MINUTES OF THE REGULAR MEETING
OF THE CITY COUNCIL OF THE CITY
OF DES PLAINES, ILLINOIS, HELD
IN THE COUNCIL CHAMBERS, CITY
HALL, MONDAY, MAY 17, 1971
CALL'TO ORDER: The regular meeting of the City Council of the City of
Des Plaines was called to order by Mayor Pro Tem E. A.
Swanson at 8:05 P.M. The meeting opened with prayer by
Rev. P. J. Martin of Trinity Lutheran Church, followed
by the Pledge of Allegiance to the flag.
IIROLL CALL:
Roll Call indicated the following aldermen present:
Koplos, Szabo, Kehe, Sherwood, Bolek, Chase, O'Brien, Hinde,
Czubakowski, Erbach, Swanson, Thomas, Bonaguidi, Abrams,
Michaels, Absent was Alderman Seitz
Also present were: City Comptroller Blietz, Police Chief Hintz, Fire Chief
Haag, Building Commissioner Prickett, City Engineer Bowen, Commissioner
of Public Works Schwab, Assistant Commissioner of Public Works Schaefer,
City Treasurer Rateike, and City Attorney DiLeonardi.
There being a quorum present, the meeting was in order.
MINUTES:
Moved by Bonaguidi, seconded by Thomas, that the Minutes of
the regular meeting held May 3, 1971, and the adjourned
meeting held May 3, 1971, be approved as published.
Motion declared Carried.
REPORTS OF City Comptroller Blietz submitted the Statement of Cash
CITY OFFICIALS:Receipts from January 1 to April 30, and the 1971 Revised
Budget. He reviewed with members of the City Council
the Blue Cross, Blue Shield insurance program.
Police Chief Hintz reported on several apprehensions of
in robbery cases and also on the two recent traffic
fatalities.

CHIEF
Fire Fire Chief Haag reported that a "Save A Life" school had
CHIEF been held at Holy Family Hospital for 106 registrants.
COMMISSIONER
OF PUBLIC
WORKS
Commissioner of Public Works reported that the Illinois
Section of the American Public Works Association presented
the City of Des Plaines an award for their safety record
for 1970.
CITY ENGINEER City Engineer Bowen reported that the Contrac tors are
completing MFT Section 90 CS - improvement of Prairie Ave.
Further that the City Engineer's office is in the process
of completing the five year and twenty-year program for
street improvements to be submitted to the State and County
Highway Officials by July 1, 1971. Further that the Water
Testing Laboratory equipment arrives daily. When questioned
re the drainage problem in Douglas Manor Subdivision, he
explained that all that can be done has been completed and
only a storm sewer and street program would solve the
current drainage problem.

City Engineer was requested by Alderman Szabo to conduct
a survey of existing Wells in the City of Des Plaines to
determine the life of said wells.
City Attorney DiLeonardi reported that a letter was sent
by him to the Northern Illinois Planning Commission expressing
opposition to the application for Federal Funding for the
facilities of the Metropolitan Sanitary District sewage
treatment plant. Said letter was read to City Council.

Plaines as per contract. Considerable discussion followed
including the reading of a letter addressed to Mayor Behrel

NORTH MAINE regarding said district's intention to remit $10,000 during
FIRE PROTECTION the year 1971 following receipt of tax monies. Moved
DISTRICT by Sherwood, seconded by Hinde, to refer the letter from
North Maine Fire Protection District to the Finance and
Judiciary Committee for study and no action be taken
re the filing of a suit at this meeting. Upon roll call,
the vote was:
AYES: - 12 - Kehe, Sherwood, Bolek, Chase, O'Brien, Hinde,
Czubakowski, Erbach, Swanson, Thomas, Abrams,
Michaels.
NAYS: - 2 - Koplos, Szabo
ABSENT: 1 - Seitz

There being twelve affirmative votes, Motion declared
Carried.
At this point in the meeting, City Attorney DiLeonardi announced that
he would be leaving the meeting to attend a hearing and his associate
Attorney Charles Hug would remain for the Council meeting.
COMMITTEE Alderman Hinde made the following Minority Report of the
REPORTS: Municipal Development Committee re Zoning Case 71-11-A,
Zoning Case re a Text Amendment to the R-5 District having to do with
71-11-A required front foot frontages: "The Zoning Board of Appeals
Text Amend recommends to the Mayor and City Council that the Text
R-5 Dist. Amendment to the R-5 District as set forth in Case
71-11-A not be approved. It is the opinion of the
Building Commissioner that the Zoning Ordinance of 1960
as amended provides the necessary legislation to require
a twenty-one foot corridor behind parking spaces and no
additional amendment is necessary." Moved by Hinde,
seconded by Sherwood, to concur with said report and
Zoning Board's recommendation in Case 71-11-A. Following
considerable discussion, Motion was ruled out of order.
Following the majority reports of Alderman Szabo and Alderman Swanson
individually, it was moved by Szabo, seconded by Koplos, that the
Municipal Development Committee continue to study the proposed text
amendment having to do with lot frontage requirements in the R-5 District;
moved to continue the moratorium on the issuance of building permits in
the R-5 District on lots with frontages less than 100 feet; and to
authorize the City Attorney to •dleacpettion with the Zoning Board of
Appeals to require 11 parking spaces per unit in the R-5 District.
Upon roll call, the vote was:
AYES: - 4 - Koplos, Szabo, Swanson, Bonaguidi
NAYS: -11 - Kehe, Sherwood, Bolek, Chase, O'Brien, Hinde,
Czubakowski, Erbach, Thomas, Abrams, Michaels
ABSENT: 1 - Seitz
There being eleven negative votes, Motion declared lost.
Moved by Hinde, seconded by Abrams, to concur with the Zoning Board of
Appeals recommendation in Case 71-11-A not to amend the Zoning Ordinance
of 1960 as amended relating to required frontages of lots in the R-5
District and rescind the moratorium enacted by City Council at a previous
meeting. Upon roll call, the vote was:
AYES: - 13 - Kehe, Sherwood, Bolek, Chase, O'Brien, Hinde,
Czubakowski, Erbach, Swanson, Thomas, Bonaguidi,
Abrams, Michaels.
NAYS: 2 - Koplos, Szabo
ABSENT: 1 - Seitz
There being thirteen affirmative votes, Motion declared
Carried.
PARKING Referred to the Municipal Development, Building Control and
REQUIREMENTS Inspection, and City Code Committees was the request for
R-5 Dist. a thorough study of the present parking requirements within
the R-5 Zoning Districts.

