MINUTES OF THE REGULAR MEETING
OF THE CITY COUNCIL OF THE CITY
OF DES PLAINES, ILLINOIS, HELD
IN THE COUNCIL CHAMBERS, CITY
HALL,\MONDAY, MAY 3, 1971
CALL TO ORDER: The regular meeting of the City Council of the City of
Des Plaines was called to order by Mayor Herbert H. Behrel
at 8:02 P.M. The meeting opened with prayer by Rev. James
Hines of the Brentwood Baptist Church, followed by the
Pledge of Allegiance to the flag.
ROLL CALL:

Koplos, Szabo, Sherwood, Bolek, Leer, O'Brien, Hinde,
Czubakowski, Swanson, Thomas, Bonaguidi, Seitz, Shillington,
Michaels. Absent was Alderman Wagner.
Also present were: City Comptroller Blietz, Police Chief Hintz, Fire
Chief Haag, Building Commissioner Prickett, City Engineer Bowen, Commissioner
of Public Works Schwab, Assistant Commissioner of Public Works Schaefer,
and City Attorney DiLeonardi.
There being a quorum present, the meeting was in order.
MINUTES:
Moved by Hinde, seconded by Swanson, that the Minutes of
the regular meeting held April 19, 1971, be approved as
published. Motion declared Carried.
REPORTS OF The following reports were ordered placed on file:
CITY OFFICIALS:Public Works Department for April; Health Department for
April; Building Department for April.
Insurance Following the report of City Comptroller Blietz that copies
Coverage of the Blue Cross and Blue Shield booklets re insurance
were submitted to all employees and members of City
Council, it was moved by Bonaguidi, seconded by Czubakowski,
to extend the coverage for a ninety -day period for those
retiring members of the City Council. Upon roll call,
the vote was:
AYES: - 13 - Koplos, Szabo, Sherwood, Bolek, O'Brien, Hinde,
Czubakowski, Swanson, Thomas, Bonaguidi, Seitz,
Michaels
IBSTAINING - Leer, Shillington
ABSENT: 1 - Wagner
NAYS: 0 - None
There being thirteen affirmative votes, Motion declared
Carried.
Chief of
Police
Police Chief announced that the City has received the
thirteen new patrol cars, and also that Lt. Schweisow
is studying operations and methods with the Lincoln,
Nebraska Police Department and the City of Des Plaines
has a guest from Walnut Creek, California Police Department.
Fire Chief Fire Chief Haag announced the opening of the Fire Department
Equipment Antique Museum at Station #3, Saturday and
further that the Illinois Inspection and Rating Bureau
is in the process of inspecting equipment of Des Plaines.
City City Engineer Bowen reported that Well #5 will be pulled
Engineer within the week, and further that $4,150.03 has been
received for the 50-50 sidewalk program for a total of
10,121.9 square feet of sidewalk to be replaced this year.
SUIT - Zoning Following the report of City Attorney DiLeonardi re hearing
Administrator before the Des Plaines Zoning Board of Appeals ona
R-5 District Proposed Text Amendment in the R-5 District having to do
with frontage requirements, it was moved by Koplos, seconded
by Sherwood, to retain the City Attorn<3y to defend Zoning
Administrator and Building Commissioner Prickett in suit
filed by one builder and three lot owners re refusal to
issue a building permit in R-5 Zoning District. Moved by
Koplos, seconded by Sherwood, to amend the motion that
City Attorney be retained to defend in said suit,
should the Council refer the matter of the text amendment /

