07/19/1971123 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF DES PLAINES, ILLINOIS, HELD IN THE COUNCIL CHAMBERS, CITY HALL, MONDAY, JULY 19, 1971. CALL TO ORDER: The regular meeting of the City Council of the City of Des Plaines was called to order by Mayor Herbert H. Behrel at 8 P.M. The meeting opened with prayer by Rev. Keith Davis, pastor of the Church of the Master, followed by the Pledge of Allegiance to the flag. ROLL CALL: Roll Call indicated the following aldermen present: Koplos, Szabo, Kehe, Sherwood, Bolek, Chase, O'Brien, Hinde, Czubakowski, Erbach, Swanson, Thomas, Bonaguidi, Abrams, Michaels. Alderman Seitz arrived at 8:10 P.M. Also present were: City Comptroller Blietz, Police Chief Hintz, Fire Chief Haag, Building Commissioner Prickett and Building Inspector Trost, City Engineer Bowen, Assistant City Engineer Psonak, Assistant Commissioner of Public Works Schaefer, City Treasurer Rateike, and acting City Attorney Charles Hug. There being a quorum present, the meeting was in order. MINUTES: CONCERNED METROPOLITAN CITIZENS" COMMITTEE Moved by Sherwood, seconded by Hinde, to approve the Minutes of the regular meeting held July 6, 1971, as published. Motion declared Carried. Mr. John Pctcr, 826 Howard Street, Des Plaines, Illinois submitted to City Council the policy statement of Concerned Metropolitan Citizens' Committee regarding low income housing in Des Plaines. Mr. Frank Steiner, Chairman, 5209 S. Blackstone Avenue, Chicago, Illinois and Mr. Rodney Brucance, 1454 N. Meo, Chicago, Illinois also addressed the City Council on the matter of low income housing. The matter was referred to the Human Relations Commission for study and report. REPORTS OF City Comptroller Blietz reviewed Statement of Cash Receipts CITY OFFICIALS:January 1 to June 30th submitted to members of City Council. Comptroller Also submitted was the Appropriation of Expenditures thru June 30th. Police Chief Police Chief Hintz submitted the Department of Police Second Quarter report and reported on the armed robbery at Holiday Inn and the robber of Des Plaines Trust and Savings Bank today. Fire Chief OCCUPANCY CERTIFICATES 1219 & 1227 Washington City Engineer LEE ST. IMPROVEMENT Fire Chief Haag submitted the Des Plaines Fire Department Midyear Report ordered placed on file. Building Commissioner Prickett requested the City Council to grant permission to negotiate the amount of forfeiture of bond for certificates of occupancy on property located at 1219 and 1227 Washington Street, on which certain violations exist. Following considerable discussion, the matter was referred to the Building Control and Inspection Committee for study and report. City Engineer Bowen reported that he met with State Highway officials and the Mayor of Rosemont regarding the improvement of Devon Avenue, to be completed sometime in 1972. He further reported that bids for the widening of Center Street will be taken this fall so that work may begin early in the spring of 1972. Further that he and Mayor Behrel met with the Redevelopment Committee regarding plans for the Prairie Avenue improvement. Alderman Erbach's request for the improvement of Lee Street from the "S" curve south to Touhy Avenue was referred to the City Engineer to draw preliminary plans and estimate of cost. 6�` SIGN ARCO - Elmhurst & Oakton Sts. Alderman Chase's request for a study of width of driveways on Oakton Street in connection with improvement by Cook Co. Highway Department was referred to the City Engineer for review and report. Moved by Bonaguidi, seconded by Swanson, to adopt a resolution proclaiming City Council's dislike for the type of movies shown at the Des Plaines Theatre and urging a very careful screeing by the management of said theatre prior to display. Motion declared Carried. REPORTS OF COMMITTEES Moved by Swanson, seconded by Hinde, to concur with Zoning Case_ Municipal Development Committee's recommendation to 77-67/-/f concur with Zoning Board's recommendation to rezone 71r-7" 715 Des Plaines property located at 715 Des Plaines Avenue - Case -7-±-44-R .Avenue to R-5 district and authorize City Attorney