Moved by Koplos, seconded by O'Brien, to concur with Streets
and Traffic Committee's recommendation to award the bid
for the 1971 Maintenance Thermoplastic Pavement Marking
with MFT Funds to the low bidder, Perma-Line Corporation
of America .in the amount of $9,670.00. Upon roll call,
the vote was:
AYES: - 15 - Koplos, Szabo, Kehe, Sherwood, Bolek, Chase,
O'Brien, Hinde, Czubakowski, Erbach, Swanson,
Thomas, Bonaguidi, Abrams, Michaels.
NAYS :0 - None

There being fifteen affirmative votes, Motion declared

Moved by Bonaguidi, seconded by Thomas, to concur with
Building Control and Inspection Committee's recommendation
to approve the Sign Request of Universal Oil Products
to be located at Algonquin Road and Mt. Prospect Road.
Motion declared Carried.'
Moved by Bonaguidi, seconded by Hinde, to concur with
Building Control and Inspection Committee's recommendation
to authorize the issuance of permit to construct a fence
in accordance with plans submitted by Mr. Maynard on
property located at 1703 Stockton Street. Motion declared
Carried.
Moved by Bonaguidi, seconded by Thomas, to concur with
Building Control and Inspection Committee's recommendation
to authorize the issuance of permit to construct a fence
in accordance with plans submitted by property owners,
W. W. Schroeder, with the exception that the fence end
at the building line on the Fargo Street side. Motion
declared Carried.
Moved by Chase, seconded by Thomas, to proclaim the period
from May 22, through May 30, as Clean Stream Week, urging
organizations and private citizens to help preserve and
enhance the beauty of Des Plaines River. Motion declared
Carried.
Moved by Hinde, seconded by Michaels, to adopt the following
resolution: BE IT RECOLVED BY THE MAYOR AND CITY COUNCIL
OF THE CITY OF DES PLAINES THAT THE FOLLOWING BILLS ARE
DUE AND PAYABLE AND THE MAYOR AND CITY CLERK BE AND ARE
HEREBY AUTHORIZED TO MAKE PAYMENT FOR SAME: (Withholding
Voucher #3980 in the amount of $20.00) $250,621.63.
Upon roll call, the vote was:

SUBDIVISION The Plat of Thornquist's Subdivision and letter from the
Thornquist Plan Commission was referred to the Municipal Development
Committee for study and report.
SUBDIVISION The request for a subdivision located at Lee Street and
Lee & Forest Forest Avenue was referred to the Plan Commission for
study and report
SUBDIVISION The Plat of Felten's Subdivision and approval of Plan
Felten's Commission, located on Elmira Avenue, was referred to
the Municipal Development Committee for study and repott.
ANNEXATION The Petition for Annexation of the northeast corner of
Petition Elmhurst Road and Oakton Street was referred to the Municipal
Elmhurst & Development Committee to be held until Zoning Hearing
Oakton has been held and report received.

WALNUT
Alderman Chase's request for a study of the intersection
of Margret & Walnut and request from Thomas L. Bowersox
for a four-way stop sign was referred to the Traffic
Commission.
WESTERN AVE. Alderman Szabo's request for No Parking on either side
of Western Avenue from Northwest Highway to Harding Avenue'
was referred to the Traffic Commission
I CHICAGO AVE. Alderman Koplos's request for No Parking at any Time
on the entire length of Chicago Avenue was referred to
the Traffic Commission.
HB 1558 Moved by Sherwood, seconded by Hinde, to oppose House Bill
Salaries - 1558 and contact local legislators immediately re same..
Police & Fire said bill a costly violation of Home Rule increasing
the mandatory minimum salary for Police and Firemen by
60%. Motion declared Carried.
Norman Ct. & Alderman Michael's second request for two way stop signs
Marshall Dr. at the intersection of Norman Court and Marshall Drive
was referred to the Traffic Commission for study and report.