under New Business to the Municipal Development Committee
for further study and report. Motion to amend declared
Carried. Upon roll call on the motion as amended, the
vote was:
AYES: - 15 - Koplos, Szabo, Sherwood, Bolek, Leer, O'Brien,
Hinde, Czubakowski, Swanson, Thomas, Bonaguidi,
Seitz, Shillington, Michaels, Mayor.
NAYS: 0 - None
ABSENT: 1 - Wagner
There being fifteen affirmative votes, Motion declared Carried.
COMMITTEE Moved by Bolek, seconded by Leer, to adopt Resolution R-5-71
REPORTS: opposing the proposed location of the new United States
Resolution Post Office facility, based on the recent op:ion contained
U. S. Post in a survey of surrounding residences made by Eidamiller &
Office Co., Realtors. Motion declared Carried.
Council recessed from 8:33 P.M. to 8:40 P.M., prior to
decision to adopt Resolution.
CONDEMNATION Alderman Shillington requested information regarding the
Egan Property letter mailed to residents of Des Plaines by Mr. Roy Egan,
2100 E. Algonquin Road, Des Plaines, wherein Mr. Egan
states that the City is requiring that the property
set forth in the recent condemnation suit be vacated by
June 15th. Mr. Egan addressed the Council at this time,
to which Mayor Behrel and City Attorney DiLeonardi stated
the conditions surrounding the recent decision in said
suit.
Vehicle Moved by Bolek, seconded by Hinde, to concur with License,
Licenses - Health and Inspection Committee's recommendation to authorize
Trucks City Attorney to draft the necessary ordinance whereby
Vehicle Stickers for trucks be issued for a period of
six months in 1972 to expire June 30, 1972 and providing
for yearly licenses thereafter from July 1, 1972 to
June 30th of each following year. Motion declared Carried.
CENTER ST. Alderman Leer, Chairman of the Streets and Traffic Committee,
Widening reviewed the report received from the Traffic Commission
regarding the widening of Center Street - said report
referred to the Streets and Traffic Committee for study
and report.
4 -Way Stop Alderman Koplos's request for four way stop signs at the
Signs - Church intersection of Church and Potter was referred to the Streets
and Potter and Traffic Committee and Cook County Highway Department
for study and report.
SIGN Moved by Thomas, seconded by Swanson, to concur with
Seay Thomas B»ilding Control and Inspection Committee's recommendation.
Realty to approve the request of Seay Thomas Realty for an over-
sized sign located at Touhy and the Toll Road. Motion
declared Carried. Permit to be for one year and thereupon
subject to review.
SIGN
GENE PATRICK Moved by Thomas, seconded by Swanson, to concur with Building
RAMBLER Control and Inspection Committee's recommendation to
approve two sign requests of Gene Patrick Rambler, Rand
Road - one 4 x 100 flouresant mounted on the face of the
building and one 4 x 24 pylon. Moved by Szabo, seconded
by Koplos to defer action on latter of two signs, the
4 x 24 pylon sign. Motion to approve 4 x 100 sign mounted
on the building was declared Carried.
SIGN Moved by Thomas, seconded by Swanson, to concur with Building
A -Mart Control and Inspection Committee's recommendation to approve
Oakton St. the sign request of A -Mart, Oakton Street, for an over-
sized sign mounted on the building. Motion declared

SEMINAR Moved by Czubakowski, seconded by O'Brien, to concur with
HISTORICAL Special Historical Society Committee's recommendation
ADMRS. to authorize the five week absence of Miss Mary Wright,
Historical Museum Coordinator, to attend the 13th Annual
Seminar for Historical Administrators, June 13th to July
23rd at Williamsburg, Va.,.,-.;Metion declared Carried.

Moved by Swanson, seconded by Hinde, to adopt the following
resolution: BE IT RESOLVED BY THE MAYOR AND CITY COUNCIL
OF THE CITY OF DES PLAINES THAT THE FOLLOWING BILLS ARE
DUE AND PAYABLE AND THE MAYOR AND CITY CLERK BE AND ARE
HEREBY AUTHORIZED TO MAKE PAYMENT FOR SAME: Total,
$239,628.33. Upon roll call, the vote was:
AYES: - 15 - Koplos, Szabo, Sherwood, Bolek, Leer, O'Brien,
Hinde, Czubakowski, Swanson, Thomas, Bonaguidi,
Seitz, Shillington, Michaels, Mayor.

At this time Judge Anton Smiegel, Presiding Judge of the Third District
Court, Cook County, administered the oath of office to the newly elected
alderman. The newly elected alderman were then seated on the City Council.

re required lot frontages was referred to the Municipal

Moved by Thomas, seconded by Chase, to remove the Moratorium
Restrictions within the R-5 Zoning District. Motion declared
Lost.
The letter from Emil Jacobs representing owner of property
located at 1316 Brown Street, requesting relief of the
Moratorium in the R-5 Zoning District was referred to the
Municipal Development Committee.
Placed on First Reading was Ordinance T-6-71 prohibiting
Parking on Graceland/First from the Present No Parking

Parking on the West Side of Graceland/First Avenue from
the corner of Oakwood to Walnut Street, between
the hours of 6:30 A.M. and 5:30 P.M., except Saturdays
and Sundays.

For a three-way stop intersection at Dale and Estes
Avenue.
Placed on First Reading was Ordinance Z-7-71 rezoning

Moved by Szabo, seconded by Michaels, to adopt Resolution
R-6-71, opposing HB 1207, having to do with the Northeastern
Illinois Planning Commission becoming involved with the
review of matters of rezoning of over 10 acre parcels
within the Cities and Villages. Motion declared Carried.
Mayor Behrel announced that Jonathan Baldo, 851 S. Wolf
Road, a student at Maine West High School has been named
as a National Finalist from the State of Illinois, winning
the Science Talent Award. Moved by Michaels, seconded by
Sherwood, to adopt a resolution commending Jonathan Baldo
on becoming a National Finalist. Motion declared Carried.
Referred to the City Engineer was Alderman Koplos's request
for follow up of the State Highway Department's announcement
of installation of traffic signals at the intersection of
Ballard and Potter Roads.
Alderman Swanson's request for amendments to the Fence
Ordinance, particularly providing for corner lots and
separation of chain link fences from other types of fencing
was referred to the Building Control and Inspection
Committee for study and report.
ADJOURNMENT: Moved by Sherwood, seconded by Hinde, that the adjourned
meeting of the Ci y., Council ourn. MotiKfi declared
