OF THE CITY COUNCIL OF THE CITY
OF DES PLAINES, ILLINOIS, HELD
IN THE COUNCIL CHAMBERS, CITY
HALL, MONDAY, AUGUST 2, 1971.
CALL TO ORDER: The regular meeting of the City Council of the City of
Des Plaines was called to order by Mayor Herbert H.
Behrel at 8:00 P.M. The meeting opened with prayer by
Rev. Ernest Grant, Asst. pastor of the First Congregational
Church, followed by the Pledge of Allegiance to the flag.
ROLL CALL:
Roll call indicated the following aldermen present: Koplos,
Szabo, Kehe, Sherwood, Bolek, Chase, O'Brien, Czubakowski,
Erbach, Swanson, Thomas, Bonaguidi, Abrams. Absent was
Alderman Hinde. Alderman Seitz arrived at 8:10 P.M.
Also present were: City Comptroller Blietz, Chief of Police Hintz, Fire
Chief Haag, Building Commissioner Prickett, City Engineer Bowen, Asst.
Commissioner of Public Works Schaefer, City Treasurer Rateike, and acting
City Attorney Hug.
There being a quorum present, the meeting was in order.
MINUTES:
Moved by Alderman Bonaguidi, seconded by Alderman Swanson,
to approve the Minutes of the regular meeting held
July 19, 1971, as published. Corrections were made as
follows:
Page 1, paragraph 5, change John Peter to John Peterson,
Page 2, paragraph 4, change zoning case 71-12-R to 71-21-R,
Page 3, paragraph 2, delete word "agents" correcting to
read, "licensing of rental of real estate." Motion to
approve as corrected declared Carried.
REPORTS OF CITY Placed on filewere the following reports for the month
OFFICIALS: of July: Building Department, Public Works Department,
Health Department, Engineering Department, and City
Treasurer.
City Comptroller City Comptroller Blietz reported on two checks made
out to Mike DiPaola Company for the Oakton Street
relief storm sewer project.
Police Chief
Police Chief Hintz reported on incident involving two
women being restrained in camp at Big Bend Lake and
that our police together with States Attorney's office
interviewed several witnesses, without verification that
anything unusual occurred, and no charges were placed on
anyone due to insufficient information. Also that on
July 30th, Indian residents broke camp and moved to
Argonne Laboratories near Hinsdale. Also requested
crossing gates be placed at Soo Line Railroad at Touhy
Avenue as several accidents had occurred.
At this time Alderman Sherwood commended Police Department on the actions
and restraint they used during the tedious times they were required to
police Big Bend Lake on behalf of the Cook County Sheriffs police.
Soo Line RR Moved by Alderman Thomas, seconded by Alderman Swanson,
Crossing Gates to authorize Mayor Behrel to write to Interstate Commerce
Commission, Illinois Commerce Commission, State Highway
Department and the Soo Line Railroad, urging that crossing
gates be erected at the Touhy Avenue crossing of the
Soo Line Railroad. Motion declared Carried.
Referred to Police. Chief Hintz, was Alderman Sherwood's request that
Lt. Schwiesow give synopsis of training session at Northwestern Illinois
University.

City Attorney Hug gave legal opinions requested by
council members at previous meeting with respect to
rezoning of Dooley property at 715 Des Plaines Ave.,
censorship of movies at theatres, and licensing,
including licensing of tree experts.
Alderman Michaels arrived.
Moved by Alderman Swanson, seconded by Alderman Erbach
to concur with Municipal Development Committee's
recommendation to concur with Zoning Board's decision
in Case 71-21-R, rezoning property located at 715 Des
Plaines Avenue to R-5 district, and authorize the City
Attorney to draft map amendment to the Zoning Ordinance
for further consideration by the Council. Upon approval
of such, Zoning Certificate be issued by the Zoning
Administrator. Motion declared Carried.
Considerable discussion was made to preserving the
Rand Mill located on property at 715 Des Plaines Avenue
and suggestions were made that perhaps it could be
dismantled and stored for future use.
Radios,Police Moved by Alderman Thomas, seconded by Alderman Swanson,
Dept. to concur with Police Committee's recommendation to
authorize issuance of purchase order to Motorola
Communications & Electronics, Inc. for two portable
four -frequency walkie talkie radios complete with helifiex
antenna, belt clip and rechargeable battery, in the
amount of $2,251.60 to be used by the Police Reserves.
Upon roll call, the vote was:
AYES: - 16 - Koplos, Szabo, Kehe, Sherwood, Bolek, Chase,
O'Brien, Czubakowski, Erbach, Swanson, Thomas,
Bonaguidi, Seitz, Abrams, Michaels, Mayor.
NAYS: - 0 - None.

