of the Open Bible, followed by the Pledge of Allegiance to the flag. ROLL CALL: Roll Call indicated the following aldermen present: Koplos, Szabo, Kehe, Sherwood, Bolek, Chase, O'Brien, Hinde, Czubakowski, Erbach, Swanson, Thomas, Abrams. Absent were Bonaguidi, Seitz, and Michaels. Also preseni-Gwre: City Comptroller Blietz, Chief of Police Hintz, Deputy Fire Chief FF e1 Building Commissioner Prickett, City Engineer Bowen, Commissioner of Public Works Schwab, City Treasurer Rateike, Deputy Clerk Trost, City Attorney DiLeonardi and his assistant Attorney Hug. There being a quorum present, the meeting was in order. MINUTES: Moved by Swanson, seconded by Abrams, to approve the Minutes of the regular meeting held September 7, 1971, as published. Corrections were made as follows: Page three - paragraph Watermain Improvements, changing the name Bonaguidi to Thomas under the AYE votes. Also, Page four, paragraph 2 - Swimming Pool Licensing Ordinance, changing the name Chase to Abrams. Following corrections, Motion declared Carried. Alderman Seitz and Alderman Michaels arrived at this time. REPORTS OF The following reports were ordered placed on file: CITY OFFICIALS: Appropriation of Expenditures thru August31, 1971; Statement of Cash Receipts to August 31; City Treasurer's report of Special Assessments; Report of Civil Defense Director Arthur. Deputy Fire Deputy Fire Chief reported on fire approx. one week ago Chief on the south side of Des Plaines, contained to the basement, and the call answered at Holy Family Hospital; further that three new firemen were placed on the force today. Announced Fire Prevention week, October 3 thru 9th - open house at all fire stations, and Sunday, October 3rd at 2 P.•M., Dedication of Plague. Also that the fire Department will begin flushing of hudrants shortly. Building Building Commissioner Prickett reported on the Midwest Commissioner Conference of Building Commissioners recently attended having to do with modular and mobile homes - the first in Des Plaines to be constructed at Perry and Laurel. Alderman Czubakowski's request for thorough study of ordinance relating to grade elevations for construction of new buildings in neighborhoods where buildings already exist was referred to the Building Control and Inspection Committee for study and report. Grade Elevations City Engineer Cook €o. Zoning Dockets Ballard & Potter City Engineer Bowen reported on the conference he attended in Philadelphia attended by Municipal Engineers and Public Works officials, stating that the general theme was to better the environment for mankind. City Attorney DiLeonardi submitted a Memorandum concerning the Cook County Zoning Board hearing on Dockets 1975, 1976, 1977, and 1978, the Croation property located along Potter Road between Ballard and Dempster. Moved by Koplos, seconded by Hinde, to authorize the City Attorney to communicate with County Clerk and Zoning Board of Appeals requesting certain limitations be enforced upon the developer with relation to storm waters. �g� LEGAL SUIT Gerald S. Moved by Thomas, seconded by Sherwood, to concur with Police Committee's recommendation to authorize the execution of the contract with the State of Illinois relating to Police Department's use of statewide radio frequencies. Moved by Abrams, seconded by Michaels, to amend the agreement to recite a rental of $600.00 per month. Moved by Szabo, seconded by Sherwood, to amend the lease agreement by adding a fee schedule for rental @ $225.00 per month for the first month and adding $25 per month for each month thereafter until such time as the figure reaches a maximum of $600 at which time the monthly rental shall be $600.00 per month. The Illinois Bell Telephone Co. Franchise Agreement with the City of Des Plaines was referred to City Comptroller and Mayor for conference with officials of said company. The letter from Joseph J. Freed and Associates requesting a liquor license for Jo Jo's Restaurants, Inc., 835 Elmhurst Road was referred to the License and Inspection Committee for study and report. Alderman ERbach reported that he and Alderman Bonaguidi attended the Northwest Municipal Conference re proposed jobs for veterans. The Transportation Survey was discussed and should be completed by March or April.