to draft ordinance for further consideration by City Council. Discussion re right of way for the River Road overpass was discussed and City Attorney requested to give a legal. opinion regarding the exclusion of certain right-of-way property from rezoning ordinance. Moved by Sherwood, seconded by Chase to defer action. DEDICATION Moved by Swanson, seconded by Erbach, to concur with Central Rd. Municipal Development Committee's recommendation to approve Plat of Dedication of north side of Central Road and authorize execution thereof. Motion declared Carried. ZONING CASE 71 -18 -SU N.E. Corner of Elmhurst and Oakton Streets and authorize City Attorney to prepare the Annexation Ordinance and amendment to the Zoning Ordinance for further consideration by the Council. Moved by Swanson, seconded by Hinde, to concur with Municipal Development Committee's recommendation toapprove Plat of Felten's Subdivision located at 2140 Elmira Avenue and authorize execution thereof. Moved by Swanson, seconded by Szabo, to concur with Municipal Development Committee's recommendation to approve Plat. of Lee Forest Subdivision located at Lee Street and Forest Avenue and authorize execution thereof. Moved by Swanson, seconded by Bolek, to concur with Municipal Development Committee's recommendation to concur with Zoning Board of Appeals in Case 71-23-R and authorize City Attorney to prepare the amendment to the Zoning Ordinance for further consideration by the Council Motion declared Carried. LIQUOR -LICENSE The letter from Cesar's Restaurant owners requesting a Eesar'ssite st. liquor license classification from Class E to Class A was referred to the License and Inspection Committee fort study and report. 7/19/71 Page three 125 LICENSING Referred to the City Attorney for legal opinion was the Tree request of Alderman Sherwood for the City to license Experts tree experts who perform tree work either on private or public property. TREES Moved by O'Brien, seconded by Hinde, to concur with Forestry and Streets and Traffic Committee's recommendation to advertise for bids returnable August 9th at 3 p.m. for the purchase of 800 trees for fall planting. Motion declared Carried. ORDINANCE Moved by O'Brien, seconded Hinde, to concur with Streets M-12-71 and Traffic and Forestry Committee's recommendation to Driveways redraft Ordinance M-12-71, requiring sidewalks to be at Sidewalks least four inches in thickness; crossing driveways the sidewalk be six inches in thickness; crossing utility lines, concrete should be reinforced and driveways be six inches in thickness. Motion declared Carried. NO PARKING SEEGERS RD. Moved by O'Brien, seconded by Hinde, to concur with Streets and Traffic and Forestry Committee's recommendation to amend Section 10-5-5 of the City Code restricting parking on Seegars Road between Broadway and Seventh Avenue from 8 a.m. to 4 p.m. Motion declared Carried. NO PARKING Moved by O'Brien, seconded by Czubakowski, to concur with LEE STREET Streets and Traffic and Forestry Committee's recommendation for No Parking on the east side of Lee Street - Mannheim Road from Oakton Street north to the north line of the present Dodge property. TRAFFIC The letter from Central School Principal requesting certain Central types of traffic controls on Thacker Street in the area School area of Central School was referred to the Traffic Commission for study and report. STOP SIGNS Alderman O'Brien's request for stop signs at the intersection Second & of Second and Woodlawn was referred to the Traffic Commission Woodlawn for study and report. SIGN Moved by Bonaguidi, seconded by Thomas, to concur with Jewel Tea Building Control and Inspe ction Committee's recommendation 52 NW Highway to approve the request of Jewel Tea Company for an over- sized sign to be located at 52 Northwest Highway. Said sign permit to be issued for a period of year. THE RAND MILL BILLS PAYABLE Alderman Chase reported that Mary V. Wright, Coordinator of Des Plaines Historical Society submitted a plea for preservation of The Rand Mill to Council and the matter is being studied by Historical Society & Library Committee.