There being sixteen affirmative votes, Motion declared
Carried.
Referred to Police Committee for study and report was Alderman Michael's
request to study feasibility of having portable radios in exchange for
radios in squad cars.

recommendation to deny second liquor license request
to Royal Court Inn owners to operate a lounge on new
premises. Motion declared Carried.

to concur with License and Inspection Committee's
recommendation that the matter of reviewing any change
in Class E liquor license regarding waiting period of
one year, not be changed at this time. Motion declared
Carried.
Moved by Alderman O'Brien, seconded by Alderman Michaels,
to concur with Streets and Traffic and Forestry Committee's
recommendation to award the bid for the River Street
improvement to the low bidder, Endurance Paving Company
in the amount of $28,541.75, sixteen trees to be planted
by Public Works Department. ;After considerable discussion,
it was moved by Alderman Szabo, seconded by Alderman Koplos
to defer action. Motion declared Carried.
Radios Moved by Alderman Bonaguidi, seconded by Alderman Thomas,
Dept. to concur with Building Control and Inspection Committee's
recommendation to issue purchase order to Motorola
Communications and Electronics, Inc., for four portable
radios, two -frequency, complete with heliflex antenna,
belt clip and rechargeable battery, for the Building
Department, in the amount of $4,170.20. Upon roll call,
the vote was:

to concur with Building Control and Inspection Committee's
recommendation to authorize City Attorney to draft amendment
to swimming pool ordinance, indicating overhead wires and
other electrical connections be a minimum of 10 feet
horizontally from the pool. Motion declared Carried.
Moved by Alderman Bonaguidi, seconded by Alderman Thomas,
to concur with Building Control and Inspection Committee's
recommendation that no action be taken at this time to
adopt the Bocoa Code. Motion declared Carried.
Moved by Alderman Bonaguidi, seconded by Alderman Szabo,
to concur with Building Control and Inspection Committee's
recommendation that Building Commissioner Prickett follow
existing ordinance with reference to forfeiture of bonds
for certificates of occupancy on property located at 1219
and 1227 Washington Street. Motion declared Carried.
Moved by Alderman Bonaguidi, seconded by Alderman Koplos,
to concur with Building Control and Inspection Committee's
recommendation, that City Attorney draft necessary ordinance
prohibiting the use of loose stones and gravel on parkways.
Motion declared Carried.
Moved by Alderman Bonaguidi, seconded by Alderman Sabo;,,
to concur with Building Control and Inspection Committee's
recommendation, to advertise and interview applicants for
City of Des Plaines Planner. Motion declared Carried.
Moved by Alderman Bonaguidi, seconded by Alterman Thomas,
to concur with Building Control and Inspection Committee's
recommendation, that no action be taken at this time
deleting the R-5 district from the conflagration district #1
as per Ordinance B-3-71. Motion declared Carried.

Youth Activitl Alderman Kehe reported of new youth group forming at
South Park Fieldhouse, now being organized by Mr. Leonard
Larson, meeting Monday thru Friday from 6:30 to 10:00 P.M.
IEnvironmenta]. Progress report was made by Alderman Abrams with reference
Controls to Federal Environmental Protection Agency hearing held
in Chicago, dealing with airport -aircraft noise.

ORDINANCE Alderman Chase reported that the Historical Society
HISTORIC recommended that steps be taken to adopt an ordinance with
SITES 'reference,to preserving historic.sites and a meeting of the
Historical Society Committee will be. called with Attorney
Hug to discuss said recommendation.

Housing to concur with Mayor Behrel's recommendation to authorize
consultation services with William L. Kunkle Co. on
housing for the elderly, cost not to exceed $1,000 or
$20.00 per hour. Upon roll call, the vote was:

Civil Defense Mayor Behrel reported on Civil Defense emergency operation
Exercises exercises at Iroquois school with other city officials
and he was most impressed with efficiency of total operation
Adjournment: Moved by Alderman Bonaguidi, seconded by Alderman Sherwood,
that the regular meeting of the City Council adjourn.
